“智博会的召开，证明了重庆已成为中国智能创新的中心。在智博会上展示的智能教育、智能家居、智能医疗等先进的技术，不仅对上合组织成员国，同时对全世界都有很大的吸引力。重庆在创新领域的主导力，将使重庆与其他国家的合作变得更加有吸引力。”上海合作组织秘书长阿利莫夫在接受记者采访时这样说。

他提到，重庆积极保持历史文化风貌，在尊重历史的基础上，面向未来积极发展，已然成为了中国改革开放的一张名片。“俄罗斯驻华大使杰尼索夫告诉过我，上世纪80年代他曾来过重庆，今年2月，他再次来到重庆，这里既有新潮、现代化的商圈，又保留了有上百年历史的城区和小巷，重庆蓬勃的发展让他记忆深刻。”

上合组织实业家委员会是由上合组织成员国的实业家组成的合作机制。今年3月底，上合组织实业家委员会和重庆市两江新区管委会签署了相关的合作备忘录，阿利莫夫说：“我相信，未来的合作非常有前景。”

He mentioned that Chongqing has been actively advancing towards the future and has become a business card of China’s reform and opening up based on energetically maintaining its historical and cultural features and respecting history.Russian Ambassador to China, Denisov, told me that he had been to Chongqing in the 1980s. In February of this year, he came to Chongqing again and found that the trendy and modern business areas coexisted with districts and alleys with a history of hundreds of years. The booming development of Chongqing has been rather impressive to him.

The Shanghai Cooperation Organization China Business Council is a cooperative mechanism composed of industrialists from the member countries of SCO. 巴拿马巴拿马省省长拉法埃尔·皮诺·平托：巴拿马携手重庆共建友好城市，共谋智能化发展

在8月23日举行的2018中国·重庆国际友好城市市长圆桌会议上，重庆市与巴拿马省共同签署了《建立友好市省关系谅解备忘录》。

当天，在智博会新闻中心会客厅，巴拿马巴拿马省省长拉法埃尔·皮诺·平托就智能化背景下的“一带一路”发展趋势、智慧旅游、重庆市与巴拿马省共建友好城市等话题与媒体进行了交流。

拉法埃尔·皮诺·平托认为，重庆市是一个发展水平非常高的城市，他很欣赏这里的人民，也很欣赏这里的城市建设，更欣赏这里高速、高效、高科技的发展。随着巴拿马市与重庆成为友好城市，未来两个城市将在智能化、贸易、文化等方面有更深入的合作与交流。

他表示，巴拿马省选择与重庆建立友城关系，主要是为了促进双方的交流和相互学习。比如说重庆可以向巴拿马借鉴物流方面的经验，巴拿马则可以向重庆学习科技、人工智能方面的技术。除此之外，友城的建立还可以促进两个城市之间的学术、文化、贸易的交流。

Governor of the Panama Province, Raphael Pino Pinto:Join hands with Chongqing to build sister cities and seek smart technology development

On the same day, In the “News Living Room” of the 2018 Smart China Expo News Center, Governor of the Panama Province, Raphael Pino Pinto has made exchanges with the media on topics such as the development trend of the “Belt and Road Initiative”, the smart tourism and the sister cities co-constructed by Chongqing and the Panama Province in the context of smart technology.

Rafael Pino Pinto holds that Chongqing is a city enjoying a very high level of development. He appreciates the people as well as the urban construction here. He also appreciates the high-speed, high-efficiency and high-tech development here. As Panama and Chongqing become sister cities, the two cities will have more in-depth cooperation and exchanges in terms of smart technology, trade and culture.

He said that Panama Province chose to establish a friendship city relationship with Chongqing with an aim to mainly promote exchanges and mutual learning between the two sides. For example, Chongqing can learn from Panama’s experience in logistics, and Panama can learn technology and artificial intelligence from Chongqing. In addition, the establishment of the sister cities can also promote their exchange in academy, culture and trade transactions.

美国西雅图市智慧城市首席顾问凯特·加尔曼：智慧城市的发展必然是作用于社区与民众

参加智博会并出席“智能生活·创新未来”重庆国际友好城市市长圆桌会议的美国西雅图市智慧城市首席顾问凯特·加尔曼，在接受记者采访时表示，中国促进数字经济和实体经济的发展令人印象深刻。西雅图也非常注重电子基础设施的建设，在全球范围内有很多城市都将数字技术用于城市的本地化发展。

2018年是重庆与西雅图结为友好城市35周年。第一次来到重庆的凯特·加尔曼认为，重庆智慧城市的发展非常好，技术的应用对基础设施建设提出了非常强的目的性，这一点对西雅图和重庆来说都是一样的。在未来规划方面，她认为重点应着眼于长期发展，让技术服务于社区民众。比如，帮助人们出行、让市民获得更多的信息等。

Chief Adviser Kate Garman of the Smart City-Seattle in America:The development of smart cities is bound to serve the community and the people.

