宁波：为农民电影节喝彩

2012年9月14日晚上，浙江宁海县的农民朋友冒着雨从四面八方来到潘天寿广场，兴高采烈地来参加由国家广电总局数字电影节目管理中心、中国电影发行放映协会和宁波市文化广电新闻出版局共同主办的第五届中国（宁波）农民电影节开幕式。

电影给农民带来的文化盛会

电影的盛会，农民的节日。自2008年宁波开全国先河举办首届农民电影节以来，经过四年的探索发展，它已成为广大农民与电影文化相亲相会的节日，成为城乡的一道文化风景线、宁波的文化品牌之一。

宁波市的农村电影放映工作向来走在全国前列，2006年2月，宁波市被列入全国农村电影改革和发展暨数字化推广放映试点城市。2007年，宁波市提前三年率先在全国实现“一村一月放映一场电影”的目标，数字电影放映面覆盖全市2056个中心村。2008年，宁波在全国首创了面向广大农民群众和农村外来务工人员的中国（宁波）农民电影节。2009年，宁波市各级政府继续加大资金投入，增大服务力度，在全国率先实现商业影片公益化放映，解决了农村电影放映片源不丰富的难题。2010年，宁波农村电影放映全面实现数字化，数字电影放映率达100%。2011年，宁波农村数字电影放映设备全面更新升级，实现GPS/GPRS全程监管。

今年的农民电影节开幕式主会场选在了闹中取静的宁海县潘天寿广场，并在柔石公园和西门广场设立分会场，再由全县各地的16个放映队同时播放电影《忠诚与背叛》。开幕式还演出了一组文艺表演节目，以展开画卷的形式展示宁海山、海、水等农耕特色文化，将农村山歌和现代渔歌巧妙组合，使肚兜美女与十里红妆相映成趣，让全县农民共同感受到了电影带来的精彩故事和文化盛会。

“中国电影跟宁波太有渊源了，第一部在国际电影节上获奖的中国故事影片《渔光曲》就是在象山石浦拍的，作曲者聂耳的塑像如今伫立在石浦街头。还有鄞州的鄞江桥、奉化溪口的藏山大桥等地也拍过电影。宁波籍电影名人很多，袁牧之、王丹凤、陈述、周星驰等等，一直可以讲下去的。”演出前，六十多岁的林久根大爷看着演出节目单如数家珍，“现在看电影方便了，我们那个时候娱乐节目少，在农村放一场露天电影，就像过节一样，所以也记得特别牢。”

八一电影制片厂实力派演员刘之冰今年是第二次来到宁波参加中国宁波农民电影节，在他看来，参加农民电影节是件非常有意义的事。他说：“举办农民电影节是社会责任的担当，农民作为一个社会群体，需要电影的滋养，电影这种方式能让农民朋友以最快的接收方式感受艺术的魅力，我认为举办农民电影节特别有意义，电影节的有效推出能让农民真正得到实惠。”

农民成为电影节的主角

为了将电影节办成真正属于农民的盛会，组委会增设了许多互动元素，让农民成为电影节的主角。电影《忠诚与背叛》剧组在开幕式上与农民朋友现场互动交流，由农民评选“最喜欢的影片和最喜欢的男、女演员”等活动，让广大农民群众通过电影观赏、广泛参与和互动，不仅能看到好的电影，而且真正成为节日的主角，来感受品评电影，充分体现电影节给他们带来的快乐。

作为第五届中国（宁波）农民电影节的主要活动之一，由中国广播电影交响乐团演出的《在希望的田野上》电影主题曲交响音乐会在宁波大剧院上演，观众重温了《康定情歌》《人说山西好风光》《山楂树之恋》等众多耳熟能详、美妙动听的电影音乐。

无论是电影《李双双》欢快的插曲《小扁担三尺三》，还是《红高粱》中粗犷的《妹妹你大胆地往前走》《泰坦尼克号》主题曲《我心永恒》等，都得到观众的共鸣。“听歌曲，回味曾经看过的经典影片，想想那个年代的故事，是很有意思的。”好几位观众表示，有的电影尽管看过很多遍了，可还是喜欢看，连带着很多歌都能唱。

全国248条农村电影院线根据候选影片受观众欢迎的程度参与投票，采用网络投票的方式，本届农民电影节评出了“农民最喜欢的影片”和“农民最喜欢的男、女演员”等奖项。观众在音乐会上也一睹老艺术家的风采。新中国第一代电影演员仲星火和祝希娟精神矍铄，他们现场宣布了“农民最喜欢的影片”和“农民最喜欢的男、女演员”等奖项名单，观众报以热烈的掌声。《举起手来》《建党伟业》《精武风云—陈真》问鼎“农民最喜欢的优秀国产影片”；《举起手来》的主演潘长江、《精武风云—陈真》的女主演舒淇分别获“农民最喜欢的男、女演员”。这反映出当代农民审美感受与观影需求呈现出多元化态势。此外，《九品村官》《农家媳妇》荣获“农民最喜欢的农村题材影片”；《英雄儿女》《上甘岭》荣获“农民最喜欢的经典系列影片”；《农村儿童安全常识》《农村老年人权益保障知识》获“农民最喜欢的科教影片”。

电影《海霞》中海霞的扮演者吴海燕也来到现场，演唱了《海霞》组曲。上个世纪80年代红极一时的优秀女演员赵静，主演过《海之恋》《笔中情》《街上流行红裙子》等，2010年她在电视剧《新永不瞑目》中饰肖童妈，演唱了电影《红日》的插曲《谁不说俺家乡好》。著名歌唱家王洁实带来了一组充满乡村情趣的歌曲《兰花草》《踏浪》《乡间的小路》，尽管岁月沧桑，王洁实的声音还是那么清亮，充满了磁性，赢得观众满堂掌声。

