Construction of China’s Network Ideology in New Media Era:a Dangerous Situation, Misunderstanding and Breakout/ZHANG Zhidan(School of Marxism, Nanjing Normal University, Nanjing 210023, China)

Contemporary China has got into “micro-era”“mobile internet era”“information network era”“we-media era” and “new media era”. The unprecedented problems of network governance have been a hard nut to crack for many years, which results in the unstable situation of the leading mainstream ideology, management power and discourse power. Even in some areas or to a certain degree, there is potential danger of losing the ideology leadership. In order to strengthen the construction of China’s network ideology in new media era, it is necessary to get rid of and reject the five misunderstandings about the construction of network ideology, namely “network value-free theory”“internet freedom theory”“pseudo proposition theory”“attachment theory” and “technology-oriented theory”. Then, the paper puts forward the basic approach to the construction of China’s network ideology from the perspective of reconstruction, system construction and mechanism construction in order to promote the construction of China’s network ideology and improve the function of ideology.

Research into Ethical Criticism of Internet from the Perspective of Ideological Discourse Power/CAO Tianhang(School of Marxism, Hohai University, Nanjing 211100, China)

Abstract: Ethics is an important content of social ideology. The paper analyzes ethics from the perspective of ideological discourse power and holds that ethical criticism of internet is beneficial to the survey, adjustment and supervision and plays a significant role in news dissemination, public opinion’s expression and social mobilization. However, moral hazard occurs frequently in recent years and many problems accordingly appear on ethical criticism of internet. Ethical criticism of internet lacks direction of public opinion and its field is full ofvituality. Then, such criticism shows the trend of pan-moralization. Therefore, the positive functions of ethical criticism should be fully developed to build the dialectic paradigm of ethical criticism of internet and to establish correct value orientation to guide ideological discourse power of internet. Also, it is necessary to inherit Chinese traditional virtue to enhance ideological discourse power of internet and to combine external discipline and self-discipline to maintain ideological discourse power of internet.

Contemporary Challenge of Network Ideology Discourse Power/ZHAO Huanchun(School of Marxism, Nanjing Audit University, Nanjing 211815, China )

Abstract: In the era of internet, people’s self-existence pattern, social relation pattern and interaction pattern among subjects appear in a new way in the network society. And internet ideology becomes a new form of daily life. Cyberspace, as the fifth space with distinct features, has become the main battlefield of national ideology confrontation and discourse power id the main core of the fight. Thus, the security of network ideology discourse is evolving into a global security issue, which has been a new frontier of national security. Today, China has to be faced with the contemporary challenge which derives from the unbounded virtualization of network society. On the one hand, the United States, as a representative of western society, controls the right of making network and the right of making information and extrudes the discourse space of socialist main ideology. On the other hand, negative information of network amplifies while the guidance of network media weakens, which makes the impact of main ideology discourse power be weakened. Therefore, firm mastering of network ideology discourse power is the new task of China to maintain ideology security.

Three Attributes of Socialist Core Values’ Freedom/HAO Na,et al(School of Marxism, Hohai University, Nanjing 211100, China)

Abstract: The three attributes of China’s socialist core values’ freedom are dialecticality, popularity and practicalness. Dialecticality means that socialist core values’ freedom builds dialectical philosophical concepts by absorbing Marxist freedom and dialectical thinking. Popularity shows people-oriented freedom idea with distinct socialist features, which reflects the spiritual aspect of China’s socialist system and surpasses liberal freedom of capitalist core values. Practicalness focuses on dealing with real problems, adheres to reality and combines with the practical demands of the construction of freedom value in order to establish the value status of freedom and to construct practical connotation of freedom and education approaches concerned.

