Abstract: The new requirements of promoting innovations of quality, efficiency and driving force to the development of water conservancy under the background of deepening the supply-side structural reform are analyzed. The key areas of the researches on water conservancy economy under the new situation are discussed from the aspects of conducting the researches on the relationship between the water conservancy and the national economy, actively carrying out the researches on the economic problems of water resources, and strengthening the researches on the relationship between the government and the market in the water conservancy industry. Speeding up the construction of the characteristic think tank for researches on water conservancy economy is clearly put forward from the following four aspects: integrating superior resources and setting up a macro guidance research platform, insisting to the main line of water economy and cultivating the characteristic brand, demand-orientation and promoting the quality of service in a comprehensive way, and deepening the reform of the China Society of Water Economics and promoting its capacity construction.

Abstract: The notable achievements in the development of rural water conservancy in recent years are summarized from the four aspects of comprehensive promotion of construction of rural water conservancy projects, rapid develop of efficient and water-saving irrigation, deepening of reform and innovation of rural water conservancy and strengthening of management of rural water conservancy. The urgency of carrying out the supply-side structural reform of rural water is analyzed from the viewpoints of insufficient supply, low quality, and ineffective supply mechanism of rural water conservancy and new requirements of the Nineteenth National Congress of Communist Party of China for rural water conservancy in the new era. The key tasks of improving the supply-side structural reform of rural water conservancy are put forward as follows: speeding up the upgrading of rural water conservancy facilities, comprehensively implementing the strategy of agricultural water saving, fully carrying out the comprehensive reform of agricultural water price, making overall plans for other reforms and innovations in rural water conservancy, and strengthening the construction of basic water conservancy service support system.

Abstract: The securitization of water conservancy assets is one of the main measures of market financing and establishing the mechanism of steady growth of water conservancy investment, and it is an important way to promote the structural reform of investment and financing of water conservancy. The main problems in the process of advancing the PPP model are analyzed. The basic concepts of asset securitization and the types of securities are introduced, and the necessity and feasibility of securitization of water conservancy assets are systematically analyzed. The overall design of securitization of water conservancy assets is carried out. Finally, some countermeasures and suggestions for speeding up the securitization work of water conservancy assets are put forward.

Abstract: The small-scale water conservancy projects in some regions have several problems, such as imperfect engineering system, unclear responsibility and ineffective management. These problems have influenced their supply quality and efficiency and restricted the further improvement of their agricultural comprehensive production capacity, and the development of agricultural modernization is affected to some extent. Therefore, for the small-scale water conservancy projects, the supply-side structural reform should be promoted, management system and mechanism should be constantly deepened, and the project construction and management should be strengthened so as to ensure their normal functions and roles and to improve their supply quality and efficiency as well as to fit the new situations and new requirements of the development of agricultural modernization.

Abstract: The current legal situations of water resource management are analyzed from the national, basin and local perspectives, and the existing problems in the legislation of water resource management are discussed as follows: part of laws and regulations at national level need to be improved, the legislations of water resource management at basin level need to be promoted, and local and national laws and regulations need to be further connected. The relevant causes for the above problems are analyzed. Finally, new requirements of promoting the supply-side reform are proposed to improve the legal system of water resource management from the perspectives of safeguarding the national water security, accelerating the implementation of the most stringent water resource management and promoting the legal water control.

Abstract: China’s irrigation area ranks first in the world. The main contradiction has been transferred from insufficient total amount to the structural contradiction, and further promotion of the supply-side structural reform has been put on the agenda. Aiming at the main structural contradiction, systematic solutions are put forward as follows: adjusting the structure, removing the inventory, improving the quality, reducing the cost and filling the short board. The key to adjust the structure is to strictly implement the policy of “water to land”, and the irrigation area is forced to be adjusted according to water resources, water ecology and carrying capacity of water environment. The key to remove the inventory is to scrap waste projects and cancel registrations timely. The key to improve the quality is to develop efficient water-saving irrigation and improve the quality of irrigation services. The key to reduce the cost is to deepen the management system reform of state-owned irrigation districts and innovate the management modes of the last kilometer. The key to fill the short board is to promote the reform of property rights of farmland water conservancy, deepen the comprehensive reform of agricultural water price and set up accurate subsidy mechanism based on the principles of unification and division with emphasis on the unification.

With regard to the current management status of small water conservancy projects and the existing main problems, how to strengthen the management capacity of project units under supply-side structural reform is discussed. From the point of view of supply-side structural reform, some suggestions are put forward, that is, innovation of management modes, broadening of funding channels, strengthening of establishment of farmers’ water cooperation organizations and establishment of evaluation mechanisms.

Abstract: Based on the review of the current development situations of central water conservancy enterprises, the effects and shortcomings of enterprise reform in recent years are summarized. By combining with the internal matters in the supply-side structural reform such as decrease of capacity and inventory and reduction of leverage and costs, the reform directions of the central water conservancy enterprises are discussed, and then the related suggestions are put forward as follows: acceleration of enterprise clean-up and integration, strengthening of risk prevention and control of enterprises, participation of filling the short board work of water conservancy industry and introduction of supporting policies to solve historical problems.

Abstract: The exponential decomposition model is used to quantitatively study the driving factors that affect the water consumption and water use efficiency in China. The results of the model calculation show that during the period of 2000—2015, the economic development and population expansion are the main driving factors to promote the increase of water consumption in China, and the contribution rate of the former is much higher than that of the latter. The technological progress of water use in industries and the optimization of industrial structure all contribute to the decrease of water consumption and water use efficiency. However, the industry water efficiency has a greater contribution rate, that is, 76% and 53%, respectively. Finally, the assessment and reflection of water resource management policies during the study period are put forward.

Abstract: Poor farmland water conservancy infrastructure affects the national agricultural development and food security of China. Attracting social capital to participate in farmland water conservancy construction is an effective measure to advance the supply-side structural reform. Based on the collection of related cases, the practices of public private partnership (PPP) mode in the farmland water conservancy construction in three typical regions are analyzed, and then some suggestions are put forward to further promote PPP mode nationally, such as strengthening the government’s guidance, stimulating the vitality of social capital, increasing the financial support, establishing the long-term PPP mechanism and deepening the comprehensive reform of water conservancy in rural areas.

Abstract: Through the analysis of the current status of dispute solution of contracts of water conservancy PPP projects in China, conflicts and disorder are theoretically, legally and practically found to some extent. It is shown that to solve disputes of contracts of water conservancy PPP projects should consider fairness and efficiency and balance both costs and benefits. Therefore, the solutions for disputes are integrated, and the potential solutions are reconstructed. In accordance with the theory of “separation + two-level”, diversified solution mechanism for disputes of contracts of water conservancy PPP projects within the current legal system is very important.

Abstract: In recent years, the water conservancy development in Yi-Shu-Si Water Basin has made substantial progress. With the rapid development of industrialization and urbanization, the common issues like water scarcity, water overflow, water pollution and aquatic ecosystem degeneration are still the constraint factors for the economic and social development.
