MIIT Will Amend Norms For Copper Smelting Industry

According to the information from Ministry of Industry and Information Technology, for the purpose of promoting supply-side structural reform in copper smelting industry, MIIC is going to amend Norms for Copper Smelting Industry (2014). New version is now in consultation stage. The consultation raises more specific requirements for process of copper smelting industry.

In recent years, our country has made steady progress in copper smelting. Breakthroughs in technical skills bring about continuous capacity expansion. According to industrial practitioners, China’s copper refining capacity approaches 12 million tons and single-enterprise scale has been raised enormously. Based on the requirements in Norms for Copper Smelting Industry (2014), over 90% of domestic copper refining capacity meet standards.

In order to realize high-quality development in copper smelting industry, consultation paper puts forward that copper smelting enterprises that utilize copper concentrate should apply advanced process that are with high production efficiency, advanced technology, low consumption, eco-friendliness and comprehensive utilization of resources, such as flash smelting and oxygen-enriched enhanced bath smelting; copper smelting enterprises should not use prohibited equipment and process; it is encouraged for qualified enterprises to upgrade conventional converter blowing process.

For the copper smelting enterprises that utilize secondary resources containing copper, they also should apply advanced process and equipment that are clean and with energy conservation and environment protection advantages. It is prohibited use chemical method or combustion technology that are without smoke gas treatment facility.

In the meantime, it is encouraged for qualified enterprises to construct smart plant, where the following are going to be deployed accordingly: copper smelting data platform, automatic smart equipment, ERP, PDM, TDM, EMS and PI system. With all these, enterprises can realize smart management, smart dispatching, digital spot check and smart online diagnosis, to finally realize smart analysis and decision making.

MIIT is responsible for enterprise standard management in copper smelting industry. The enterprises failing to meet related requirements will be deprived of announcing qualifications. These enterprises, in principle, can’t re-apply Norms until after 12 months since the day of being deprived.
