Abstract: The fairness of water utilization in Hubei Province is analyzed from the three aspects of water resource endowment, water for production and domestic water. The Gini coefficients of total water consumption-water resource quantity, production water consumption-GDP, and domestic water consumption-population in Hubei Province in the spatial and temporal dimension are calculated. The results show that the total water consumption and water resource quantity of various cities in Hubei Province are very unevenly distributed, while the changes in the same area during 2006—2016 are uneven only in Xiaogan City and Suizhou City. During the 11 years of the research period, the fairness of water for production remains stable in the range of “relatively reasonable”, while in Wuhan City and Xiantao City with higher water efficiency, it is uneven. Therefore, to improve the water efficiency in the other regions is the best way to improve the fairness of water for production. The domestic water has reached the absolute fairness in both spatial and temporal dimensions.

Abstract: According to the input-output tables of Jiangsu-Zhejiang-Shanghai area in 2002, 2007 and 2012, using the social network analysis its industrial linkage network is formulated from the perspective of water resource input-output. The relevant indices such as characteristic path length, clustering coefficient, centrality and cohesive subgroup are calculated, and the industrial linkages in the total Jiangsu-Zhejiang-Shanghai area and various provinces and city are compared and analyzed. The results show that there is a small-world property and high network density with close industrial linkage. The chemical industry representing the industrial sector is of outstanding centrality and is the central industry in the area, and the status of service sector has increased, but the disproportion is even more prominent. Now eight cohesive subgroups are formed, and the linkage between their industrial sectors, which indicates the trend of development is clustering. Some suggestions are put forward in order to promote the balanced and sustainable development under water resource constraints, such as saving and using water intensively on central industry, improving the utilization of water resources, formulating different policies on water resources and promoting industry integration.

Abstract: By reviewing the problem of fragmentation in the original water ecological management system, it is pointed out that the unclear responsibility is the largest problem in the original management system. According to the institution change theory and the spirit of the relevant documents of the river-and lake-chef system, aiming at the specific situations of the five-level river-and lake-chefs in Guangdong Province, the overall planning of the operation mechanism of the water ecological compensation is carried out. The operation mechanism of the water ecological compensation is divided into three parts of formation mechanism, management mechanism and evaluation mechanism is, and the policy basis and specific functions of the three parts are explained.

Abstract: Firstly, based on the theory of the maximum information content, the R clustering and the coefficient of variation are combined to screen indices to form the evaluation index system composing of 22 indices that can reflect 96.82% of the original information (first stage). Then, the evaluation index system is used to evaluate the development of shipping industry by using the catastrophe progression method (second stage). While ensuring that the evaluation accuracy is not lowered, the evaluation conclusion can be obtained efficiently with the least amount of computation. Finally, the case of shipping industry in Fujian Province in 2013—2017 is evaluated. The results show that the proposed two-stage evaluation method highly efficient and reliable in the evaluation of development of shipping industry.

Abstract: Through the studies on the negotiation and quotation mechanism of the two parties in the water right transaction, a negotiation bargaining model for water right transaction is established based on the negotiation bargaining environment in which both parties expect to maximize their benefits. Firstly, in the negotiation and transaction, both parties learn to update their bottom-line prices through Bayesian rules and choose the next round of quotation strategy by estimating the maximum risk acceptance. After multiple rounds of quotation, both parties converge their quotations to a reasonable range, and finally reach an agreement to complete the transaction. The results show that the negotiated price can guarantee the reasonable completion of the water right transaction and maximize the benefits of both parties, and the negotiated price is a feasible and effective method in the water right transaction.

Abstract: Based on the case study of reform of agricultural water price in Lujiang County of Anhui Province, the practices of water right allocation, water price mechanism and protection and management measures of projects are introduced. Aiming at promoting the reform of agricultural water price, the following aspects are explored and implemented: water-saving measures based on projects, management and policies, innovated mechanism of agricultural water, establishment of water-user associations and management of hydraulic projects. Some countermeasures and suggestions are given with regard to the current situations of reform of agricultural water price.

Abstract: In order to realize the transition from the primary stage to the intermediate one of rainwater management in China, the construction efficiency of sponge cities is improved, and the establishment of market transaction mechanism is the trend to construct the sponge cities in the future. The three elements of transaction subject, object and benchmark price are determined. The design requirements of market transaction mechanism are proposed with Pareto improvement, incentive compatibility and sufficient information use. The runoff control volume auction model is established based on the high and low matching rules to determine the market base price and the market force to be the main factors affecting the market transaction price. Through the basic framework of the market transaction mechanism with the operating mechanism and price mechanism as the core based on the evolutionary game design, it is proved that scientific market transaction mechanism can raise the developers’ participation so as to promote the social studies on development technology with low effect and to form benign circulation of constructing the sponge city. By selecting the data of Beijing case to simulate the market transaction process, the feasibility of transaction mechanism is validated. Finally, some suggestions for construction of sponge cities are proposed from the perspective of the government.