Research into Socioeconomic Development and Water Resource Protection Level of the Yangtze River Economic Zone/SHI Anna,et al(Business School, Hohai University, Nanjing 211100, China)

Abstract: With the implement of China’s “three new zone”development strategy,the ecological corridor construction in the Yangtze River catches the eye of the public. The paper studies 11 provinces of the Yangtze River Economic Zone on its socioeconomic development, hydrographic environment and water ecology. Based on DPSIR model and the interactive mechanism of driving force-pressure-state-impact-response, it selects 26 relevant indicators from 2005 to 2014 and predicts the comprehensive protection level on the water resource of the Yangtze River Economic Belt. The result shows that the Yangtze River Economic Belt is now facing considerable pressure pertaining to the protection level of water quality, water yield and water ecology and the protection level of middle-stream and down-stream areas exceeds that of the up-tream areas.

A Study of Impact of Aging on Industrial Structure Based on SYS-GMM Analysis/LI Xing,et al(College of International Economy and Trade, Nanjing University of Finance and Economics, Nanjing 210023, China)

Abstract: In the context of aging, the transformation of economic development mode in China leads to hot debate. Based on the demand efficacy mode of the aging ratio of population and child-age dependency ratio(CDR), the paper analyzes the impact of population factor on structure. Then, it uses System-Generalized Method of Moments(SYS-GMM)and data collected from 1989 to 2013 in China to empirically test the impact of aging on China’s industrial structure from the perspective of industrial structure rationality and improvement. The results show that aging is beneficial to industrial structure rationality and does harm to industrial structure improvement. By means of controlling various variables, including economy, system and population, the findings remain robust.

The Impact of Demographic Structure Shift on Life Insurance Market in Jiangsu Province/YUAN Cheng(Buschess School,Nanjing University, Nanjing 210093, China)

Abstract: Demographic structure shift may have deep impact on the development of life insurance market. Based on the description of demographic natural structure, demographic social structure and demographic regional structure and the theoretical analysis of the impact of demographic structure shift on life insurance market, the paper constructs the test model to test the impact concerned in Jiangsu province. The results show that the youth dependency ratio, the married population ratio and the urban population ratio havea po sitive impact on the life insurance market while the sex ratio has a negative impact on the market, and the old dependency ratio, education ratio and average household scale have insignificant impact on the market. Based on the analysis, this paper proposes several strategies for future development of life insurance market in Jiangsu province. The strategies include noticing gender difference, paying close attention to growth of teenagers, innovating endowment insurance, considering family structure, placing emphasis on insurance education and caring about urbanization.

An Analysis of Housing Demand of Small Cities in Jiangsu Province in the Context of New-Stage Urbanization/DU Jing,et al(School of Civil Engineering, Southeast University, Nanjing 210096, China)

Abstract: According to the “National Plan for New-Stage Urbanization”, more attention should be paid to housing market in small cities so as to build up a multi-hierarchy housing supply system on the basis of market economic theory. Based on the questionnaire data and demand theory of neo-classical housing economy, the paper analyzes the housing demand structure of small cities in Jiangsu province and the impact of urbanization factors on housing demand from the perspective of selfliving -renting and consumption-investment. At the same time, it compares the conclusion with the present housing demand of big cities to promote the sound development of housing market in different cities.

Class differences Reflected by Consumption Expenditure Due to Income Structure/FANG Changchun,et al(School of Social and Behavioral Sciences, Nanjing University, Nanjing 210023, China)

Abstract: Based on the data of urban residents in Jiangsu province, the paper studies the class differences in income structure and consumption expenditure. It is found that class differences not only exist in urban residents’ average income and consumption, but also have impact on the relationship between their consumption and income.

Environmental and Social Risks Evaluation of Overseas Investment Pertaining to China-Pakistan Economic Corridor/SHI Guoqing,et al(School of Public Administration,Hohai University, Nanjing 211100, China)

Abstract: Along with the further implementation of “The Belt and Road Initiative” and the promotion of China-Pakistan Economic Corridor(CPEC), it is foreseeable that the construction of CPEC may be faced with difficulties and challenges due to the differences between China and Pakistan in politics, economy, culture, religion, language, customs, environmental management system, environmental protection law, social management system and social management regulations. Then, CPEC is divided into western high mountain region, southeast coastal plain region, northern Kashmir region and Xinjiang region, China. Based on this, the paper discusses the social risks of different regions and different industries. The social risks of western high mountain region mainly include tribal obstacles and religious extremism. The social risks of southeast coastal plain region include the historical and cultural heritage and national park protection. The social risks of north Kashmir include trans-dispute areas, extremist threats, religious cultural differences and the protection of nature reserves. The social risks of Xinjiang region mainly include social problems caused by the problems of ethnic minorities and environment.

