The “Thirteenth Five Year”Development Plan for Nonferrous Metals Industry was Formally Released
On October 18, the Ministry of Industry and Information Technology compiled and promulgated “Development Plan for Nonferrous Metals Industry (2016-2020)” i.e. the “Thirteenth Five Year” Development Plan for Nonferrous Metals Industry (MIIT G [2016] No. 316, hereinafter The “Plan”). The “Plan”mentioned that, by the end of 2020 China’s nonferrous metals industry will join the ranks of world powers.
The “Plan” proposed to, by sticking to the main line of strengthening structural reform on the supply front and expanding market demand, centering on quality and performance, regarding technology innovation as driving power, focusing on high-end material, green development, integration of informatization & industrialization, resource guarantee, and international cooperation, speed up industry transition and upgrading, expand new space for industry development, by the end of 2020 China’s nonferrous metals industry will join the ranks of world powers.
The “Plan” put forward 8 key tasks of implementing innovation driving, acceleratingindustry structure adjustment, vigorously developing high-end material, promoting green and sustainable development, improving resource supply ability, propelling deep integration of informatization & industrialization, actively expanding application fields, deepening international cooperation, and listed 7 development highlights and 4 key projects in the form of special column. As special plan for the“Thirteenth Five Year Plan” period for guiding nonferrous metals industry development, the“Plan” will promote nonferrous metals industry to make transition and upgrading, and maintain continual healthy development.
In the aspect of transition and upgrading, the“Plan” proposed that, overall guarantee ability of deep processing products such as aviation aluminum material, electronic material, power battery material, high performance carbide alloy etc should exceed 70%, basically satisfy demand of high-end equipment, new generation information technology. Industry deployment further will be optimized, low-efficiency capacity will be gradually phased out, electrolytic aluminum capacity utilization rate will reach 80% above, industry concentration degree must increase obviously, globalized operation ability must be improved, international capacity cooperation will make obvious progress.
In the aspect of vigorously developing high-end materials, the “Plan” proposed to, by focusing on satisfying key fundamental materials in high-end fields such as China’s new generation information technology, air and space, marine engineering and hi-tech ships, advanced railway transport, energy saving and new energy vehicle, through collaborative innovation and smart manufacture, concentrate on developing high performance lightweight alloy material, nonferrous metals electronic material, nonferrous metals new energy material, rare metal deep processing material etc, enhance homogeneity of material quality, lower cost, improve mid to high-end effective supply ability and standard.
Revolving around key equipment high-end manufacture fields represented by big airplane, passenger vehicle, high-speed railway, shipbuilding, marine engineering, the “Plan”emphasized to quicken the pace to implement upgrading improvement of production line for large dimension aluminum & lithium alloy casting, smelting, forging, high precision thin sheet strip & high speed air cushion type continuous thermal processing system, largecoil-weight high precision broad width magnesium alloy strip product manufacture, Titanium alloy profile extrusion processing and online precision straightening, large dimension Titanium alloy material, 3D printing powder etc, by 2020, high performance light alloy material for aviation, passenger vehicle and freight train, titanium, aluminum alloy material for marine engineering and aviation use should achieve stable supply, international competitiveness will continually improve.
Revolving around demand in integrated circuit, functional components fields in new generation information technology industry, by using advanced reliable technology, speed up the pace to develop large dimension silicon monocrystalline wafer, ultra large dimension high purity metal target, substrate and encapsulation materials for high power microwave / laser devices, infrared detection and imaging material, vacuum electronic material etc, ensure new generation microelectronic photoelectron functional material, smart sensing material R&D and industrialization to make breakthrough, enhance supply standard of high-end nonferrous metals electronic materials.
Revolving around demand in energy storage and new energy vehicle fields, focus on developing positive material, negative material, high performance copper foil and aluminum foil of large capacity & long service life energy storage battery, as well as low cost high quality battery grade lithium carbonate, ternary precursor etc.
Revolving around demand of high-end equipment manufacture, strategic emerging industry and national key project fields, focus on developing precision carbide alloy and deep processing product, large dimension tungsten & molybdenum sheet foil material, nuclear grade zirconium, hafnium and beryllium products, speed up technology progress, improve product quality, increase effective supply.
It has been learned that, the “Rare Earth Industry Development Plan (2016-2020)” was also simultaneously released (The “Plan”). The“Plan” proposed to, by seeking orientation from innovation driving, continually promote structural reform on the supply front, strengthen rare earth strategic resource protection, standardize order in rare earth resource exploitation production, effectively remove surplus capacity in smelting separation and low-end application, enhance smart manufacture standard, expand high-end application of rare earth, improve industry development quality and benefit, fully bring out rare earth’s strategic value and supporting role. The “Plan” put forward 6 key tasks, including“strengthening resources and ecological protection, promoting sustainable development”, “supporting innovation system and ability construction, cultivating new momentum of the industry”, “promoting intensive and high-end development, adjusting & optimizing structure”, “accelerating transition toward green and smart application, constructing circular economy”, “propelling usage of overseas resources, strengthening international cooperation”, “creating new value chain, fulfilling mutual benefit and win-win”, and clarified 6 key projects in the form of special column. As special plan for development of rare earth industry in the“Thirteenth Five Year Plan” period, the “Plan”will give scientific guidance to rare earth industry development, promote the entire rare earth industry to enter mid to high-end positioning.
