Pursuing Mutual Benef ts Through the Interaction Between CMQIP and MCKIP

“Two Countries, Twin Parks”, namely,China-Malaysia Qinzhou Industrial Park (CMQIP) and Malaysia-China Kuantan Industrial Park (MCKIP), which face each other across the sea, is viewed as a milestone for the bilateral cooperation between Malaysia and China. CMQIP and MCKIP have been maintaining an amicable relationship, although they are far away from each other geographically. Against such a backdrop, efforts should be made to reinforce and improve the synergetic development of the “Twin Parks”, which plays an irreplaceable role in putting in place and pushing forward the cooperation model of “Two Countries, Twin Parks”.
During the period from May 30 to June 1, 2016, a delegation sent by Guangxi,China, along with the cooperative partner in Malaysia, witnessed a great stride in the cooperation of “Two Countries, Twin Parks”, during which a series of activities were also launched, including the unveiling ceremony of the Offi ce of China-Malaysia Qinzhou Industrial Park (Guangxi)Development Co., Ltd. (Malaysia), the 2nd Investment Promotion Conference for Malaysia and China “Two Countries, Twin Parks”, “Kuantan Night”.
On May 30, 2016, Tan Sri Ong Ka Ting,Malaysian Prime Minister's Special Envoy for China's Affairs, and Zhang Xiaoqin, Vice Governor of Guangxi Zhuang Autonomous Region, China,attended the Unveiling Ceremony of the Office of China-Malaysia Qinzhou Industrial Park (Guangxi) Development Co., Ltd. (Malaysia) held in Kuala Lumpur, the capital of Malaysia. It is learned that the Offi ce, also known as the liaison office of CMQIP's Management Committee in Malaysia and CMQIP's demonstration site for international talent cooperation in Kuala Lumpur, is located on the building of Malaysia-China Business Council. The liaison office, as revealed by Dato' Ong Chong Yi, president of China-Malaysia Qinzhou Industrial Park (Guangxi) Development Co., Ltd., aims at the precise investment attraction and promotion, and thus to connect CMQIP with the local enterprises, commercial institutions and even government sectors in Malaysia.
On May 31, 2016, Vice Governor Zhang Xiaoqin attended the Unveiling Ceremony of the Chinese Coordination Service Center of CMQIP, together with Adnan Jacob,Menteri Besar of Pahang, Malaysia.
Over the years, fresh progress has been made in terms of Malaysia-China cooperation. Beibu Gulf Port Group,for example, has been engaged in the construction of Kuantan Port, the port handling capacity and the revenue of which have doubled since the establishment of bilateral cooperative relationship, indicating that new economic growth and business opportunities could be vastly provided for bilateral cooperation.
At the 2nd Investment Promotion Conference, solid progress was made in attracting investment; more enterprises from China, Malaysia and the remaining ASEAN countries had a better understanding of CMQIP and MCKIP; the “Twin Parks” were more concerned by the public in the region.
In addition to the presentation of achievements and the investment promotion, a number of agreements on key projects, including traditional Chinese medicine & Ethnomedicines R & D, palm oil OEM & marketing, and aluminium fabrication, were also signed during the conference.
Vice Governor Zhang stated that a series of policies and measures for the development of CMQIP and MCKIP had been introduced in terms of fi nancial support, tax deduction and exemption, industry development and financial innovation, and so had a longterm cooperation mechanism designed for the settlement of practical problems regarding the “Twin Parks”. Furthermore,he also proposed to figure out one-stop inspection & quarantine measure under the cooperation model of “Two Countries,Twin Parks” -- “Two Countries, One Inspection”, with a view to stepping up economic and trade cooperation or exerting positive infl uence.
Looking ahead, the investment promotion conference will be identifi ed as a bilateral cooperation mechanism; meanwhile,similar promotions will be held at least three times each year.
