Endeavor to Open a New Horizon of Chinese Diplomacy in the Complicated International Situation

The international situation in 2013 featured overall stability and local turbulence as a whole:major powers have accelerated the internal and external policy adjustment;the world economy has been slowly recovering; the importance of Asia-Pacific geo-strategy has outstood; regional hotspot issues in general have tended to ease.The above outstanding trends and changes have promoted the accelerated evolution in the international structure.The CPC with Comrade Xi Jinping as General Secretary has actively promoted innovations in diplomatic theory and practice,it has put forth the goal of the“Chinese Dream” and give its profound meaning in the world;it has emphasized resolutely safeguarding state sovereignty, security and development interests; it has advocated the building of“new type of great power relationship” between China and the U.S.Under the new situation,has put forward the important strategy thought of planning of the peripheries.In 2014, the Chinese diplomatic work,while fully implementing the spirit of the Third Plenary Session of the Eighteenth Central Committee and the Peripheral Diplomacy Work Conference,will play the leading role of Summit diplomacy, and further strengthen the top-level design, strategy management and the bottom-line of thinking.
Adhere to the Path of Peaceful Development and Foster a Favorable International Environment for the Great Rejuvenation of the Chinese Nation

The path of China’s peaceful development can be traced back to two grand perspectives, the historical position of China’s development and the pattern of great-power rise.Over the next 30 years,China will go through an inspiring process of national rejuvenation as well as a tortuous journey with risks and challenges.Adhering to the path of peaceful development could create favorable international environment for the realization of the“two centenary goals” and the Chinese dream of national renewal.Adhering to the path of peaceful development is a necessary requirement for economic globalization, China’s development trend and its social system and cultural tradition.The starting point of this path lies in developing China itself by working for a peaceful international environment,and promoting world peace through its own development.The ultimate goal of this path is realizing national rejuvenation in a peaceful way while contributing for the common prosperity of other countries.The path of peaceful development is unprecedented in the history of international relations,and it is also a huge progress in the development of human society.Under new circumstances,China will integrate its own interests with the common interests of all countries to broaden greater space for peaceful development,China will strive to promote coordinated development of relations with major countries so as to improve China’s strategic environment,China will continuously consolidate good-neighborliness and friendship with neighboring countries in order to lay a solid foundation for peaceful development,China will deepen its cooperation with developing countries to further consolidate the basis for peaceful development,China will actively participate in international and multilateral affairs as a responsible major country and provide more public goods to the world,China will improve national defense and strong armed forces which are commensurate with China’s international standing and in line with China’s security and development interests,China will assure more benefits for the people to strengthen the public opinion for peaceful development.
The Evolving Security Situation in Asia and the Role of China

Asia has largely maintained peace and stability for decades after the Cold War.However,Asia is still faced with many security challenges.To maintain and promote security in Asia,China believes that the efforts should be made in the following areas.Firstly,promoting regional economic integration is the foundation for Asian security.Secondly,good relations among major countries are a crucial factor for Asian security.Thirdly,existing regional mechanisms provides an important channel for promoting Asian security.Fourthly,fostering new security architecture is a necessary part of promoting Asian security.China still sees itself as a developing country.For many years to come, the issue at the very top of China’s policy agenda remains achieving its own development.President Xi Jinping used four phrases to describe China’s neighboring policy, which are closeness, sincerity, sharing in prosperity, and accepting differences, or inclusiveness.China remains committed to developing friendship and partnerships with its neighbors.Meanwhile,China is firmly committed to build a new type of major country relationship.The China-Russia comprehensive strategic partnership has set an example for good relations between major coun-tries.China and the United States have agreed to build a new type of major country relationship.China will continue to firmly support ASEAN community building and ASEAN centrality in regional cooperation.
Asia Pacific Economic Integration:Evolution,Pathways and an Outlook

The present article reviews the evolution of the Asia Pacific economic cooperation,and examines two theories, open regionalism and competitive liberalization, interwoven in the course of the regional economic integration.Based on a comparison between the two major tracks of the Trans-Pacific Partnership(TPP)and the Regional Comprehensive Economic Partnership(RCEP),the article argues for a developmental and constructive attitude towards the two regional trade arrangements.Based on the historical contribution of the Asia Pacific Economic Cooperation(APEC)to the regional economic cooperation and given the new situation,the APEC should promote coordination, interaction, complementarity, mutual learning, mutual reinforcement, and integration between the regional trade arrangements including TPP and RCEP.It is necessary and opportune for APEC to formulate new goals of economic integration,which should include an FTA for the whole Asia Pacific region,i.e.the Free Trade Agreement of Asia Pacific(FTAAP)as initiated by Asia Pacific Economic Cooperation.
