kicked off in Lianyungang City, Jiangsu Province on November 29, 2022. Wang Xiaohong, a member of the Communist Party of China Central Committee Secretariat and Minister of Public Security, attended the conference and made keynote speech via video.

Wang Xiaohong expounded the great significance of the 20th National Congress of the Communist Party of China. He noted that China stands ready to work with other parties to actively implement the Global Security Initiative proposed by President Xi Jinping. China will always adhere to the value pursuit of people-oriented and people foremost, hold high the banner of cooperation, innovation, rule of law and win-win results, stick to the concept of common, comprehensive, cooperative and sustainable security, practice the concept of global governance guided by the principles of extensive consultation, joint contribution and shared benefits, and devote to attaining the goal of empowering high-quality development with high-level security, and foster an international security cooperation architecture based on the principles of extensive consultation, joint contribution and shared benefits, thus building a community with a shared future for mankind with universal security and common prosperity.

Some other guests addressed the conference, including Samdech Krolahom Sar Kheng, Deputy Prime Minister and Minister of Interior of the Kingdom of Cambodia, Vilay Lakhamfong, Member of the Politburo of the Central Committee of Lao People's Revolutionary Party, Deputy Prime Minister, Minister of Public Security of the Lao People’s Democratic Republic, Senior General To Lam, Member of the Politburo of the CPV Central Committee and Minister of Public Security of the Socialist Republic of Vietnam, Dr. Pintér Sándor, Minister of Interior of Hungary, Alaa Abdelmoaty, Assistant Minister of Interior of the Arab Republic of Egypt, and Ahmed Naser Al-Raisi, President of International Criminal Police Organization. Other representatives from 40 countries, regions and international organizations attended the conference both online and offline.
