2月5日,第五次中国—中东欧国家地方领导人会议全体会议以视频方式召开。辽宁省委副书记、省长刘宁,保加利亚索非亚大区主席托多罗夫、中国人民对外友好协会会长林松添、克罗地亚扎达尔省省长罗京、外交部中国—中东欧国家合作事务特别代表霍玉珍出席会议并致辞。沈阳市代市长王新伟主持会议。
重庆分会场同步“云”参会,市政府副市长李波、市政府副秘书长汪夔万,市政府外办主任章勇武、副主任王雯,以及市教委、市商务委、市政府口岸物流办、市贸促会、重庆社科院、国家开发银行重庆分行等相关部门、单位负责人出席。
本次会议以“携手共命运,同心促发展”为主题,除设在辽宁沈阳的主会场外,跨越时区、连接多国,分别在保加利亚、克罗地亚等17个中东欧国家地方政府,北京、重庆等22个省(自治区、直辖市)设分会场,各地嘉宾相聚“云”端,深化“一带一路”交流合作,共商“17+1”发展大计。
林松添表示,2020年,在新冠肺炎疫情全球发生的背景下,中国与中东欧国家经贸互利合作逆势增长,贸易额高达1034.5亿元人民币,增长8.4%,给世界带来了新的希望和信心。中國与中东欧国家有着传统友好关系,面临共同发展任务,都希望各自国家人民能过上更美好生活。中国人民对外友好协会将继续发挥桥梁作用,协助中国与中东欧国家地方政府、友好城市间开展更多人文交流,互利合作,促进双向投资和贸易,为增进双方人民友谊与互信带来更多福祉,作出新的更大贡献。
霍玉珍说,2012年4月,中国—中东欧国家合作机制正式创立,这是中国同中东欧国家基于共迎挑战、共同发展的一致意愿打造的跨区域多边合作平台,为双方各领域友好合作开辟了新的局面。9年来,该合作机制发展不断完善,为双方人民带来了实实在在的利益。中国—中东欧国家合作影响力、感召力日益扩大,双方在各领域建立多个合作平台,各类活动精彩纷呈,为合作不断深入发展注入了新的生机与活力。今年是中国“十四五”规划的开局之年,中国—中东欧国家合作面临新的更大的发展机遇,希望大家携起手来,以更高水平的合作,更广泛的交流,更丰硕的成果,回应各国人民的殷切希望,把中国—中东欧国家地方合作推向新的高度。
会议通过了吉林省、宁夏回族自治区和湖北省3个成员单位加入中国—中东欧国家地方省州长联合会的申请。
当天,还以视频方式召开了第六次中国—中东欧国家地方省州长联合会工作组会议。部分中东欧国家地方领导人、中东欧国家驻华使节代表、国内省区市代表共同与会,共叙珍贵友谊,共谋合作发展。
重庆与中东欧国家近20个市州建立友好关系
中东欧国家是“一带一路”沿线重要国家。重庆是中国—中东欧国家“17+1”地方合作机制建设的重要参与方,特别是2013年7月,首届中国—中东欧国家地方领导人会议在重庆成功举办并通过《重庆倡议》以来,重庆与中东欧国家友好交往更趋深入,取得积极成效。
重庆与中东欧地区人员往来频繁,已有十多批市领导分别率团访问中东欧各国,另有数十批经贸人文代表团去访,商洽推动合作。多位中东欧国家政要、中东欧国家地方领导人以及17国驻华使节曾访问重庆。
重庆承办和参与了多个与中东欧国家的交流活动,多次派出文化、新闻代表团赴中东欧国家开展文艺演出和新闻采访活动。
多年来,重庆与中东欧国家的近20个市州建立友好关系,中欧班列(渝新欧)通达或辐射波兰、立陶宛、斯洛伐克、捷克、匈牙利等中东欧国家,科技、教育、文化合作也取得积极成效。
新冠肺炎疫情发生后,重庆与中东欧国家守望相助,以互赠抗疫物资,视频会议分享交流抗疫技术经验等多种方式共同抗疫;重庆首开中欧班列“中国邮政号”专列并实现稳定运行,切实发挥中欧班列(渝新欧)国际物资应急运输“绿色通道”作用,为抗疫国际合作贡献了重庆力量。
2020年,重庆与中东欧17国进出口总额约199.8亿元人民币,增长24.7%,未来各领域合作将愈加密切。
On February 5, the Fifth Local Leaders Plenary Meeting of China-CEEC was held via video conferencing. Liu Ning, deputy secretary of CPC Liaoning Committee and governor; Todorov, President of Sofia Region of Bulgaria, Lin Songtian, President of the Chinese People's Association for Friendship with Foreign Countries, Bo?idar Longin, governor of Zadar Province of Croatia; and Huo Yuzhen, special representative for cooperation between China and CEE countries of Ministry of Foreign Affairs attended and addressed the meeting. Wang Xinwei, acting mayor of Shenyang, presided over the meeting.
