中华人民共和国和埃塞俄比亚联邦民主共和国于1970年建立外交关系。50年来，双边关系稳定发展，两国高层密切交往，政治互信日益加深，经贸往来持续扩大，合作领域逐步拓宽，层次水平不断提高。特别是近年来，得益于共建“一带一路”倡议和中非合作论坛平台，两国关系步入快车道，务实合作取得丰硕成果。

The People’s Republic of China and the Federal Democratic Republic of Ethiopia established diplomatic ties in 1970.For the past half a century,China-Ethiopia bilateral relations have enjoyed steady development,witnessing close high-level exchanges,ever deepening political mutual trust and constantly expanding economic cooperation and trade.Bilateral cooperation has extended into broader areas and higher levels.Particularly in recent years,thanks to the Forum on China-Africa Cooperation and jointly advancing the Belt and Road Initiative,Sino-Ethiopian bilateral relationship has shifted into high gear,with practical cooperation yielding fruitful results.

埃塞俄比亚是“一带一路”倡议重要合作伙伴和中非产能合作先行先试示范国家。2017年，中埃关系提升为全面战略合作伙伴关系。中埃合作致力于成为中非合作和南南合作的典范。2018年9月，埃塞总理阿比赴华出席中非合作论坛北京峰会，双方签署了两国政府关于“一带一路”合作的谅解备忘录。2019年4月，阿比总理再次赴华，出席第二届“一带一路”国际合作高峰论坛，与李克强总理共同见证两国政府签署《关于共同推进“一带一路”建设的合作规划》。

Ethiopia is a key partner in the implementation of the Belt and Road Initiative,and a pilot and demonstration country in terms of China-Africa production capacity cooperation.China-Ethiopia bilateral relationship was upgraded to comprehensive strategic and cooperative partnership in 2017,aimed at setting an exemplary model of China-Africa cooperation and South-South cooperation.In September 2018,Ethiopian Prime Minister Dr.Abiy Ahmed Ali visited China to attend the Beijing Summit of the Forum on China-Africa Cooperation,during which the two governments signed a memorandum of understanding to promote cooperation under the framework of the Belt and Road Initiative.During his second visit to China in April 2019,Prime Minister Dr.Abiy attended the Second Belt and Road Forum for International Cooperation,and together with Chinese Premier Li Keqiang witnessed the signing of Cooperation Plan to Jointly Build the Belt and Road between the two governments.

在双方共同努力下，中国已成为埃塞第一大外资来源地、第一大贸易伙伴和最大工程承包方。中埃两国友好互利合作遍及埃塞经济社会发展方方面面，中国印记和中国元素随处可见，埃塞第一家工业园、第一条高速公路、第一条城市轻轨、第一条跨国电气化铁路、第一高楼以及许许多多的公路、大坝、电站、工厂等，都是两国政府和人民齐心协力、紧密合作的结晶。

Through joint efforts of both sides,China has emerged as Ethiopia’s most important source of foreign direct investment,No.1 trading partner and biggest project contractor.Friendly and mutually beneficial cooperation between the two countries spans all aspects of Ethiopia’s economic and social development,with marks of Chinese contribution seen almost everywhere.Ethiopia’s first industrial park,first expressway,first urban light rail,first fully electrified cross-border railway,tallest building as well as a range of highways,dams,power stations and factories are all the results of concerted efforts and close collaboration between the Ethiopian and Chinese governments and people.

值得一提的是，两国在抗击新冠肺炎疫情中相互支持。阿比总理两次致信习近平主席并在非洲领导人中率先与习主席通话，坚定支持中国抗疫，坚持不停飞中国航线，不限制双边人员和经贸往来，让埃塞成为中非团结抗疫的领头羊。中国向埃塞提供抗疫医疗物资、援助派遣医疗专家、提前于年内开工建设非洲疾控中心总部等。

What is worth mentioning is how China and Ethiopia stand together in mutual support in the face of the COVID-19 pandemic.Prime Minister Dr.Abiy wrote twice to Chinese President Xi Jinping and was the first leader of African countries to call President Xi after the outbreak,expressing firm solidarity with China—no restrictions on flights with China,no limitations on travel of personnel and commercial exchanges between the two countries,making Ethiopia a leading force in China-Africa cooperation against the pandemic.Amid efforts to boost Ethiopia’s capacity against the COVID-19,China has provided batches of antivirus medical supplies,dispatched a medical expert team to the country,and decided to commence the construction of Ethiopiabased Africa Centers for Disease Control and Prevention within this year.

我相信，在“一带一路”倡议和中非合作论坛的双轮驱动下，中埃友好合作将昂首迈进更加美好的新时代！

I am confident that,driven by the dual engines of the Belt and Road Initiative and the Forum on China-Africa Cooperation,China-Ethiopia friendly cooperation will march into a more promising future!