Kate Garman, chief adviser of the Smart City of Seattle has attended the 2018 Smart China Expo and the “Smart Life·Innovative Future” 2018 Mayors’ Roundtable for International Sisters Cities of Chongqing, China. She said in an interview that the efforts China has channeled into the development of the digital economy and the real economy is very impressive. Seattle has been also very concerned about the construction of electronic infrastructure. Many cities around the world have used digital technology for the localization of cities.

The year of 2018 is the 35th anniversary of Chongqing and Seattle having become sister cities. Kate Garman, who came to Chongqing for the first time, believes that the development of the smart city of Chongqing is very excellent, and the application of technology has required a very strong purpose of the infrastructure construction, which is the same for both Seattle and Chongqing. In terms of future planning, she believes that the smart city should focus on long-term development and technology to serve the community, for example, helping people to get around, enabling people to access more information, and so on.

比利时安特卫普省政府代表戴克敏：两家比利时最尖端的科研机构参展智博会

参加智博会并出席2018中国·重庆国际友好城市市长圆桌会议的比利时安特卫普省政府代表戴克敏女士，在接受媒体采访时表示，重庆是一个很有潜力的城市，安特卫普省与重庆市互为友城，未来，希望两地能就“智慧城市”建设深入互动交流，在众多领域加强合作。

2011年，安特卫普省与重庆市缔结友好城市。过去7年，两地往来频繁，通过贸易代表团以及互访等形式，在经济、商业发展以及文化等方面进行了深入交流。安特卫普省在重庆设立了经济发展局。戴克敏女士介绍，“随着中欧班列（重庆）的开通运行，不仅将中国的制造业中心和欧洲市场连接起来，更是拉近了重庆与安特卫普省之间的距离。如今，在比利时可以见到一些来自重庆的计算机、通信和消费类电子产品等3C产品销售。”

目前，比利时正大力建设位于“一带一路”沿线上的泽布鲁日港运营中心，而安特卫普港和泽布鲁日港相距几十公里，两个港口都在“一带一路”建设的计划内，比利时将充分发挥港口贸易枢纽的作用，推动与中国的经贸关系发展。

戴克敏女士介绍，此次智博会，比利时有两家尖端科研机构前来参展，Imec和VITO（法兰德斯技术研究院）。Imec是比利时非常有名的微电子研发机构，目前正和重庆的一些企业进行微电子方面、智慧城市方面探索与合作。VITO是欧洲清洁技术和可持续发展领域领先的独立研究和技术机构，将和重庆环保部门进行对接，和一些重庆企业进行交流洽谈。

The representative of the government of the Antwerp Province, Belgium, Sarah Dickin has attended the 2018 Smart China Expo and the “Smart Life·Innovative Future” 2018 Mayors’ Roundtable for International Sisters Cities of Chongqing, China.She has said in an interview with the media that Chongqing is a very promising city and hope that the two places will deepen interactive exchanges on “smart cities” and strengthen cooperation in many fields in the context that Antwerp Province and Chongqing have become sister cities.

In 2011, Antwerp Province and Chongqing became sister cities. In the past seven years, relations between the two places have been growing, and exchanges have been made in the areas of economy, business development and culture through trade delegations and mutual visits. The Antwerp Province has established the Economic Development Board in Chongqing.Ms. Dickin said, “The opening of the China Railway Express (Chongqing) will not only connect the manufacturing center of China and the European market, but will also bring the distance between Chongqing and Antwerp closer. Now, some 3C products from Chongqing, including computers, communications and consumer electronics are found in Belgium.”

At present, Belgium is vigorously building the Operation Center in the Port of Zeebrugge along the “Belt and Road Initiative”, and the Port of Antwerp and the Port of Zeebrugge are tens of kilometers apart. Both ports are under the “Belt and Road Initiative” project. Belgium will give full play to the role of the port trade hub to promote the development of economic and trade relations with China.

Ms. Dickin introduced that two of the most advanced research institutions in Belgium came to exhibit at the 2018 Smart China Expo, Imec and VITO (Flanders Institute of Technology). Imec is a well-known microelectronics research and development institution in Belgium and is currently exploring and cooperating with some companies in Chongqing on microelectronics and smart cities. VITO is a leading independent research and technology institution in the field of clean technology and sustainable development in Europe and will cooperate with the Chongqing environmental protection department and conduct exchanges and talks with some Chongqing enterprises.

