Nowadays,Chinese workers and constructors have been playing a major role in the world’s construction industry.CFMCC (China First Metallurgical Group Co.,Ltd.),a Hubeibased company,is a pioneer in developing the overseas construction market as well as one of the first corporations dealing in global business.The company has engaged in hundreds of projects in more than 20 countries and regions in Asia,Africa,Europe,and America,covering such fields as metallurgy,building construction,energy,construction materials,infrastructure,and steel-work.

Communicating with Mutual Respect

CFMCC is always giving priority to local public welfare,and promotes its construction with good intentions.The company maintains that the mutual understanding between the constructors and the local people is the key to its development.Therefore,CFMCC pays special attention to local customs and cultures,and gains support and respect from the locals.

Pakistan’s 300-MW Photovoltaic Power Generation Project is located in a deserted area of Punjab Province.When the Chinese workers learned that their Pakistani colleagues had no place to practice their religious activities as the only mosque in the area had been abandoned,they set up a special team to repair the mosque for Muslims to worship in.It was widely welcomed by CFMCC’s Muslim staff,the local security personnel,and the villagers.

世界各国建设大业中,从来不乏中国建设者身影。中国一冶是开拓海外市场的先行者,是中冶集团也是湖北省最早走出去的企业之一,先后在亚洲、非洲、欧洲、美洲等20 余个国家和地区承接了上百项工程,涉及冶金、房建、能源、建材、市政及基础设施、钢结构等多个领域。承建的孟加拉首都达卡市第一座立交桥——摩哈卡利立交桥、全球单体最大的巴基斯坦300兆瓦光伏发电项目、科威特866 项目、马来西亚超高层凯宾斯基酒店公寓(306 米)项目、越南全球第二大垃圾发电项目等,都是中国一冶的杰作。

这些工程都是通心工程,也是中外员工共同合作的典范,都得到所在国人民的交口称赞,功在当下,利在千秋。中国一冶用心建设,注重中外员工间心灵沟通和文化相互尊重,探索出自己的援外哲学。

彼此尊重——通心

中国一冶坚持公益先行,以善促建,认为民心通,则国家通、发展通,特别注意尊重当地民俗习惯,赢得项目当地人民的支持和敬重。

巴基斯坦300 兆瓦光伏发电项目,在旁遮普省荒芜人稀的地方,原有的一座清真寺已废弃,当地员工没有集中做礼拜的地方。得知情况后,一冶专门成立修缮组,修缮清真寺供穆斯林做礼拜,受到当地穆斯林员工、安保人员和百姓的欢迎。该公司承建的科威特新城工程,别墅多达1475 栋,共分11 个区,工程荣获中国建设工程鲁班奖,背后凝聚着来自朝鲜、巴基斯坦、希腊等8 个国家员工的共同努力。这个被称为“联合国工程队”的建筑大军能够牢牢地团结在一起,原因就是公司对大家各自习俗的尊重。期间,朝鲜员工要祭奠前国家领导人,项目部特意为他们搭建灵堂。穆斯林有沐浴习俗,公司额外打深水井,满足他们的需求。同时,公司还搭建纳凉棚,提供冷饮、中式酸梅汤等,用细节滋润员工心灵,让这支“多国部队”相互尊重、和谐相处。

2017年3月,马来西亚分公司与当地大学联合开展了一系列公益活动,为残障人士谋福利。2018年12月,柬埔寨分公司组织慰问柬埔寨中心孤儿院,给孩子们送去书包、学习用品和儿童读物。2019年11月,越南分公司会同越南志愿者,开展爱老、敬老慰问活动,为河内和朔山县等县市偏远乡村孤寡老人,打扫庭院卫生,并赠送棉被、毛巾等生活用品。2020年年初新冠肺炎疫情特殊时期,中国一冶所在8 个国家分公司和项目部组织中外员工为中国捐款捐物,以实际行动携手共建“人类命运共同体”。

CFMCC’s Kuwaiti New City Project,which covered 1475 villas in 11 respective districts,was later honored with the China Construction Engineering Luban Award,the highest reward for the construction industry in China.It was constructed by the joint efforts of employees from 8 countries including North Korea,Pakistan,and Greece,which were nicknamed the “UN Corps of Construction Workers.” Their effective and and efficient cooperation resulted from the company’s respect for the customs and culture of each person.During the period of construction,when the North Korean workers needed to mourn their late national leader,the project department built a mourning hall for them.When Muslims needed a place for Wudhu and Ghusl,the company drilled a deep well to meet their needs.Moreover,the company set up shelters,provided cold drinks (such as Chinese plum drink),and performed many other detailed works that brought the “multinational force” mutual respect and harmony.