王洁实、吴海燕、赵静等多位知名电影演员唱起了《走在乡间的小路上》《草帽歌》《海霞》等观众耳熟能详的经典电影歌曲，现场观众还情不自禁地跟着哼唱起来。晚会在全体演员献唱的《在希望的田野上》歌声中结束。

贴近性是本届电影节的一大特点。近年来，农村题材影视剧创作和农村电影市场呈现了良好的发展态势。农民电影节期间，还组织了中央40余家影视媒体赴宁波高山、海岛、革命老区进行“走转改”基层采风行，并举办由全国70条农村数字电影院线代表和20余家影片版权方代表参加的“农村电影创作座谈会”，探讨农村电影事业发展的机遇和挑战，进一步加快推进农村电影事业的发展。

向革命老区和西部地区捐赠放映场次

为了增强本届农民电影节的公益特色，电影节组委会还发起了向全国革命老区和西部地区捐赠农村数字电影放映场次的公益活动。

宁波市文广新闻出版局副局长邹大鸣介绍：“农村电影放映工程”是国家广播电影电视总局推进的文化惠民工程，由政府购买服务，农民群众免费看电影。近几年，宁波市通过推进“万场电影进农村”活动，已在全国率先实现了“一村一月一场免费电影”的目标。

宁波市一批富有爱心的企业和各界人士共同关心革命老区和西部地区农民的文化生活，纷纷向他们赠送电影放映场次。10元人民币可捐赠一场电影，让革命老区和西部地区的每一个村的农民都能看到免费电影。宁波市政府在本届农民电影节上还专门向贵州省黔东南州捐赠了1万场电影，宁海5家企业也向革命老区和西部农村捐赠了1万场电影。

Ningbo Holds Fifth China Film Festival for Rural Residents

On the evening of September 14， 2012， rural residents of Ninghai， a county in eastern Zhejiang， flocked to Pan Tianshou Square in the county seat. They came to attend the opening ceremony of the Fifth China Film Festival for Rural Residents， an annual event jointly hosted by the State Administration of Radio， Film & Television， the China Film Distribution and Screening Association， and Ningbo Administration for Culture， Radio， Film， Television， & Press.

The national event made its debut in Ningbo in 2008， a very first in China. Over the past 4 years， it has grown into a national brand.

Ningbo， a city with rural counties， pioneered a rural film-screening project a long time ago. In February 2006， the city was chosen to be a part of a national pilot project to introduce reform into the film projection system in rural areas and adopt digital film projection. Since 2007， each of 2，056 administrative villages in Ningbo has been able to watch a film per month. In 2009， the city government and grassroots governments in Ningbo joined hands in providing funds for purchasing more films for its rural film project. In 2010， all the rural film projection teams in Ningbo had digitalized equipment.

Ninghai County now has sixteen film projection teams for rural areas. At the opening ceremony of the film festival in 2012， the 16 teams screened “Loyalty and Betrayal” in villages across the county. The same film was screened at the square at the launching ceremony.

Ningbo is closely associated with the history of Chinas film undertakings. “Song of Fishermen”， a film that won Chinas first international film prize， was shot in 1934 in Xiangshan， a coastal county in Ningbo. A statue of Nie Er， the composer of the film and composer of the national anthem of China， stands in Shipu， a fishing port of Xiangshan. Cinema enthusiasts can count many big names in cinema history of China whose ancestral roots were in Ningbo.

Unlike other countries， China has a special rural film market. The latest data indicate that China has 248 separate theater chains for the countrys rural audience of about 800 to 900 millions. Moreover， China also produces films that cater especially to the rural audience. The festival had the best films and best female and male actors voted by rural audience through the 248 theater chains. Urban people have probably never heard of Village Officials and Village Daughter-in-Laws， but the two films were chosen as the most popular films for rural audience at the festival this year. Anther big feature for the rural films is science and education films， which urban audiences do not see in multiplexes. This year， “Safety for Children in Rural Areas” and “Protection of Rights and Interests of Old People in Rural Areas” were voted as the most favorite science and education films.

During the festival， seminars and forums were held for creation of films for rural audiences. More than 40 film and television series makers at the national level visited remote villages in mountains and on islands and old revolutionary base areas. A symposium was held where representatives of 70 rural digital film chains met with representatives of film copyright owners. They explored opportunities and challenges in the development of rural film industry and discussed measures for boosting rural film industry.

For decades， the central government has been running a national project to bring free films to villages. Government-funded film-projecting teams， composed of a single man in many cases， have been operating persistently in rural areas. Due to inadequate sources of funds， however， films these teams bring to rural audiences are not as many and good as desired. At the 2012 festival， the organizers launched a donation project， urging people and organizations to donate so that people in villages in revolutionary bases across the countries and villages in Chinas west can watch more and better films. Thanks to a region-wide project， each village in Ningbo is able to watch one free film one month. Ningbo is Chinas first country that has done this. Many regions in revolutionary bases and villages in the west， film entertainment is quite rare.

At the festival， Ningbo Municipal Government donated 10，000 screenings to people in Qiandongnan Prefecture of Guizhou， a border province in southwestern China. Five businesses in Ninghai also donated 10，000 screenings to villages in revolutionary bases and villages in the west.

The Fifth China Film Festival for Rural Residents provided an overall view of Chinas rural film market and of what Ningbo has been doing in this field over past years. □
