A Research on Trans-Regional Ecological and Environmental Cooperative Governance Network under PPP Model

YANG Xiaohu/WEI Shuyan

Ecological and environmental problems often show trans-regional characteristics. The PPP model has built a long-term and stable trans-regional ecological and environmental cooperative governance network for effectively solving trans-regional ecological and environmental problems.Based on the data of industrial pollution control in China in 2010 and 2019 and by using social network analysis methods to deeply explore the evolution of China’s trans-regional ecological and environmental cooperative governance network, the paper finds that social capital plays an important role in the construction of trans-regional ecological and environmental cooperative governance network;as time goes on,the stability of trans-regional ecological and environmental cooperative governance network has weakened;the cooperative governance network is developing in the reverse direction of regionalization.Based on its conclusions, the paper puts forward some policy suggestions for improving supporting policies, establishing legal mechanism and optimizing market environment.

China’s Construction of FTZs and Foreign Trade Development under the RCEP Framework

LI Jinhua/ZHANG Zhaopeng

In November 2020,10 ASEAN members and five countries including China,Japan,South Korea,Australia and New Zealand jointly concluded and signed the Regional Comprehensive Economic Partnership (RCEP),which forms the world’s largest free trade area.To promote the development of foreign trade,China has set up 21 free trade zones (FTZs) with a total of 67 pilot free trade zones. The RCEP member states, especially 10 ASEAN countries, have always been China’s important trading partners and have had an important impact on China’s foreign trade. There are big differences in import and export structure between China and other RCEP member countries. At present,China and RCEP member states have jointly advanced and completed a number of infrastructure projects and carried out cooperation in the field of energy. In the future, for China’s development of FTZs and foreign trade,we should speed up infrastructure development in the FTZs under the RCEP framework and promote the industrial agglomeration in the FTZs;by seeking advantages and avoiding disadvantages,we should make the best use of new circumstances to expand the scale and spillover effect of foreign trade in the FTZs;we should further tap business opportunities brought about by the opening up of service sector and investment expansion and strengthen the international cooperation and competitiveness of the FTZs;we should strengthen the interpretation of RCEP,amplify positive effects and effectively avoid all kinds of risks.

The Correspondence between Living by the Sea and Living off the Sea in Traditional Society

LIN Feng/FANG Yuan

In 1950,Fujian Farmers’ Association conducted a series of surveys on salt area of Houlou Village,Hui’an County, deltaic deposits and clam fields on the lower reaches of the Minjiang River. These surveys have provided us a window into the relationship between living by the sea and living off the sea in traditional society.Affected by multi-factors,the correspondence between residents living by the sea and their livelihoods on the sea shows a trend from high to low and then high process in terms of time.Residents living in coastal areas may not be entirely marine-dependent while residents living in mountainous areas are somewhat related to marine-dependent livelihoods. The sea does not leave the mountain and the mountain does not harm the sea, which has become the real choice for making livelihoods in all parts of Fujian in the traditional era.

The Practice Logic and Optimization Path of Urban Elites Returning Home in Boosting the Construction of Digital Countryside

SHEN Feiwei/WANG Zhengwu/CHEN Chunchao

In recent years, influence by multiple factors such as government policies, institutional reforms, new village construction,Internet technology development and native complex, the majority of migrant workers choose to return from cities to rural production and life. This group of people is called “urban elites”.From the three dimensions of resource mobilization theory, namely resource mobilization, member mobilization and framework mobilization, this paper expounds the practice logic of urban elites integrating village resources to boost the construction of digital countryside, which is conducive to the realization of the goal of rural revitalization.Among the three, resource mobilization and member mobilization provide the foundation for the construction of digital countryside while framework mobilization serves as the driving force for the construction of digital countryside.Although rural areas are showing signs of revitalization under resource mobilization and collective efforts of urban elites,a series of problems brought about by the government level, social level, market level as well as urban elites themselves have hindered the performance improvement of digital village construction. Therefore,it is urgent to take responsive measures to cultivate the ability of resource mobilization for urban elites in the construction of digital countryside so as to achieve the goal of rural revitalization.

Topophilia: Reshaping of Media and Sense of Place: The Emotional Generation of Man and Land in the Digital Age

ZENG Yiguo/CHEN Shuang

Geographical space becomes a “place” due to people’s practice in their daily life and production and their emotional attachment that arises in this process, which is of great significance in the spiritual world of individuals and groups.Media geography reveals the important role played by media in the process of place production and provides a new theoretical and methodological perspective for understanding place and sense of place.Internet-based digital media has once again deconstructed the traditional implication of “place”: on the one hand,“place” continues to be homogenized, fragmented and even “de-localized”;but on the other hand, the formation of“sense of place” reflects the new media logic, that is,the digital experience in the cyber world and the local experience in the real world are overlapped and reorganized. Therefore, when the digital media technology reshapes “place”,the “digital sense of place”,which responds to a close relationship between man and place in the digital and media society,is also established.