In March of 2017,CFMCC’s branch in Malaysia held a series of public charity activities together with the local universities in order to help the disabled.In December of 2018,CFMCC’s branch in Cambodia organized an activity to visit the Cambodian Central Orphanage,sending schoolbags,school supplies and books to the children.In November of 2019,CFMCC’s branch in Vietnam and local volunteers visited the widowed elders in Hanoi and Shoshan County,helping them by cleaning up their houses and denoting daily necessities to them.In early 2020,during the COVID-19 epidemic,the branches of CFMCC in 8 countries organized both Chinese and foreign staff to donate money and materials for the regions in need,in order to jointly build a “Community with a Shared Future for Mankind.”

文化融合——暖心

世界文化在发展中互鉴,在互鉴中融合,世界各国文化和中国文化一样,是各国的宝贵财富,都有值得借鉴的内涵。让中国员工了解和学习外国文化的同时,中国一冶更重视外国员工了解中国文化,增加他们对中国企业的认可度和认同感,同时培养他们的主人翁意识。

2017年2月,公司首次邀请5位优秀外籍员工代表,来武汉参加一冶总部年度表彰大会。这是他们人生中一次宝贵经历,在总部大会接受表彰奖励,无不感到兴奋和自豪。他们第一次漫步壮丽武汉江滩,登上中国三大名楼之一的黄鹤楼,览武汉三镇美景,扼腕惊叹奔腾东逝的万里长江,满目春光,心旷神怡。他们亲历世界闻名的武汉东湖绿道,放飞共享单车,尽览“东方芝加哥”的湖光山色。游历于多元文化交融的汉街,看一场由外国专家主导的汉秀表演,他们读懂了武汉国际化发展取向,读懂了中国的文化包容。

每年春节和元宵节,留守海外的中国职工,会邀请外籍员工吃年饭、包饺子、看春晚、猜灯谜、品元宵、微信抢红包,欢聚一堂。

中国一冶是中国工业版画的摇篮和常春藤。用版画的艺术形式呈现出钢铁结构和工业力量的美,这种独特的一冶文化浸染着外籍员工。2018年1月底,4 名外籍员工代表和2 名津巴布韦实习生来武汉参观、学习中国一冶版画,他们惊叹一冶深厚的文化底蕴。

2016年,一冶海外公司首创“中外青年俱乐部”,促动青年文化相通。公司策划以“初心或匠心”为主题的英文演讲比赛,40 多名中外青年同台抒怀,畅谈成长经历和感悟,视频在马来西亚、柬埔寨、巴基斯坦、孟加拉、印度等7 个国家直播,实现了不同语言和文化互相接纳。

Heartwarming with Cultural Integration

The cultures of all countries in the world shall learn from each other in the course of their development,and cultural integration is a result of such development.Being aware that all cultures are equally valuable,CFMCC attaches great importance to helping its Chinese staff understand foreign cultures,while helping the foreign employees get familiar with Chinese culture so as to increase their commitment and loyalty and develop their sense of belonging to the company.

In February of 2017,for the first time,five representatives of outstanding foreign employees were invited to attend the annual commendation conference at the CFMCC headquarters in Wuhan.These employees said that it was a valuable experience in their lives,and that they were excited and proud to accept their awards.Later,they strolled along the beautiful river bank of Wuhan,visited the Yellow Crane Tower,one of the three most famous towers in China,enjoyed the breathtaking views in the three towns of Wuhan,and marveled at the mighty Yangtze River rushing eastward.They also visited the world-famous Wuhan East Lake Greenway,rode the bicycles,and viewed the scenes of “The Chicago of the East.” Traveling through the multicultural Han Street and watching an exceptional performance directed by foreign artists,they understood Wuhan’s international flavor and China’s spirit of cultural inclusiveness.

Every year when the Spring Festival and the Lantern Festival came,the Chinese staff would invite their foreign colleagues to celebrate the festival together by having a dinner,making dumplings,watching a Spring Gala,figuring out the lantern riddles,eating rice glue balls,and giving red envelopes.

CFMCC was the birthplace of Chinese industrial engraving art,which has been part of the company’s long-kept tradition.This unique art form presents the beauty of steel structures and industrial strength,and provides a channel for foreign employees to understand the company culture.At the end of January 2018,when four foreign employees and two Zimbabwean interns came to Wuhan to visit and study CFMCC’s industrial engraving art,they were amazed at the company’s profound cultural heritage.

