Abstract: A post-evaluation system for the post evaluation system of water conservancy parks based on the six main functions of water conservancy parks,that is,preservation of water conservancy projects,protection of water resources,improvement of water environment,rehabilitation of water ecology,promotion of water culture and development of water economy,which has integrated logic,independent statistics,strong guiding significance and striking application ability. Then the theory of the lattice order decision-making is introduced,and the grey lattice order method is employed to reveal the relative advantages and disadvantages among water conservancy parks. For satisfactory post-evaluation of water conservancy parks,the proposed method is also served as a try to explore new post-evaluation means to their construction. By taking two national water conservancy parks A and B in Nanjing City as case studies,the post-evaluation results show that their major functional constructions are largely efficient. Compared with those in 2014,their major functions in 2016 are improved to certain extent.

Spatial heterogeneity of policy satisfaction of operational management in reservoir areas/

Abstract: Aiming at the heterogeneity of policy satisfaction in reservoir areas caused by the spatial heterogeneity of resource endowment,the theory of customer satisfaction is introduced,and based on the structural equation model,the structural equation model for residents’ policy satisfaction of operational management in the reservoir area under the spatial differentiation of resource endowment is established. The spatial heterogeneity of policy satisfaction in the reservoir area is revealed. Furthermore,some suggestions on policy making in the reservoir area under the spatial heterogeneity are put forward. Taking Xixikou Reservoir as an example,the proposed analysis framework is employed to study the spatial heterogeneity of policy satisfaction in the reservoir area.

Relationship of stakeholder responsibility in integrated water resources management/

Abstract: In order to better deepen the reform of water affairs,starting from the purpose and content of the reform,the interest preferences and responsibilities of the government,the water companies and the social public in the process of integrated water resources management are discussed from the perspective of the theory of stakeholder preference. And thus the relationship structure of the stakeholder responsibility is formed. Aiming at the realistic problems in the responsibility relationship among different stakeholders,some suggestions are put forward as follows: establishment of appraisal system based on relationship between rights and responsibilities,improvement of regulatory system and social monitoring platform,strengthening of social supervision for the external constraint on the government and the water companies.

Public participation game in social stability risk evaluation for decision-making of large hydraulic projects/

Abstract: In order to improve the public participation and the effectiveness of the social stability risk evaluation for decision-making of large hydraulic projects,based on different interests of the central government,the local government and the public,the influencing factors for the local government and the public in strategy choice are discussed by using the evolutionary game. It is found that when the suffered loss of the public is more than the cost of participation,the stable balanced state of game is positive. On the contrary,the game results may be positive or negative. Based on this,the influences of the central government on the strategy choice of the local government and the public in the game of stability evaluation are analyzed. Finally,some suggestions are put forward as follows: improvement of the support of local governments,standardization of the system of public participation,strengthening of education,training and propaganda,and innovation of the way of public participation.

Allocation of excess income of PPP projects under unequal status of participants/

Abstract: Owing to that the government has taken most of the income risk for the private sector through the minimum income guarantee in PPP projects,the public sector has a strong position in the allocation of excess income. The bargaining model for allocation of excess income of PPP projects under the condition of unequal status of public and private sectors is established. The real negotiation process of the excess income of PPP projects is simulated so as to provide decision-making basis for the scientific,reasonable and equitable allocation of the excess income of PPP projects. The key factors for the allocation of excess income of PPP projects are obtained through the analysis of the results.

Investment decision analysis of PPP projects of urban water supply based on real options/

Abstract: In order to solve the problem of the reasonable definition of real options in PPP projects of urban water supply,the features of the options are analyzed according to the basic theory of real options. The binary tree option pricing model is used to make a price for the implicit option of the projects. The fuzzy comprehensive evaluation method is used to improve the value of the compound options of PPP projects,and an evaluation model for the value of urban water supply projects is established. Therefore,the traditional evaluation methods for urban water supply projects are improved. Through case studies,it is validated that the real option method is helpful to reasonably define the uncertain value of PPP projects of water supply,and it further reflects the real value of the projects so as to provide more effective decision-making for the investors.

Financing efficiency of stock rights of listed companies of water industry and its influencing factors/

Abstract: The relative financing efficiency of stock rights of thirteen listed companies of water industry from 2011 to 2015 is analyzed by using the window analysis of super-efficiency DEA model,and it is decomposed according to the Malmquist index. The grey correlation analysis method is employed to analyze the influencing factors for the financing efficiency of stock rights. The results show that the various listed companies have different financing efficiencies. The company size and profitability have the largest influences on the financing efficiency of stock rights,and the turnover efficiency of total assets,the structure of capital and the value of capital guarantee also have certain influences.

Structural adjustment of virtual water trade in Jiangsu Province/

Abstract: Based on the statistical data of input-output table and water resource bulletin of Jiangsu Province in 2012,the water trade intensity and the net outflow of virtual water are calculated by using the revised input-output model so as to realize the effects of saving water at the largest degree. The results show that there is a net virtual water inflow in Jiangsu Province in 2012 on the whole,and it is in favor of saving water. Under the given three specified trade input-output ranges of 5%,10% and 15%,the industries of chemical products and coal mining products exhibit the large-scale water-saving effects. With the increase of the adjusted range of trade,the effects of saving water are larger and larger in the industries with large net outflow of virtual water. At present,the trade of virtual water is an important way of realizing resource saving and economic development,and it may provide basis and reference for the government to make decisions on structural adjustment of trade.

