The Communist Party of China (CPC)and World Dialogue 2015 Theme: “To Discipline the Party: Responsibility of the Party”

“The Communist Party of China (CPC) and World Dialogue 2015”, sponsored by China Center for Contemporary World Studies (CCCWS) and International Cooperation Bureau, the CPC Central Commission for Discipline Inspection, was held in Beijing from September 8 to 10, 2015. The theme of the Dialogue was “To Discipline the Party: Responsibility of the Party”. More than 80 scholars, experts and political fi gures at home and abroad participated in the conference and panel discussions. Among them were Thabo Mbeki, South African Expresident, Kevin Rudd, former Prime Minister of Australia, and Massimo D'Alema, former Italian Prime Minister. Wang Jiarui,Vice Chairman of the 12th National Committee of the Chinese People's Political Consultative Conference and Minister of International Department of CPC Central Committee, attended and delivered the keynote speech at the opening ceremony. Wang Qishan, Member of the Standing Committee of the Political Bureau of CPC Central Committee and Secretary of the CPC Central Commission for Discipline Inspection, met the representatives from foreign countries in the Great Hall of the People and made an important speech.
According to Wang, the mission of the ruling party demands that we discipline the Party and its mission is its promise to the people. To keep the promise, the ruling party must be strict with itself. The legality of the ruling of the CPC originates from history and it is a question of winning or losing people's support;it is people's own choice. The key to do right things in China is to see whether the people are happy or not, whether the people are satisfi ed or not and whether the people agree or not. If the ruling party wants to stand for the people and serve the people,it must set core socialist values and put them into practice. To comprehensively strengthen the Party discipline, one should not only regard this faith, high ideal and aim as the top line,but also keep the bottom line of the party discipline. The Party should always put the discipline and rules in front of its members. Warnings will occur in front of any small mistakes and criminal sanctions should be given to anyone who violates the discipline or rules. The top line should always be kept and the bottom line should never be touched. Only by enhancing the cohesion of the Party and winning the confi dence of the people can the Party face the grim and complex situation and meet all of the challenges. On the road of exploring the socialism with Chinese characteristics, what we need to do is hard work and remarkable efforts, and we can achieve nothing without the leadership of the CPC or without comprehensively strengthening the Party discipline.
During the meeting, experts and scholars from both China and other countries had a deep discussion on the theme “To Discipline the Party: Responsibility of the Party”, sharing their ideas, offering their suggestions and solutions, and having a more objective and comprehensive understanding of the background, measures and practice of the CPC's strengthening of Party discipline. As a common problem plaguing international community, corruption is a tough issue throughout the world. All the foreign representatives expressed their admirations for the CPC's courage in facing the problem and the achievement it had made in its anti-corruption campaign. They had a clear understanding of the CPC's courage of being always on the road of anticorruption and its efforts to create an effective system in which no official dare to be, or can be or wants to be corruptive. Through this dialogue,they had a deeper comprehension of why the Party wanted to exercise self discipline, expressing an optimistic view on CPC's strictness with its members. In the context of globalization, it was a common concern for representatives from all the countries to strengthen international collaboration and they were deeply impressed by China's initiatives. All the representatives appealed for strengthening coordination and improving the level of exchange and cooperation. Experts and scholars should contribute to the struggle against corruption through education, research and collaboration in relevant areas.
Wang Jiarui, Vice Chairman of the 12th National Committee of the Chinese People’s Political Consultative Conference, Minister of International Department of CPC Central Committee, and Honorary Council President of CCCWS: I hope that the CPC can contribute “the Chinese wisdom”to the parties all over the world through its exploration and efforts. Now I suggest that all the representatives attending the Dialogue see more in China, exchange with us, and get a real and complete understanding of China.
Thabo Mbeki, South African Ex-president: The current anti-corruption campaign in China is worthwhile for many countries to follow. The problem of corruption exists in many African countries. It is necessary for us to learn experience from and follow the example of China in our own country.
Kevin Rudd, former Prime Minister of Australia and leader of the Labor Party: The anti-corruption measures of China are very effective. The Chinese story is a good story.
Massimo D’Alema, former Italian Prime Minister: Corruption puts those people who have no political resources in a marginal place. Therefore, the people's monitoring is a good attempt, for it can prevent accumulation of wealth for some politicians, avoid the rigidness of the privileged class and save the country from the emergence of a class without any belief or principle.
Festus Mogae, former President of Botswana: The anticorruption of the CPC not only refl ects the will of the leaders of this country, but also represents the shared interests of all the leaders of the Party and the people.
The former President of Mozambique: The CPC's multilevel anti-corruption campaign is a good decision. The focus of anti-corruption in different countries is different, so is the extent of the people's involvement. We should learn the anti-corruption experience from the CPC and introduce the Chinese experience to our own people.
