12月1日—3日,博鰲亚洲论坛理事会第二届亚欧合作对话在重庆举行。本次会议主题为“共同行动促进新时代共同发展”,来自亚欧21个国家和地区、3个国际组织的400余名政商学界代表出席。深化亚欧友谊,畅谈合作愿景,畅享发展机遇,共同推动亚欧合作走深走实。
博鳌亚洲论坛理事长潘基文、副理事长周小川、秘书长李保东,芬兰创新领域专家阿霍,欧洲咨询联盟—安博思公司高级合伙人博吾乐,市委副书记、市长唐良智出席开幕式并致辞。全国政协经济委员会副主任刘利华,市领导李波等出席。
潘基文在致辞中说,博鳌亚洲论坛是全球化、自由贸易、多边主义和开放型世界经济的坚定捍卫者,始终致力于反对保护主义、单边主义。亚欧双方发展互补性强,进一步合作的空间和潜力巨大。“一带一路”倡议为我们提供了新的机遇,让各国携手推进互联互通,促进货物、服务、资金与人员的自由流动。希望亚欧双方以本次会议为契机,共同倡导多边主义和开放型世界经济,大力推动贸易自由化和投资便利化,在“一带一路”倡议框架下紧密合作、协同创新,推动亚欧合作迈上新台阶。
周小川说,当前,全球经济增长面临多重挑战。希望亚欧各国采取积极措施,促进贸易投资,推进世界贸易组织改革,共同捍卫多边贸易体系。加强基础设施互联互通,积极探索共同对重大基础设施项目进行投资,降低交通与通信成本,释放经济增长潜力。加强应对全球气候变化合作,为实施《巴黎协定》提供政策、技术与金融支持,促进低碳经济发展。加强科技创新合作,防范技术创新带来的风险,更好为经济社会赋能。
阿霍说,当今世界正在发生快速而深刻的变化,新一代信息技术迅猛发展,绿色低碳发展成为必然选择,人口老龄化不断加剧。我们要努力适应外部环境,增强应变能力,作出科学决策。应当尊重基于规则的国际秩序,共同维护多边主义和自由贸易,推动技术变革和有关商业模式等的变化,加强国际合作,实现互利共赢。
李保东说,亚洲和欧洲是维护多边主义与国际秩序的重要力量,双方要深入沟通、深化合作,促进“一带一路”倡议与欧洲各国发展战略对接,促进全球共同发展。
博吾乐说,希望亚欧双方把握“一带一路”倡议等新机遇,加强政商学界对话合作,携手创造亚欧大陆更加美好的未来。
唐良智代表市委、市政府,代表陈敏尔书记,欢迎各位嘉宾来渝出席会议。他说,重庆正深入贯彻落实习近平主席对重庆的重要指示要求,努力用好“四大优势”,发挥“三个作用”。全面融入共建“一带一路”和长江经济带发展,以通道带物流、物流带经贸、经贸带产业,不断提高开放型经济水平。依托中欧重庆班列、国际陆海贸易新通道等,“一带”和“一路”在重庆实现无缝衔接,重庆与亚欧地区贸易快速增长。本次亚欧合作对话,将为深化亚欧合作贡献新思路、开拓新空间、创造新机遇。我们愿以本次会议为契机,同亚欧各国朋友结为好伙伴,扩大朋友圈,在重庆这座“近者悦、远者来”的美好城市,携手谱写“行千里·致广大”的新篇章。

From December 1 to 3, the 2nd Asia-Europe Cooperation Dialogue of the Boao Forum for Asia Board of Director was held in Chongqing. The theme of this meeting is "Joint Action to Promote Common Development in a New Era". More than 400 representatives from the political and business circles from 21 countries and regions in Asia and Europe and 3 international organizations attended the meeting, with a view to deepen the friendship between Asia and Europe, talk about the vision of cooperation, enjoy development opportunities and jointly promote in-depth and high-quality Asia-Europe cooperation.