Coupling coordination and forecast of urbanization and water resource system in Hebei Province/

Abstract: The water resources in Hebei Province are short and seriously polluted in the process of urbanization,leading to constraints on the urbanization development and water resource system. Based on the reasonable establishment of the evaluation index system,the coupling coordination between the urbanization and water resource system in Hebei Province is empirically analyzed by using AHP to give weights and combining with the coupling coordination degree model. The results show that the urbanization level of Hebei Province monotonically increases and rapidly develops during the period of 2005 to 2014,while the development of the water resource system is relatively slow,and there is a significant turning point in 2012. The coupling coordination degree of the two systems first increases and then decreases. By using the exponential smoothing method to predict the coupling coordination degree of the next 3 years,the conclusion is drawn that the coupling coordination will continue to decrease,and reasonable suggestions are also put forward.

Industrial water use efficiency of Yangtze River economic zone based on environmental benefits/

Abstract: Using the panel data of eleven provinces in Yangtze River economic zone from 2005 to 2014,the total-factor water resource use efficiency including undesirable goods is measured based on the input-oriented super-efficiency DEA-CCR model,and then,the water resource use efficiency is analyzed by using the Malmquist index. The main influencing factors for the increase and decrease of the total-factor water resource use efficiency are investigated,and the variation trend of the water use efficiency in various industrial regions is determined. The results show that the industrial water use efficiency in various provinces has large difference,and it is the highest in the downstream and the lowest in the middle reaches of Yangtze River economic zone. The water use efficiency of the whole economic zone has an increase trend from 2005 to 2014. The technical progress is the major power to promote the total-factor water resource use efficiency. The industrial water resource use efficiency of Yangtze River economic zone exhibits a convergent trend and,the gap among various provinces decreases.

Pollution problems and countermeasures for rural water environment from perspective of public good theory/

Abstract: From the perspective of public good theory, the existing problems in the surface water, groundwater and water quality in rural areas are discussed. The influencing factors for the water pollution in rural areas are as follows: dualistic policies of urban and rural environmental governance, absence of the main body of rural water environmental governance, insufficient investment of water environment pollution control and weak consciousness of rural water environment protection. Finally, the corresponding policy recommendations are put forward, that is, construction of the integration of urban and rural water environment management system, strengthening of construction of the main body of water environment governance, improvement of investment of water environment pollution control, and strengthening of consciousness education of rural water environmental protection.

Empirical research on change of immigrants’ livelihood capitals before and after resettlement/

Abstract: Based on the sustainable livelihood framework proposed by UK Department for International Development, the poor immigrants’ livelihood capitals before and after resettlement centrally placed in Ningwu County, Xinzhou City, Shanxi Province investigated and compared by using the questionnaires and the semi-structured interview method. It is found after resettlement the immigrants’ livelihood capitals increase. Among them, the physical capital significantly increases, however, the human capital, natural capital, social capital and financial capital decrease to some extent. Therefore, it is suggested to improve their livelihood capitals and to change the imbalance state by improving the immigrants’ comprehensive quality, encouraging land transfer, completing the management and service functions of immigrant communities and increasing the support for the industries of immigrant communities.

Production support development of reservoir resettlement——Case study of High-tech Park Project in Lucheng District of Wenzhou City/

Abstract: Based on the investigations of High-tech Park Project for reservoir resettlement in Lucheng District of Wenzhou City,the successful experience of constructing entrepreneurial platform,solving immigrants’ employment problems,strengthening immigrants’ training of labor skills,promoting regional industrial cluster development in this project is summarized. The project is characterized by the two-wheel driving of “top-level design” and “feeling the stones across the river” and by the driving of the upper and lower collusion of the government and the immigrants. The benefits of the production support in the project include immigrants’ employment,family income,industrial cluster development,and the existing problems in the startup projects are short project investment and construction fund,immigrants’ backward ideas and obstacles in immigrants’ social integration. Some useful suggestions are put forward as follows: improvement of the employment platform,strengthening of the supervision of resettlement funds,increase of the administrative supervision of the immigration work and improvement of the self cultivation of the immigrants.

Measurement of agricultural efficiency in China and its influencing factors——Perspective of discrepancy/

Abstract: The SEDEA model and the provincial panel data are used to calculate the agricultural efficiency of 7 regions including 31 provinces from 2010 to 2014 in China,and then the Tobit model is employed to analyze the factors that influence the regional agricultural efficiency. The results show that from 2010 to 2014,the agricultural efficiency in different regions in China is relatively stable in time sequence with a large variation in the cross section. In total,in the order of efficiency level,the areas ranging from high to low are Northeast China,Eastern China,Southwest China,South Central China,South China,Northern China and Northwest China. As for the influencing factors,the economic condition,industrial structure and educational level have positive effects on the agricultural efficiency,and the non-point source pollution has the opposite effects. Therefore,in order to promote the regional agricultural efficiency,the government needs to enhance the regional economic strength,to improve the rural residents’ per capita income,to vigorously develop vocational education to strengthen the farmers’ employment ability and to attach great importance to the negative impact on the agricultural efficiency from non-point source pollution so as to promote the safe,efficient and green agricultural development.
