Chenzhou Dedicated to Create Intensive Processing Base in Global Nonferrous Metals Industry

Recently, Chenzhou government studied and unveiled the “Opinions on Vigorously Building Chenzhou into Hunan’s New Growth Pole”, proposing to build nonferrous metals industry into intensive processing base, service and trading center of the global nonferrous metals industry.

The overall target is to develop “Capital of Nonferrous Metals in China”, “Capital of Silver in China”, “Capital of Bismuth in China”, “National New Material Industry Base” brand, by 2020, added value of citywide nonferrous metals deep processing of above designated size will account for over 60% of added value of nonferrous metals enterprises, total output value of nonferrous metals enterprises will top 200 billion yuan.

In order to fulfill the above targets, the following key measures are proposed: Firstly, construct nonferrous metals supply chain system. Relying on Chenzhou’s tungsten, bismuth, lead & zinc, tin, copper, and silver mineral resources and market entity, speed up the construction of Chenzhou rare and precious metal industrial supply chain system project, create one-stop nonferrous metals supply chain platform with diversified varieties and well-developed nodes, develop conveniently accessible raw material supply system, strive to create global nonferrous metals resource allocation center. Secondly, set up nonferrous metals trading system. Strengthen cooperation with Amer International Group, a world Top 500 enterprise, speed up the construction of Hunan (Chenzhou) International Mineral Resource Trading Center, rely on UM Expo, strive to create international mineral resource trading center. Expand online trading varieties, expand online trading volume of advantageous varieties such as silver, bismuth, tungsten, tellurium, Indium etc, enhance nonferrous metals pricing rights, strive to fulfill 10 billion yuan of trading amount in 2016, and reach 100 billion yuan by 2020. Thirdly, vigorously propel nonferrous metals intensive processing. Quicken the pace to implement a batch of achievement conversion and technology key-problem tackling projects for nonferrous metals intensive processing, improve technique standard, intensive processing and integrated utilization ability, product grade, focus on key projects such as Amer silver and gold intensive processing, bismuth series deep processing of Jinwang Bismuth (including pharmaceutical), and Jingui’s 2000 tonne silver purification capacity-expansion. Fourthly, strengthen technology and environmental protection support. Strengthen Enterprise-University- Research cooperation with universities & colleges, scientific research institutions and large enterprises, encourage enterprises to take part in construction of state engineering labs, state key labs, post doctoral work stations, product quality inspection and test centers, support nonferrous metals enterprises to speed up transition and upgrading, enforce “resource-econmical type and environment-friendly type” development, improve energy saving and environmental protection standard.