BFA Chairman Ban Ki-moon, Vice Chairman Zhou Xiaochuan, Secretary General Li Baodong, Finnish innovation expert Esko Aho, Senior partner of the European House-Ambrosetti Paolo Borzatta, Deputy Party Secretary and Mayor of Chongqing Tang Liangzhi attended the opening ceremony and delivered speeches. Officials including Liu Lihua, Deputy Head of the Economic Committee of the Chinese People's Political Consultative Conference National Committee and Chongqing Vice Mayor Li Bo attended the meeting.
Ban Ki-moon said in his speech that there is a lasting underlying theme of Boao Forum for Asia- globalization, free trade, multilateralism and an open world economy. BFA has always been committed to opposing protectionism and unilateralism. Asia and Europe have much to offer to other side, and there is great room and potential for cooperation. The Belt and Road Initiative offers a fresh opportunity for us to work together to ensure freer flow of goods, services, capital and people. It is hoped that Asia and Europe will take this meeting as an opportunity to jointly advocate multilateralism and an open world economy, vigorously promote trade liberalization and investment facilitation, work closely together and innovate collaboratively within the framework of the BRI, and push Asia-Europe cooperation to a new level.
Zhou Xiaochuan said that at present, global economic growth faces multiple challenges. It is hoped that Asian and European countries will take active measures to promote trade and investment, push forward the reform of the World Trade Organization, jointly safeguard the multilateral trading system, strengthen infrastructure connectivity, actively explore joint investment in major infrastructure projects, reduce transportation and communication costs, and release economic growth potential. And Asian and European countries should strengthen cooperation in tackling global climate change, provide policy, technical and financial support for the implementation of the Paris Agreement, and promote the development of a low-carbon economy. Countries should also strengthen cooperation in scientific and technological innovation, guard against risks brought about by technological innovation, and better empower the economy and society.
Joni Aho said that the world is undergoing rapid and profound changes. The new generation of information technology is developing rapidly. Green and low-carbon development has become an inevitable choice and the aging population is increasing. We should try our best to adapt to the external environment, enhance our adaptability and make scientific decisions. We should respect the rules-based international order, jointly safeguard multilateralism and free trade, promote technological changes and changes in relevant business models, strengthen international cooperation and achieve mutual benefit and win-win.
Li Baodong said that Asia and Europe are important forces in maintaining multilateralism and the international order. The two sides should communicate and deepen cooperation in depth to promote the Belt and Road Initiative to integrate with the development strategies of European countries and promote global common development.
Paolo Borzatta said that he hopes that Asia and Europe will seize new opportunities such as the BRI, strengthen dialogue and cooperation among the political, business and academic circles, and jointly create a better future for Asia and Europe.
Tang liangzhi, on behalf of the CPC Chongqing Municipal Committee, Chongqing Municipal People’s Government and Party Secretary Chen miner, welcomed all guests to Chongqing to attend the meeting. He said that Chongqing is thoroughly implementing President Xi Jinping's important instructions to Chongqing and is trying to make good use of the "four advantages" and give full play to the "three roles". Chongqing is fully integrating into the joint construction of the BRI and the development of the Yangtze River Economic Belt, and continuously improves the level of an open economy through building channels for logistics, developing logistics to promote trade, and boosting industries with stronger trade. Relying on China-Europe Express Rail (Chongqing) and the new international land-sea trade corridor, the Belt and the Road have achieved seamless convergence in Chongqing, and the trade between Chongqing and Asia-Europe region has grown rapidly. The Asia-Europe Cooperation Dialogue Conference will contribute new ideas, explore new space and create new opportunities for deepening Asia-Europe cooperation. We are willing to take this meeting as an opportunity to form good partners with friends from Asian and European countries, expand the circle of friends, and jointly write a visionary new chapter of Chongqing, a beautiful city that pleases the near and attracts the far.
Officials responsible for foreign affairs, economic and trade of some Asian and European countries, heads of international organizations and enterprises, relevant heads of Chinese embassies abroad, and heads of relevant municipal departments of Chongqing joined the event.
