China issued a regulation prohibiting (禁止) minors (未成年人) from getting tattooed (文身), which took effect on 6 June, 2022.
“Minors will not be allowed to get tattooed even if their parents agree with them,” the Ministry of Civil Affairs said. “As minors are persons with little or no civil capacity, getting tattooed is beyond their understanding,” the ministry said.
According to the Law on the Protection of Minors, the nation and the whole society are responsible for helping minors understand the risks of getting tattooed. “Parents and guardians (监护人) must protect the physical and mental health of the children,” the ministry said.
Here are some of the rules:
●Parents who run their own parlors (店铺) are also forbidden to tattoo their children.
●Enterprises (企业), organizations and individuals (个人) are banned (禁止) from offering tattoo services to minors.
● Signs displaying the rules should be placed in prominent areas at tattoo shops.
●Tattooists should check identification (ID) if it is difficult to determine the age of their customers.
●No advertisements promoting tattoos are allowed to appear in the schools or in publications such as books and magazines.
●Violations (违反) of the ban can be reported to civil affairs, business, health and market inspection departments. Punishments will be carried out accordingly.