美国帕罗奥图市议员田中·格雷：帕罗奥图硅谷人才聚集，智慧城市建设值得借鉴

出席重庆国际友好城市市长圆桌会议的美国帕罗奥图市议员田中·格雷，与记者们交流智慧城市发展的见解时说，“帕罗奥图的硅谷能取得令世界瞩目的创造性研发成果，得益于人才的汇聚，著名的斯坦福大学就为硅谷培养了众多高科技产品领导者和创业型人才。”

目前，越来越多的硅谷公司在中国开设工厂，比如惠普就在重庆开设了电脑生产基地，特斯拉现已定在上海开设工厂，相信良好的环境会吸引越多的硅谷公司来到中国，来到重庆。

当记者问到帕罗奥图在智能城市方面有什么值得重庆借鉴的地方时，田中·格雷打开手机向记者展示了一个APP。他介绍，市民可以通过这个A P P上报市政设施的状况，比如有道路出现破损，不仅全体市民都能看到，政府方面也能在第一时间看到，并能及时得到解决。“这是其他城市都可以借鉴的地方。也希望借智博会多了解重庆，为两个城市在智能发展方面搭建起桥梁。”

In addition, the famous Stanford University has trained many high-tech product leaders and entrepreneurial talents for Silicon Valley.”

At present, more and more Silicon Valley companies are setting up factories in China. For example, Hewlett-Packard has set up a computer production base in Chongqing. Tesla has determined to establish a factory in Shanghai. It is believed that a good environment will attract more Silicon Valley companies to China and Chongqing.

When the reporter asked that what of Palo Alto was worth learning for Chongqing in the field of smart city, Tanaka Gray turned on the cell phone to show an application. He introduced that the public can report the condition of the municipal facilities via this app. For example, damage to the road is not only presented to the public, but also the government in the first time and the latter can solve it in time. “This is worth learning for other cities. I also hope that he can learn more about Chongqing through the 2018 Smart China Expo and build a bridge for smart development in the two cities.”

荷兰王国驻重庆总领事馆商务官员陈俊亦、荷兰橙色体育组织创始人卡米尔:把荷兰的智能制造、智能体育创新技术带到重庆

在智博会新闻中心会客厅，荷兰王国驻重庆总领事馆商务官员陈俊亦、荷兰橙色体育组织创始人卡米尔，就与重庆在智慧产业方面的合作、智能体育等问题与记者进行了交流。

荷兰王国驻重庆总领事馆商务官员陈俊亦表示，重庆与荷兰在智慧科技、智能制造方面已经展开了多项合作，目前荷兰落户在重庆的壳牌、飞利浦照明等五六家企业在各自的领域中都有很多科技创新。荷兰政府鼓励荷兰科技研发企业与重庆企业开展合作，尤其在汽车技术领域开展合作，“总部位于荷兰的、全球著名半导体生产企业恩智浦公司，目前就与长安汽车在无人驾驶方面开展合作。”

荷兰是一个极具创新精神的国家，不但在科技领域里面有很多新技术，在体育创新方面也有很多独到之处。据荷兰橙色体育组织创始人卡米尔介绍，荷兰橙色体育协会是10多年前成立的，到现在有300多家和体育相关的公司、企业和科研机构、研究中心，这300家企业不是传统的健身房或者体育俱乐部，更多的是涉及各种不同产业的共同发展。卡米尔是第二次来重庆，智博会给他留下了深刻的印象，他希望借此机会把荷兰在体育方面的创新技术带到重庆。

此次在智博会进行全球首发的WE P A R K（数字化快乐运动体育公园）项目，就是快乐运动中国计划与荷兰机构在智能体育领域开展合作取得的成果，其集智能足球场、儿童体能管理于一体，将让更多的孩子和成年人体会到智能体育的乐趣。

The Netherlands is a very innovative country. There are not only many new technologies in the field of science and technology, but also many unique features in sports innovation. According to the founder of the Dutch Orange Sports Organization, Camille, up to now, there are more than 300 sports-related companies, enterprises and research institutes and research centers under the Dutch Orange Sports Association that was established more than 10 years ago. 英国威尔士斯旺西大学纳米健康中心主任欧文·盖依：借助智博会平台，让观众了解智能技术给健康带来的好处

英国威尔士斯旺西大学纳米健康中心主任欧文·盖依则针对智能技术给人类健康带来的好处做了介绍。“斯旺西大学纳米健康中心主要利用纳米技术解决医疗方面的问题，目前的重点工作放在传感器、组织工程学、纳米技术等方面的研究。例如用平台传感器技术监测人体生物指标，预测和诊断例如心脏病、老年痴呆症等疾病；中心正在进行微针技术的临床人体试验，未来将不再需要抽血、血检等侵入身体，就可以持续性地观测到生命健康指标……”