In 2016,CFMCC Overseas established its first “Chinese and Foreign Youth Club” to promote cultural exchange among young people.The company planned an English speech contest with the theme of “Original Intention or Ingenuity,” when more than 40 Chinese and foreign youths expressed their viewpoints and talked about their experiences and feelings in their growth on the same stage.The contest was broadcast live in 7 countries including Malaysia,Cambodia,Pakistan,Bangladesh,and India,marking mutual integration between different cultures.

一冶印度中国智能手机制造中心项目团队,固定每天下午4 点设立“下午茶时间”,搭建中印“一绿一红”茶文化媒介。双方边喝茶、边交流,轻松谈笑中补齐短板,可谓“小饮一杯茶,助益大项目”。中国一冶建设的OPPO 印度制造中心一期工程荣获了2019年度中国建设工程鲁班奖殊荣。

中国一冶海外分公司,都注重在不同国家和不同文化之间的相互融合,以此凝聚人心,不分种族、不分信仰、不拘一格重用优秀外籍人才,公平对待中外员工。外籍员工敬佩中国一冶待人办事不搞亲疏厚薄,不拖欠薪资,荣誉分享。他们每年都会争当“优秀外籍”,这让他们拥有了更多“归属感”,激发了自己贡献才智的热忱。

利益相通——固本

项目国收益在先,承建企业获利在后,是中国一冶的工程辩证法。

“一带一路”国家建设具备两大空前红利:一是促进沿线和相关国家公共设施建设,获得经济和社会效益;二是缓解甚至有效解决长期困扰这些国家的就业压力,显著改善民生。中国一冶在创造两大“红利”方面,有独创之道——坚持不抢所在国民众饭碗。

During the construction of the OPPO India Manufacturing Center Project,workers from CFMCC had a “Tea Time” every day at 4:00 pm when green and black tea became a cultural medium of intercourse between them.While drinking tea and exchanging ideas,employees from both countries often came up with new ideas for improvement in relaxed conversations.Thus,a small cup of tea had become a big help for the project.Later,the first phase of the OPPO India Manufacturing Center Project,built by CFMCC,won the 2019 China Construction Engineering Luban Award.

All the overseas branches of CFMCC emphasize cultural integration and maintain that it is necessary to unite minds from different cultures.Regardless of race or religion,they treat Chinese and foreign employees fairly.Foreign employees appreciate the fact that CFMCC holds no prejudice,pays on time,and shares its honor with all staff members.Every year,the foreign employees strive to be “excellent foreign employees,” an honor offers them a greater “sense of belonging” and inspires their enthusiasm and creativity in their work.

Sharing Common Interests

It is CFMCC’s “engineering philosophy” that the project country’s interest goes first and CFMCC’s profit comes later.

There are two major unprecedented dividends for the countries to join the Belt and Road Initiative.First,it can promote the construction of public facilities along the route and in the countries concerned,thus achieving related economic and social benefits; second,it can alleviate or even eliminate the employment pressure which might have long worried those countries and significantly improve the living standard of the local people.CFMCC has its special way of creating these “dividends,” that is,the company insists on hiring and training the people in the host countries.

Wang Zhong,a veteran employee,recalled that when the company undertook India’s 2.2 million ton electric steel project,more than 1,600 workers were sent out from China,which stirred up doubt in India.As the project moved on,however,the company sent the Chinese staff back home in a short time,and increased the numbers of local employment.Nowadays,Indian employees account for more than 80% of all Indian projects of CFMCC,and Chinese personnel are mainly responsible for technical guidance and management.On its solar power plant project in Pakistan,the initial employment ratio of Chinese to Pakistani was only 1:4; and when the quality stabilized,the company further reduced the number of Chinese employees and hired more Pakistani workers.

老员工王忠回顾说,早先承接印度220 万吨电钢项目时,从国内派出去浩浩荡荡1600 多名工人,引起印度上下担忧。项目顺利推进后,公司迅速回撤中国员工,同时成倍扩增印度员工。如今中国一冶所有印度项目中,印度员工占80%以上,中方人员主要负责技术指导和管理等职责。巴基斯坦光伏项目,初期中巴作业人员以1:4 比例组合施工,随着质量进度稳定后,公司再调整巴方员工占比,进一步缩小中国员工人数。

政策向有特长的外籍人员倾斜。巴基斯坦人阿里在一冶巴基斯坦分公司DHA 项目部工作期间,成绩优异。2018年9月,阿里被东北林业大学机械电气工程专业录取读博,一冶保留其职位,等他学成归来。2016年5月,一冶到西安对6 个国家68 名外籍留学生面试,挑选了18 名学子到武汉总部机关实习,并最终录用9 人,大部分已到一冶境外公司工作。