The bonds between the people of Ethiopia and China go back centuries.In the modern era,however,the formal China-Ethiopia relationship began when the two countries established diplomatic relations in 1970.At that time,Ethiopia was ruled by a traditional monarch who understood the importance and lasting value of closer diplomatic relations with the government of the People’s Republic of China despite the contrasting political philosophies of the respective governments.Since then,Ethiopia has had a military regime and is now a federal democratic system.Yet,regardless of the colour of the politics,the relationship between China and Ethiopia in the last half century has moved from strength to strength,demonstrating that the friendship is based on solid grounds of mutual economic benefits,trust,understanding and the shared value of reducing poverty and lifting the livelihood of our people through rapid development.

埃中关系始终是埃塞俄比亚外交政策的重点。我们始终珍视双方的伙伴关系。过去10年间，埃塞俄比亚致力于发展工业，推进经济结构性改革，目标是成为一个中等收入国家以及非洲领先的制造业中心。为实现这一目标，埃塞俄比亚实施了一系列的政策措施，并着力推进机构改革，成为世界发展最快的经济体之一。中国作为埃塞俄比亚的重要战略伙伴，做出了积极的贡献。

Ethiopia’s relations with China remain a critical aspect of our foreign policy and we continue to cherish our partnership.Over the last decade,Ethiopia has sought to advance its industrial development and structural transformation with a view of becoming a middle-income economy and a leading manufacturing hub in Africa.To this end,a series of policy and institutional reforms have been implemented,enabling Ethiopia to register significant progress and emerge as one of the fastest growing economies in the world.China has been a very important strategic partner in this story.

中国目前是埃塞俄比亚最大的贸易伙伴，此外，前来埃塞俄比亚投资兴业的中国企业也超过其它国家。中国提供的对外援助和优惠贷款使埃塞俄比亚能够开展贸易必需的基础设施建设，以及推进经济多元化发展。然而，埃塞俄比亚是一个资源相对匮乏的非洲国家，中国很难在这里获取支持其工业发展进程的关键原材料。双方的关系是基于共同的利益以及共赢的目标。有悖于常规认知的是，中方在埃塞俄比亚的投资中，有超过70% 集中在制造业，生产出的高附加值产品由埃塞尔比亚出口至海外。同时，中方在埃塞俄比亚的投资并非由国有企业，而是由民营企业主导。中方投资者建立了东方工业园，吸引了多家中国民营企业。

China is currently Ethiopia’s top trading partner and there are more Chinese companies investing in diverse activities in Ethiopia than from any other country.Chinese foreign aid and concessional loans have enabled Ethiopia to build the basic infrastructure that the country needs to trade and diversify its economy.And yet,Ethiopia is not a resource-rich African country with the types of raw materials that supposedly China needs to propel its industrialization process.The relationship is based on mutual benefits and a win-win arrangement for both countries.Contrary to the popular wisdom,over 70% of Chinese investment in Ethiopia is focused on manufacturing activities,producing value-added goods that Ethiopia exports internationally.Similarly,Chinese investment in Ethiopia is not led by state-owned enterprises,as often claimed,but privately-owned Chinese enterprises as illustrated by the establishment of the Eastern Industrial Zone that accommodates numerous Chinese private enterprises.

中国在埃塞俄比亚的投资覆盖多个领域，包括农业、制造业、服务业、建筑业、基础设施、物流运输、医药和电子行业。中国企业投资兴建的埃塞俄比亚—吉布提铁路大大增强了埃塞俄比亚的现代贸易物流能力。近期，中国协助埃方成功发射了第一个远程感应卫星，将两国合作提高到了新的高度。我们期待阿里巴巴集团建立的电子国际贸易平台（e-WTP)能够为埃塞俄比亚的商业发展点燃光明的未来。在我们庆祝中埃建交50周年之际，我非常高兴双方能在更加紧密合作的基础上，共同迎接下一个50年的到来。

China’s investment in Ethiopia spans across many areas,ranging from agriculture to manufacturing,services,construction,infrastructure,transport,pharmaceutical,and digital technology.The construction of Ethiopia-Djibouti railway line by Chinese companies has enabled Ethiopia to modernize its main trade corridor.Recently,Ethiopia and China elevated their cooperation to a higher-level by completing the successful launch of Ethiopia's first ever remote sensing satellite.We are also looking forward to the establishment of the electronic-World Trade Platform (e-WTP)by the Alibaba Group heralding the beginning of e-commerce in Ethiopia.As we celebrate the 50th anniversary of China-Ethiopia relations,I am glad to say that we are starting the next fifty years from a strong basis of cooperation and a closer relationship than ever before.

It is indeed a pleasure for me to forward a short message on the 50th Anniversary of the Establishment of Diplomatic Relations between China and Ethiopia.

I would also like to forward my sincere gratitude to the CCPIT -China Council for the Promotion of International Trade,and China’s Foreign Trade for the grand invitation to provide the message.