Chongqing sub-venue synchronized the meeting on the “cloud”. Li Bo, vice mayor of Chongqing Municipal Government, Wang Kuiwan, deputy secretary general of Chongqing Municipal Government, Zhang Yongwu, director general of Foreign Affairs Office of Chongqing Municipal People's Government, Wang Wen, deputy director general of Foreign Affairs Office of Chongqing Municipal People's Government, and heads of relevant departments and units such as Chongqing Education Commission, Chongqing Commerce Commission, Chongqing Port and Logistics Office, CCPIT Chongqing, Chongqing Academy of Social Sciences, Chongqing Branch of China Development Bank attended the meeting.
Themed upon "Join hands for the shared destiny and promote development with concerted effort", this meeting, apart from the main venue in Shenyang, Liaoning, also has set up sub-venues in 17 main CEE countries i.e. Bulgaria, Croatia, etc., 22 provinces (autonomous regions and municipalities directly under the central government) such as Beijing, Chongqing. Guests met online to deepen the "Belt and Road" exchanges and cooperation and discuss the "17 + 1" development plan.
Lin Songtian said that, under the context of global outbreak of COVID-19 in 2020, China's economic and trade cooperation with CEE countries has grown against the trend. The trade volume has registered 103.45 billion yuan, an increase of 8.4%, bringing new hope and confidence to the world. Enjoying traditional friendly relations and facing the task of shared development, China and CEE countries hope that the people of their respective countries can lead a better life. The Chinese People's Association for Friendship with Foreign Countries will continue playing its role as a bridge to assist local governments and friendly cities of China and CEE countries to carry out more people-to-people exchanges and mutually beneficial cooperation, promote two-way investment and trade, and make new and greater contributions to enhancing friendship and mutual trust between the two peoples.
Huo Yuzhen said that in April 2012, the cooperation mechanism between China and CEE countries was officially established as a cross-regional multilateral cooperation platform built by China and CEE countries based on their common willingness to meet challenges and develop together, opening up a new outlook for friendly cooperation in various fields. Over the past nine years, the cooperation mechanism has been continuously improved, bringing tangible benefits to the people of both sides. As influence and appeal of cooperation between China and CEE countries is increasingly expanding, the two sides have set up a number of cooperation platforms in various fields, and various splendid activities are being unfolded, injecting new vitality and dynamism into the continuous development of cooperation. This year marks the first year of China's 14th Five-Year Plan, China-CEEC cooperation is facing new and greater development opportunities. He hoped that parties would join hands to respond to the ardent hope of the people of various countries and push China-CEEC local cooperation to a new height with a higher level of cooperation, wider exchanges and more fruitful results.
The meeting approved the application of three member units of Jilin Province, Ningxia Hui Autonomous Region and Hubei Province to join the China-CEEC Association of Provincial Governors.
On the same day, the sixth working group meeting of the China-CEEC Association of Provincial Governors was also held via video format. Local leaders of some CEE countries, representatives of envoys of CEE countries in China and representatives of domestic provinces, autonomous regions and cities attended the meeting to renew the invaluable friendship and seek shared development.
Chongqing has established friendly relations with nearly 20 cities and states of CEE countries
CEE countries are major countries along the "Belt and Road". Chongqing is a key participant in the construction of the "17 + 1" local cooperation mechanism between China and CEE countries. Particularly since success holding of the first Local Leaders Meeting of China-CEEC in Chongqing in July 2013 and the adoption of Chongqing Initiative, the friendly exchanges between Chongqing and CEE countries have developed more substantially with positive results.
Chongqing has frequent personnel exchanges with the CEE region. Over ten batches of municipal leaders have led delegations to visit the CEE countries respectively, and dozens of economic, trade and cultural delegation have paid visits to discuss and promote cooperation. Multiple political dignitaries of CEE countries, local leaders of CEE countries and envoys from 17 countries have visited Chongqing.
Chongqing has undertaken and participated in a number of exchange activities with CEE countries, and has sent cultural and journalism missions to CEE countries for artistic performances and interview activities.
Over the years, Chongqing has established friendly relations with nearly 20 cities and states of CEE countries. The China-Europe Railway Express (Chongqing-Xinjiang-Europe) has reached or rippled to Poland, Lithuania, Slovakia, Czech Republic, Hungary and other CEE countries. The cooperation in science, technology, education and culture has also yielded positive results as well.
After COVID-19 outbreak, Chongqing and CEE countries have been assisting each other, and fighting against the pandemic by mutually giving anti-epidemic supplies and sharing anti-epidemic technologies and experiences via video conferencing; Chongqing has launched the "China Post" special train of China-Europe Railway Express, fully playing the "green corridor" role of China-Europe Railway Express (Chongqing-Xinjiang-Europe) international supplies emergency transport and contributing its strength to international anti-epidemic cooperation.
In 2020, the total import and export volume between Chongqing and 17 CEE countries totaled around 19.98 billion yuan, an increase of 24.7%. In the future, cooperation in various fields will be closer.