中国一冶坚持“授人以渔”的理念,尽可能多培育外籍员工,把工地办成学校,让专家和技术人员结合施工经验教训,总计给近万人次外籍员工讲解、点评,上课图文并茂,通俗易懂,全面提升他们的技艺、理论与综合素质。

成人之美——精业

中国一冶推进海外项目坚持成他国之美换己之美。一冶承建的柬埔寨宏伟瑰丽的东盟国际会议中心,为该国2022年承办东盟国际会议增添国家光彩和民族荣誉感。项目设计、施工和质量成为柬埔寨之美的标杆项目,换来了承建该国昊利酒店公寓等项目。

中国一冶“不求近功,不安小就”,着眼长远规划。印尼100 万吨高碳钢冶炼、50 万吨镍铁及其2×65MW 发电烧结项目,是历史性工程,为印尼注入强大经济发展动能。正确的利义兼顾,使公司于2019年获得承建印尼维达贝工业园项目的机遇,一冶为此成立印尼区域公司,扎根发展。

一冶在印度先后执行了ISPAT烧结、冶金板块ESSAR 高炉等30多个合同,项目荣获国家优质工程银奖、中国建设工程鲁班奖等荣誉。OPPO 印度制造中心项目,成为印度工业厂房领域样板工程,为公司2018年拿下印度中电科光伏产业园一期200 兆瓦项目、印度青山钢铁60 万吨冷轧不锈钢等项目,公司在印度的长远发展奠定了坚实基础。

一冶在海外的发展离不开外脑,毛里塔尼亚的亚尔巴,柬埔寨的倪英金、黄锦珠,巴基斯坦的阿里、扎胡,印度的辛格,埃及的穆斯塔法,孟加拉的哈桑等,都是公司优秀外籍员工代表,是公司拓展新项目的纽带和桥梁。

The company’s policy favors foreign employees with special skills.Mudassar Ali,a Pakistani,has been excellent while working in CFMCC’s DHA project department in Pakistan.In September of 2018,Ali was accepted as a doctoral candidate for mechanical and electrical engineering at Northeast Forestry University (China),and CFMCC retained his position until he returned from his studies.In May of 2016,CFMCC went to Xi’an to interview 68 foreign students from 6 countries,selected 18 to intern at the Wuhan headquarter office,and eventually hired 9,most of whom now work in the company’s overseas branches.

CFMCC adheres to the concept of “teaching a man how to fish rather than just giving him fish,” and trains as many foreign employees as possible—CFMCC even turns construction sites into special schools,where experts and technicians have given lectures to a total of nearly 10,000 foreign employees based on case study and analysis of their own experience as well as mistakes they made in their construction work.As the teaching materials were well illustrated and the classes easy to understand,the foreign employees saw improvements in their skills,knowledge of theories,and overall quality.

Quality-oriented Construction

In its overseas projects,CFMCC sticks to the principle that “selfaccomplishment is based on helping the accomplishments of others.” The magnificent Cambodia ASEAN International Conference Center built by CFMCC is a good example.The Center adds glory and honor to the country,as it will be the site of the ASEAN International Conference in 2022.The design and construction quality of this project set a new standard for Cambodia’s architectural beauty,and the success of the project has earned more contracts for the company,such as the Sihanoukville Haoli Tourism Complex Apartment Building Project in Cambodia.

CFMCC does not pursue immediate interests,and nor is it contented with present achievements.On the contrary,the company focuses on longterm development.In Indonesia,CFMCC’s projects of a 1-millionton high carbon steel smelting plant,a 500,000 ton ferronickel plant,and two 65-MW power plant are all historical and classic,which will inject strong economic development into Indonesia.This proper strategy brought the company a new opportunity to undertake the construction of Indonesia Weda Bay Industrial Park in 2019.For it,the CFMCC established its Indonesian branch to guarantee the quality.

CFMCC has implemented more than 30 projects in India,such as ISPAT sintering,and ESSAR blast furnace in the metallurgical sector.These projects have won the silver award of National Quality Engineering,the China Construction Engineering Luban Award,and other honors.The OPPO India Manufacturing Center Project has become a model project in the field of industrial plants in India.The successful projects have made it possible for CFMCC to win bids for more Indian projects in 2018,including the 200-MW first-phase project of CETC PV industrial park,and the 600,000-ton cold-rolled stainless steel project of Tsingshan Group (India).A solid foundation has been laid for the company’s long-term development in India.
