加强专业英语的使用，推进边检反恐法制化建设

摘 要：当前，国际恐怖主义事件频发，我国反恐形势更加严峻。边防检查站是国门第一道防线，必须强化法治反恐意识。本文从强化边检专业英语入手，介绍了通过使用反恐中英文标语和警用反恐用语两方面，进一步发挥边检反恐的职能作用。

关键词：反恐；宣传标语；处置突发事件

近年来，已经长期存在的国际恐怖主义呈现出一种高发、集中、全球化的趋势，国际暴恐活动从未像现在这般猖獗蔓延。当前，针对我国的暴力恐怖事件呈多发频发态势，乌鲁木齐多起暴恐事件，昆明暴恐事件，北京金水桥恐怖袭击等等，对国家安全和人民生命财产安全构成严重威胁。2016年1月，我国颁布了中华人民共和国反恐怖主义法，以法律的形式明确规定了反对恐怖暴力活动是任何单位和每个公民的义务，为我国法制反恐奠定了法律保障。边防检查站是国门的第一道防线，既是执法部门，也是反恐的前沿阵地。边防检查机关应充分利用职能优势，成为反对恐怖主义的宣传阵地和处置恐怖暴力事件的有力组织者。下文将从推广反恐中英文标语和使用警用反恐用语两方面重点阐述如何充分发挥边检专业英语的反恐处突功能。

一、要充分发挥出入境边检机关反恐的宣传阵地作用。

边检出入境部门是国门的第一道防线，是中外出入境人员的必经之路。可以在出入境通道、候检场所等人员密集的地方，通过悬挂中英文反恐宣传标语的形式，大张旗鼓地宣传我国的反恐法，教育引导公众增强自我防范意识，实现共同打击恐怖暴力分子的目的，使出入境边检场所成为我国震慑和打击国际恐怖主义的第一道宣传防线。

一是宣传法律，形成正面的舆论导向。如：

1.国家安全，人人有责。Everybody is responsible for national security.

2.维护国家安全是全党全国人民的共同任务。To maintain national security is the common task of the whole party and the people of the country.

3.加强国家安全工作，警惕国际国内敌对势力的渗透、颠覆和分裂活动。We must strengthen national security， keeping vigilance against the international and domestic penetration， subversion and separatist activities by hostile forces.

4.熱烈庆祝中华人民共和国反恐法于2016年1月1日正式实施。Warmly celebrate the formal implementation of the peoples Republic of China on Anti-Terrorism Law on January 1， 2016.

二是鼓动号召，形成全民反恐的良好氛围。

1.反恐防暴，保护自我Anti-terrorism， protect yourself.

2.讲和谐，促发展，反恐怖，反暴力。Harmony， promoting development， anti-terrorism， against violence.

3.坚决打击恐怖暴力，努力建设平安家园。Resolutely combat terrorist violence， strive to build a safe home.

4.全民反恐，共建和谐社会。National anti-terrorism is to build a harmonious society.

1.三是打击震慑，对暴恐分子形成高压态势。

严厉打击各种恐怖势力，确保人民生命财产安全。To crack down on all kinds of terrorist forces， ensure the safety of peoples lives and property .

2.全民参与，让暴恐分子无处藏身，无路可逃。The whole people involved， so that there is no place to hide and no way to escape for terrorist.

3.履行公民义务，举报恐怖犯罪。To fulfill the obligations of citizens， to report terrorist crime.

二、加强出入境边检机关快速处置突发事件的能力。

首先要加强候检大厅等人员密集场所及其周边的巡防力度，加大对可疑人员的盘查。其次要严格落实重点场所的安全检查制度，严查严防暴恐分子携带违禁物品进入人员密集场所或潜入潜出，加强对易燃易爆剧毒等危险品以及枪支弹药、管制刀具等违禁品的管理。最后对已发生的现行案件，要坚持快速反应，及时开展围追堵截，力争抓获现行暴恐作案人员，严厉震慑违法犯罪。下面分别介绍上述三种情况下经常使用的警用英语。

一是盘查用语。

1.这是警察临检。This is a police raid.

2.请出示你的护照。Please show me your passport.

3.请出示你的身份证以便检查。Please present your identification cards for inspection.

二是检查用语。

1.你是否携带有毒品？Are you carrying any illegal drugs？

2.请一个一个通过探测门。Please pass through the detector one by one.

3.这是违禁品，你不能把它带上飞机。It is a prohibited item， you can not take it with you into the aircraft.

4.请打开你的手提电脑。Would you mind opening your lap top？

5.这些东西是违禁品，我们必须没收。These items are forbidden by law and will have to be confiscated.

6.禁止携带易燃易爆、有毒物品、放射性物体、枪支弹药等物品。

Dont take anything dangerous， like flammable， explosive and poisonous matters， radioactive material ，fire arms and ammunition.

请严格遵守上述规定。

We hope you strictly abide by the above rules.

三是控制用語。

1.站住，我是警察，别跑，趴下/跪下。Stop！ Police！ Dont run！ Get down（on the ground）！/On your knees！

2.举起手来！Hands up！/Get your hands up！

3.放下武器！Drop your weapon！

4.不准动！Dont move！/Freeze！

5.把双手放在头上。Put your hands on your head.

6.慢慢地转身！Turn around slowly！

7.两腿分开！Spread your legs apart！

8.退后！过来！Get back！ Come here！

9.不许动，否则我要开枪了。Dont make a move or Ill shoot！
