The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China （CPC）， held from October 26 to 29， 2015， focused on discussing proposals for mapping out a blueprint for Chinas development over the next five years from 2016 to 2020， or the 13th Five-Year Plan （FYP）. China had earlier set a goal to build a moderately prosperous society by the end of the 13th FYP period. Therefore， one of the major tasks of this Plan is to make sure that the objective is achieved on time.

In line with the tradition of more than two decades， every CPC Central Committee holds seven plenary sessions during its five-year term. At this session， Xi Jinping， General Secretary of the CPC Central Committee， enunciated the new FYPs discussion draft – for the first time in 25 years – signifying that the 13th FYP is not a matter of administration （for implementation） alone. Instead， it is an action plan of great importance to the governing party， closely bound to its mission， philosophy， and strategies of state governance.