回首历史，中国和埃塞俄比亚都是古老文明的传承者。千百年来，中华文明绵延不断，历久弥新。中埃两国都奉行独立自主的外交政策，都把发展作为民族复兴的首要任务。两国在核心利益和重大关切问题上互帮互助，互相借鉴发展经验，不断探索适合本国实情的发展道路。两国的合作始终建立在平等、互尊和共赢的基础上。

As history uncovers,China and Ethiopia are both successors of ancient civilizations.With thousands of years of history,the Chinese civilization has persevered in the tradition of enriching itself.China and Ethiopia both follow an independent foreign policy and share the belief that development is the top priority for national renaissance.The two have provide mutual support on major issues concerning each other’s core interest,and have shared development ideas,learnt from each other’s experiences and explored the paths of development suitable for their respective home conditions.Indeed on the basis of the principles of equality,mutual respect and win-win cooperation.

中国致力于建立一个求同存异的繁荣非洲，而埃塞俄比亚对于其它美好的文明保持敬意。我们都倡导文明之间的对话交流，互相尊重、共同进步。

China is committed to building a prosperous Africa that values harmony in differences,where Ethiopia appreciates other forms of beauty with openness.We advocate exchanges between civilizations for mutual respect and learning.

尽管早在1970年就建立了双边外交关系，但直到2003年中埃两国全面合作伙伴关系建立以后，双边关系才实现迅速发展。埃塞俄比亚目前已成为中国在非洲的坚强伙伴，同时，中国也是埃塞俄比亚最大的贸易伙伴。

Despite their diplomatic ties since 1970,China-Ethiopia relations have only developed rapidly when they established a Comprehensive Cooperative Partnership in 2003.Ethiopia is currently China’s “robust” partner in Africa and at the same time,China is also Ethiopia’s top trading partner.

中埃两国已经建立并开展全方位的合作关系，无论是民间、商业还是政府层面。双方的经济合作关系不断发展，得益于双方拥有良好的合作基础。

China and Ethiopia have developed multi-dimensional relations,with people-to-people,business-to-business and governmentto-government and there is found to be a corner stone for the development of these economic and development relationship.

这个基础便是中国的经济发展奇迹。中国在短短的时间内跃升为世界第二大经济体，并为世界各国的发展提供了良好的典范，尤其是对于埃塞俄比亚而言。

This was made when the tremendous economic development that China has been able to achieve over a short period lifting it to the level of second largest economic power that has lent itself a model country for different countries in the globe,notably Ethiopia.

埃塞俄比亚的工商界一致认为，中国持续的经济增长进一步巩固了其在世界上的地位。

Our Ethiopian business community,hence,recognizes that China’s sustained economic growth translates into greater assertiveness of its role in the world.

在“一带一路”倡议下，基础设施项目建设已经成为合作的重要一部分，这些项目包括铁路、高速公路、港口设施和机场。中非关系的另一重点是金融贷款支持。此外，在贸易和投资合作的带动下，中埃两国在教育、健康、文化和其它领域也开展了广泛深入的合作。

Under the Belt and Road Initiative,infrastructure constructions like railways,highways,ports and airports are part of their cooperation.Financial support and loan provisions are also the priorities of China-Africa relation.The two nations are enjoying strong relation in the social fields of education,health,cultural exchanges and others which were triggered by the well-established trade and investment exchanges.

作为埃塞俄比亚民营企业代表，我非常感谢中国贸促会在增进两国长期贸易投资关系方面所做的不懈努力。

As representative of the private sector,I appreciate the role CCPIT plays in promoting the long-standing trade and investment relations between the two countries.

当前的世界经济形势显示，像埃塞俄比亚一样的许多发展中国家正在迅速融入复杂的现代世界经济体系。这些经济体需要在竞争激烈的国际环境中动态发挥优势，从而在竞争中站稳脚跟。中埃两国的外交、贸易和投资关系为埃塞俄比亚的发展贡献了重要力量。融入这样的全球经贸网络能够加倍产生效益。

The current world economic situation tells us that many developing countries like Ethiopia are emerging at an alarming rate into the complexity of the modern world economy.Since these new economies need a dynamic feature to take strong hold in the competitive global environment,diplomatic,trade and investment relations of China and Ethiopia contributes the lion share;and being part of such a grand global network creates double fold benefits.

在融入世界市场的过程中，发展中国家需要建立贸易和投资关系来支持经济社会发展。这对于当地的人民摆脱贫困，创造更好生活至关重要。

In this time of global market,developing countries need trade and investment relations to support their economic and social progress.These are the building blocks that help people escape poverty and create better lives.

因此，埃塞俄比亚商会和行业协会与中国贸促会需要继续加强合作，全力推进两国经贸投资关系迈向新台阶。

In this regard,ECCSA and CCPIT are highly expected to continue with their unprecedented efforts of promoting trade and investment between their respective countries.

此外，我想在此保证，埃塞俄比亚商会和行业协会作为本国民营企业的代言人，将始终支持中埃两国的外交、贸易和投资关系不断向纵深发展，从而更好造福两国人民。

Last but not least,I would like to assure you that the Ethiopian Chamber of Commerce and Sectorial Associations,as an umbrella private sector representative in the country,strongly encourage the existence of cemented diplomatic,trade and investment relations for the mutual benefits of China and Ethiopia.