An Analysis of Ecological Environment Risk and Countermeasures Pertaining to China-Pakistan Economic Corridor Construction/WANG Huizhi,et al(Tianjin Academy of Social Sciences, Tianjin 300191, China)

Abstract: The construction of China-Pakistan Economic Corridor(CPEC), as an important part of “The Belt and Road Initiative” strategy is of great significance. However, environmental risk in the construction process of CPEC cannot be neglected. The paper analyzes resource environment characteristics of Pakistan from the perspective of atmospheric environment, water and soil resource constraints, biodiversity and forest resource constraints. Then, it is pointed out that the main resource environment problems of Pakistan include extreme shortage of water resource, low percentage of forest cover, soil erosion and degradation and damage of biodiversity. Based on the spatial characteristics of corridor ecology environment factors and economic development situation, it analyzes the main environmental risk of corridor construction investment and makes suggestions to mitigate environment risk.

A Study of Environmental and Social Policy Framework of “The Belt and Road Initiative”/ZHU Yuan,et al(Appraisal Center for Environment & Engineering, Ministry of Environmental Protection, Beijing 100012, China)

Abstract: In order to demonstrate China’s position on the green construction of “The Belt and Road Initiative” and to guide and manage environmental and social matters concerned, the paper formulates the environmental and social policy framework which not only accords with the international concept of sustainable development but also agrees with the realistic demand of developing nations along “The Belt and Road Initiative” on the basis of policies comparison, cases analysis and experts discussion. The policy framework puts forward the principles which the green construction of “The Belt and Road Initiative” should follow. Such principles include sustainable development, risk prevention, keeping pace with international standards, equal consultation, achievements sharing and information disclosure. The policy framework covers the elements of natural resource conservation and pollution prevention, ecosystem and biodiversity conservation, climate change, environmental health and labor protection, nature and culture heritage protection, land expropriation and involuntary resettlement, local development, the underprivileged protection and environmental and social responsibility system. To facilitate the implementation of the policy framework, all participants such as Chinese governments, financial institutions, enterprises, non-governmental organizations and the media have their own role and position and should mutually cooperate and jointly make efforts.

Research into Coordinated Development of Infrastructure Construction and International Tourism between China and ASEAN from the Perspective of Connectivity/CHEN Zhongyi(College of Economy and Management, Northwest University, Xian 710127, China)

Abstract: Infrastructure construction and international tourism, as the representative parts of physical and personnel connectivity, reflect the “hard” and “soft” aspects of the connectivity system and play an important role in promoting system connectivity. The paper takes the coordination of China-ASEAN infrastructure construction and international tourism for instance and the empirical results show that there is a sharp gap between them. Therefore, China’s infrastructure construction should go global and internalize the infrastructure construction in international tourism in order to coordinate the development of infrastructure construction and international tourism.

A Study of Prevention and Mitigation of Storm Surge Disaster along Coastal Cities Pertaining to “The Belt and Road Initiative” in China/ZHANG Xin,et al(Key Laboratory of Coasal Disaster and Defence(Hohai University), Ministry of Education,Nanjing 210098, China)

Abstract: Based on the context of the “The Belt and Road Initiative” strategy and the historic data and the regional characteristics of coastal cities, this paper analyses the storm surge disaster factors, the risk of disaster-formation factors, the vulnerability of disaster-affected bodies and the stability of disaster environment in China. Then, it explores the process of storm surge disaster chain. Finally, it is pointed out that information, policy, projects and techniques are indispensable to prevent and mitigatestorm surge disaster.
