High-quality Social Development: Concept,
Endowment and Intelligent Transformation

Abstract:At present, the discussion on the stage of high-quality development is mostly on the economic level, that is, to solve the problem from "whether there is" to "whether it is good". In contrast, "high-quality social development" remains an uncertain term lacking normative definition. In fact, high-quality social development represents an solution to the transformation of social patterns, systems and mechanisms, and social culture. From a diachronic perspective, each era has its corresponding high-quality social progress, and such development of each era has its era endowment and transformation logic. The high-quality social development during the "14th Five Year Plan" and the next decade is an epoch-making and intelligent transformation, and its practical path should be the "trinity" coordinated evolution of technology, system and culture. To this end, we need to achieve leapfrog development from following to leading in intelligent technology, complete the transformation of intelligent systems in the social field, and solve the problem of soft power presentation in the construction of smart culture.

On the Three Dimensions of Improving
the Grass-roots Rule-of-Law Ability of Emergency

Abstract:The improvement of emergency rule-of-law capability at the grassroots level remains an important goal to accelerate the modernization of the grass-roots governance system and governance capability. It can only be improved from three perspectives of concept guidance, subject shaping, and plan specification. In terms of concept guidance, we should internalize the concept of grassroots party building and people centered into an action guide to promote grassroots emergency management on the track of rule of law, so as to strengthen the political leadership function of party building in grassroots emergency management, and also gather people's strength for grassroots emergency management; In the aspect of subject shaping, we should cultivate the legal literacy of grass-roots party members in strengthening the cognitive accumulation of emergency rule-of-law knowledge, so as to enhance the ability to prevent and respond to emergencies by rule of law; In terms of the regulations of the plan, the grass-roots emergency plan, which is the same as the village rules and regulations, is prepared to provide the implementation plans for grass-roots party members and the masses to respond to emergencies according to law, and to build an emergency drilling mechanism that meets the needs of the grassroots to make the emergency plan, so as to improve the implementation of the emergency rule of law ability of grass-roots party members and the masses.

International Financial Cooperation and Economic Growth
—Empirical study based on the experience of China ASEAN countries

Abstract:International financial cooperation is an important way for countries to obtain capital or investment, and also their important path to seek economic growth. This paper takes the experience of China ASEAN countries' financial cooperation as the object, constructs a comprehensive evaluation index system of such cooperation, and measures it with entropy method. On this basis, the China ASEAN comprehensive index of international financial cooperation is linked with the economic growth of participating countries, and the fixed effects model under the panel data model framework is used to conduct an empirical analysis of the relationship between them. The results show that the bilateral financial cooperation between China and ASEAN is quite different, indicating the imbalance of their cooperation; China ASEAN financial cooperation has a significant positive effect on economic growth; and it is different in the impact of China ASEAN financial cooperation on economic growth.

Abstract:The acceleration of the aging process of the population has deepened the contradiction between the demand for care and the supply of services for the elderly. Informal care, with family members as the main service subjects, is under great pressure. However, in the field of informal care policy in China, few studies have systematically reviewed and logically analyzed it from the perspective of policy. After summarizing the different development stages of our informal care policy since the "12th Five Year Plan" period, China has experienced- the beginning of exploration - into the right track - the initial formation of the system, and we analyzes its internal responsibility logic, practice logic, and value logic. At the same time, the author theoretically analyzes and compares the informal care policies of European and American countries, and combines the actual situation of our country to provide referential opinions and suggestions for solving the dilemma of informal care for the elderly caused by the rapid changes in the current economic and social development, and building a new era of informal care policy system with Chinese characteristics.

The Influence of the Accessibility of the New Generation of Migrant Workers'Basic

Abstract:The new generation of migrant workers has the characteristics of large scale, high proportion of marriage, large proportion of childbearing age in their requirement for reproduction, but the low level of economic income and other factors restrict their willingness to reproduce. In order to enhance the willingness of the new generation of migrant workers to have children again and promote the implementation of the three child policy, we should not only focus on solving the problem of high birth costs, raising costs and education costs, but also improve the accessibility of basic medical public services such as social medical insurance, free vaccination and health examination. Therefore, we should establish and improve the institutional framework for the accessibility of basic medical public services for the new generation of migrant workers, strengthen the relevant responsibilities of local governments in the inflow areas, and increase the publicity of relevant policies and measures.

On Badiou's View of Artistic Truth

Abstract:Badiou was deeply influenced by Lacanian psychoanalysis. After disconnecting art, aesthetics and philosophy, he declared a new relationship between art and truth, that is, art embodied the procedure of truth. Bardiou drew on Lacanian topological relationship between the real world and the symbolic world, systematically expounded the essential relationship between one and many, nihility and events in his philosophy of events, and believed that the philosophy of art should deal with the relationship between the reality of the real world and the hypocrisy of the symbolic world. Therefore, the essence of art lies in the tension of construction and deconstruction between the real world and the symbolic world, and between reality and disguise. Art is not only the result of the symbolization of the real world, but also the process of breaking the symbolic world and encountering the reality of the real world, and Badiou believes that the latter is the production process of truth events in art works.