目前，斯旺西大学纳米健康中心与重庆大学合作了一个传感器项目—监测肝病的生物标记物。在智博会期间，他们结合威尔士政府的展台和中心在中国的合作伙伴S P T S科技公司的设备，现场展示流程设计和技术方面的应用，让观众了解纳米技术。

英国威尔士S T P S科技公司是一家拥有30多年历史，全球半导体和微电子器件制造企业的供应商。公司代表林英杰向记者介绍，威尔士是重庆市在英国的重要地方友好合作伙伴，他们公司与重庆企业的合作已超过10年，包括重庆万国半导体科技有限公司、华润微电子（重庆）有限公司，以及第26研究所等。“本次智博会以‘智能化：为经济赋能，为生活添彩’为主题，与我们的产品非常契合。我希望借助智博会这个好平台，让更多的人了解我们在做什么，了解智能产业。”

Director of the Nano Health Center at University of Wales Swansea, Wales, UK, Owen Gay describes the benefits of smart technology for human health. “Nano Health Center at University of Wales Swansea mainly makes use of nanotechnology to solve medical problems. The current work focuses on sensors, tissue engineering, nanotechnology, etc. Platform sensor technology is used to monitor human biological indicators, predict and diagnosis diseases such as heart disease and Senile Dementia. The center is conducting clinical human trials of micro-needle technology, and in the future, life-health indicators can be continuously observed with drawing blood and blood tests no longer invading the body...”

Currently, the Nano Health Center at University of Wales Swansea has partnered with Chongqing University to develop a sensor project to monitor biomarkers for liver disease. During the 2018 Smart China Expo, they have displayed the application of process design and technology to inform the audience about nanotechnology with combining the exhibition stand of Welsh government and the equipment of the Nano Health Center in their partner Wales STPS Scientific and Technical Corporation in China.

Wales STPS Scientific and Technical Corporation from UK is a supplier of global semiconductor and microelectronic device manufacturing companies with more than 30 years of history. The company representative Lin Yingjie has told reporters that Wales is an important UK local friendly partner of Chongqing. Their company has cooperated with Chongqing enterprises for more than 10 years, including Chongqing Wanguo Semiconductor Technology Co., Ltd., China Resources Microelectronics(Chongqing) Co., Ltd. and the 26th Institute and so on. 2018 Smart China Expo based on the theme of ‘Smart Technology:Empowering the economy, Enriching Life’ is very compatible with our products. I hope that this platform will help more people know what we are doing and smart industry.”

美国国家材料与制造委员会主席王绪斌：重视制造业，其产生的财富能够分配到整个产业链

来自重庆工港致慧增材制造技术研究院的专家王绪斌，同时也是美国佐治亚理工学院首席制造执行长、制造研究院院长，美国国家材料与制造委员会现任主席，工业4.0及先进制造技术路线图制定人（美方代表），美国先进制造伙伴第一届大会的共同主席。

在王绪斌看来，机器人和智能制造不会对人们的就业造成阻碍。通过工业1.0、工业2.0、工业3.0等发展过程可以看出，虽然随着技术的进步，使得一些传统职业消失了，但同时也会诞生出很多新的职业。“而且新的职业所能创造的价值更高。”王绪斌还特别强调制造业的重要性，“制造业是每一个国家都应该重视的行业，制造业产生的财富能够分配到整个产业链，不能被忽略掉。实体经济和数字经济结合在一起是未来的方向，谁能先完成这个融合发展的过程，谁就能在以后的市场上取得主动权。”

Ben Wang, an expert from Chongqing Gonggang Zhihuizeng Manufacturing Technology and Research Institute, is also the chief manufacturing executive of the Georgia Institute of Technology, director of the manufacturing institute, the current chairman of the National Materials and Manufacturing Commission of the United States and the designer of the industry 4.0 and advanced manufacturing technology roadmap (US representative), co-chair of the first US Advanced Manufacturing Partners Conference.

Ben Wang holds that robots and smart manufacturing will not hinder the employment of people. The development processes of Industry 1.0, Industry 2.0, and Industry 3.0 have indicated that many new occupations have been born although some traditional occupations disappeared with the advancement of technology. “And the new profession can create more value.” Ben Wang also emphasizes the importance of manufacturing. “Manufacturing is something that every country should emphasize because the wealth generated by manufacturing can be distributed to the entire industrial chain and thus cannot be neglected. The combination of the real economy and the digital economy is a trend in the future. Those who can complete this process of integration and development will be able to take the initiative in the future market.”