Abstract: The definition of gray scale of subject information of water conservancy construction market is analyzed, and the quantity and quality of the subject information are discussed. Based on the management methods for the credit evaluation of subjects of water conservancy construction marked approved by the Ministry of Water Resources of P. R. China, the index systems for the gray evaluation of subject information of water conservancy construction market are investigated and are classified. Accordingly, the gray evaluation model for the subject information of water conservancy construction market under complete information transparency is established, and the revised evaluation model under incomplete information transparency is also given. By combining with the information disclosure of the subject of water conservancy construction market of its water conservancy administrative department, the gray scale of information of construction enterprises of water conservancy construction market of Province A is evaluated by using the proposed gray scale evaluation model. The research results may provide the basis for the government to determine the optimum gray scale and the key regulatory targets, and they further lay the foundation for further studies on the governmental regulation effectiveness and costs.

Abstract: A three-stage coordinated allocation model based on the game theory is established to solve the problem of water conflicts in river basins. A case study of Lishui River basin in Changde City, China is carried out to study the process of water conflict management. The results show that the first stage is based on the sequent game of individual rationality, the upstream region has the advantage of water intake, while the downstream water users may not meet their basic water demand, easily leading to conflicts. At the second stage, by introducing the governmental regulation and control, the water-saving level is greatly improved, and the basic water demand of various regions can be ensured. However, because of the information asymmetry, it is difficult to achieve the equilibrium state. At the third stage, the government and the market are combined to coordinate the allocation of water resource conflicts in the river basin by adjusting the price of water right transaction and the tax rate of water resources.

Abstract: Flood and drought disasters occur frequently in Mekong River basin owing to ocean climate and climate change. The Lancang-Mekong Cooperation and China-Asean Cooperation Mechanisms are the important content of the development of China’s peripheral diplomacy. Based on the collected floods and droughts in Mekong River basin in recent years, the losses, causes and effects of flood and drought disasters are analyzed. The main conclusions are drawn as follows: The floods and droughts are the main disaster form in Mekong River basin, and the number of floods in 4 countries accounts for about 50% of the total natural disasters. The effects of floods and droughts on the population, transportation, agriculture and economy of various countries in the basin are all significant. The climate change is the main cause of the flood and drought disasters in Mekong River basin.

Abstract: In order to achieve the scientific classification of international river disputes-related information, accurate searching and saving, the requirements are determined by accessing the relevant database and literatures and implementing expert interviews. By using the relevant theories and methods in the field of facet classification vocabulary and collecting the valid and representative professional term, the concepts in the data set of disputes, the relations between the concepts and the facet classification framework are determined. At the same time, the initially yielded vocabulary framework is modified based on the principles and criteria of the facet classification vocabulary. Finally, the facet of international river dispute events is determined so as to lay a foundation for the formulation of their complete facet classification vocabulary.

Abstract: Based on the analysis of the connotation of carrying status of water resources, the quantitative system of carrying status of water resources in Yancheng City is established by selecting the coordinated development degree as the characteristic index. The entropy weight method is used to determine the weight, and the carrying status of water resources in Yancheng City is calculated in 2015, 2020, 2025 and 2030, respectively according to the method of coordinated development degree. The results show that the carrying status of water resources in Yancheng City in 2015 is in the state of medium level. However, with the implementation of a series of measures such as “the most stringent water resources management system” in the coming years, the carrying status of water resources in Yancheng City in 2020, 2025, 2030 continues to increase, and it will reach a better level in 2030.

Abstract: Based on the theory of resettlement supervision and its practices, the main problems in the practices of resettlement supervision and assessment of water resource and hydropower projects are discussed, and the corresponding suggestions for improvement are given. According to the current industry institutional framework for the supervision and evaluation of water resource and hydropower projects in China, the existing problems in the current stage of practices due to the defects in the policies, systems and management of resettlement supervision and assessment are deeply analyzed, and on this basis, some suggestions for improvement are put forward from the perspective of the government, the two sides of supervision and the society so as to provide reference for the further improvement of the resettlement supervision and assessment mechanism for water resource and hydropower projects.

Abstract: The Quebei water conservancy project selected by World Irrigation Project Heritage is taken as an example. According to the ideas of theoretical analysis-analysis of current situations-researches on solutions and by analyzing its history and current situations, the protection and development of Quebei water conservancy project are discussed, and the general position of “China’s Quebei-Top of the World” is proposed: the strategic layout with six special characteristics of innovative “Cultural Quebei” inheriting ancient value, “Civilized Quebei” governing water resources and making country be strong, “Ecological Quebei” with harmony between human and nature, “Art Quebei” with beautiful shining water, “Digital Quebei” with intelligence and high technology as well as green “Industrial Quebei”. In order to fully explore and enhance the core value of the Quebei water conservancy project, some specific suggestions for the overall planning, main contents of construction and management system are put forward so that it can be sustained to extend the benefits for the present and posterity and to provide reference for the protection and development of other water conservancy projects.
