赵克志与柬埔寨副首相萨肯举行视频会晤

国务委员、公安部部长赵克志与柬埔寨副首相兼内政大臣萨肯28日出席中国公安部和柬埔寨内政部关于继续推进中柬执法合作年行动视频会晤和签字仪式。

赵克志指出，中柬是铁杆朋友和命运共同体。2019年1月，习近平主席和洪森首相共同关心、亲自推动，创造性地作出了开展中柬执法合作年的重大决策。两年多来，在两国领导人的政治引领下，双方推动中柬执法合作年取得重大成果。继续推进中柬执法合作年行动视频会晤的举行，展示了中柬双方打击跨国犯罪的坚定决心，表明双方绝不允许任何人利用犯罪问题损害中柬友好合作关系，中方坚定支持柬人民党政府顺利执政的鲜明立场。

赵克志表示，中方愿同柬方认真落实好两国领导人重要共识，继续从政治上把握合作方向、从战略上谋划执法行动、从实效上检验合作成果，延续中柬执法合作年良好态势，深入开展联合专项行动，不断推动中柬命运共同体建设。希望双方共同努力，持续开展执法合作行动，依法打击整治电信诈骗、网络赌博等违法犯罪活动，不断加强防范政治安全风险、禁毒和执法能力建设等合作，加强中柬执法合作协调办公室建设，充分展示两国执法部门更加互信、更加务实、更加团结的合作。

萨肯祝贺中国共产党成立100周年，表示柬方愿与中方一道，认真落实两国领导人重要共识，不断深化双方务实交流合作，推动柬中执法合作年行动取得更多实质性成果。

视频会晤后，赵克志和萨肯共同签署了继续推进中柬执法合作年行动工作计划。

中国驻柬埔寨大使王文天、公安部常务副部长王小洪、國家国际发展合作署署长罗照辉、外交部部长助理邓励，柬埔寨驻华大使西索达、内政部国务秘书腾萨翁、拉杰和警察总监奈萨文参加活动。

就上合组织成员国主管机关举行“帕比—反恐—2021”联合反恐演习赵克志致函上合组织地区反恐怖机构执委会主任吉约索夫

国务委员、公安部部长赵克志日前致函上合组织地区反恐怖机构执委会主任吉约索夫，预祝上海合作组织成员国主管机关“帕比—反恐—2021”联合反恐演习取得圆满成功。“帕比—反恐—2021”联合反恐演习开幕式24日在巴基斯坦帕比举行。赵克志表示，在各方共同努力下，二十年来，上海合作组织执法安全合作取得重要成绩，工作机制不断完善，合作水平不断提高，合作关系更加密切。上合组织地区反恐怖机构作为负责协调打击恐怖主义、极端主义和分裂主义的常设机构，一直发挥着重要作用，是上合组织成员国合作维护地区安全的重要依托，为上合组织成员国的长治久安提供了有力保障，为开展反恐国际合作、维护国际和地区安全发挥着独特的影响力。

赵克志表示，当前，国际和地区安全形势严峻复杂，阿富汗局势急剧变化，上合组织成员国面临安全威胁和挑战更加现实、紧迫。各方应进一步统一认识，凝聚共识，加强务实合作，认真落实上合组织成员国元首理事会有关决议，有效应对“三股势力”借阿富汗局势坐大并向上合组织地区渗透实施违法犯罪活动。在地区反恐怖机构执委会的协调下，上合组织成员国主管机关举行“帕比—反恐—2021”联合反恐演习恰逢其时，将提升上合组织成员国主管机关反恐力量协同作战战备水平和实战技能，展示共同打击“三股势力”决心。中方将继续秉承“上海精神”，与各方主管机关加强打击“三股势力”情报交流和行动协调、边防、网络反恐、大型活动安保、人员培训等各类务实合作，推动上合组织执法安全合作迈上新台阶，维护地区安全，在构建命运共同体道路上迈出更加坚实的步伐，为建设安全稳定、发展繁荣的共同家园继续努力。

Zhao Kezhi Sends Letter to Director of the Executive Committee of RATS SCO Jumakhon Giyosov

State Councilor and Minister of Public Security Zhao Kezhi sent a letter to Jumakhon Giyosov， Director of the Executive Committee of the Regional Anti-Terrorist Structure of Shanghai Cooperation Organization （RATS SCO） on the joint anti-terrorism exercise "Pabbi-Antiterror-2021" held by competent authorities of SCO member states.

Zhao noted that SCO has made remarkable achievements in law enforcement and security cooperation over the past two decades thanks to the joint efforts of all parties， witnessing continuously improved work mechanism， enhanced and closer cooperation. RATS SCO， a permanent body of SCO in coordinating the fight against terrorism， extremism and separatism， has played well its crucial role in supporting SCO member states to maintain regional security. RATS SCO effectively empowers SCO member states prolonged stability and exerts unique influence on international anti-terrorism cooperation， maintenance of international and regional security， said Zhao.

As Zhao stressed， tough international and regional security situations and abruptly changing situation in Afghanistan have brought SCO member states more realistic and urgent security threats and challenges. All the parties shall reach a common understanding， build consensus， enhance practical cooperation， and earnestly practice the relevant resolutions of the Council of the Heads of State of SCO， to curb the development of terrorism， extremism and separatism， and their illegal and criminal activities in SCO region that leverage the unrest in Afghanistan. Under the coordination of the Executive Committee of RATS SCO， competent authorities of SCO member states organized the joint anti-terrorism exercise "Pabbi-Antiterror-2021" in the right time. The exercise will promote the coordinated operational readiness and practical skills of their anti-terrorism forces， and showcase their determination to jointly fight against terrorism， extremism and separatism. China will continue to uphold the "Shanghai spirit" and further enhance the practical cooperation with the competent authorities of all parties in intelligence sharing and action coordination， border defense， counter cyber-terrorism， security of large events， personnel training， etc. to fight against terrorism， extremism and separatism. Efforts will be made to put the law enforcement and security cooperation among SCO member states to a higher level， maintain the regional security， and facilitate the building of a community of shared future， thus empowering a secure， stable and prosperous homeland for all.■
