AbstractWith high dependence on nature,poor continuity in output,short period of storage and low adjustability in demand,agriculture originally is highly vulnerabl. When entering a high-frequency outbreak period of global biological public security events,the original vulnerability of agriculture has been further negatively strengthened,which is indicated by the increasing uncertainty in agricultural production,consumption and trade. Thus,considering the high incidence of epidemic and its profound impact on agricultural development,it is imperative to reconstruct the thinking of agricultural development in China. The present paper holds that the economic development needs to emphasize on agricultural department and rural areas,that is transforming from urban centered economic growth to urban-rural integration of county and town centered growth. Then,agricultural development needs to attach to importance safety and stability,that is transforming from pursuing agricultural scale economy and efficiency improvement to agricultural product supply safety and production environment safety. Further,agricultural safety needs to focus on a balance of function and benefit,that is transforming the thought of promoting agricultural safety by increasing yield to promoting safety by funcional expansion.

AbstractIn order to contain COVID -19,Wuhan has been locked down since January 23,2020,leaving a profound impact on the operation of the agricultural product supply chain. The author conducted a telephone interview survey on 107 agricultural product suppliers in Wuhan during the epidemicand analyzed the impact of the epidemic situation before and after Wuhan’s lockdown on the agricultural product supply chain from business status,purchase situation,sales situation and future expectations of the merchant. The analyses lead to the following conclusions. First of all,The epidemic has a great impact on the supply chain of agricultural products in Wuhan,and the lockdown of Wuhan has exacerbated the impact. In addition,the lockdown of Wuhan has different impacts on the closure of different types of suppliers,with the greatest impact on grain and oil suppliers,followed by fruits and vegetables suppliers,and with the least impact on meat and eggs suppliers. What’s more,the lockdown of Wuhan has led to a narrowing of the purchase channels of agricultural product suppliers and their increased reliance on wholesalers. Moreover,the lockdown of Wuhan had the greatest impact on the sales of fruits,vegetables,meat,egg and milk products,and the least impact on grain and oil products. Finally,different types of suppliers have different expectations after the epidemic. Among them,meat,egg and milk suppliers choose to remain in the original industry with the highest proportion,followed by fruit and vegetable suppliers and grain and oil suppliers. Therefore,under the background of normalized epidemic prevention and control,policy suggestions are put forward to ensure the normal operation of the agricultural product supply chain,including assisting resumption of work,broadening agricultural product supply channels,strengthening the linkage between supply and demand and adjusting supplier expectations.

AbstractThe subjective status of the poor is an integral part of Xi Jinping’s important discourse about poverty alleviation. It is fundamental to fight poverty by upholding the subjective status of the poor through the whole process of poverty alleviation work and relying on the poor to win the battle against poverty. Xi Jinping’s discussion on the poor’s subjective role is derived from the creative application and development of Marx and Engels’ anti-poverty theory and materialistic historical view of the people’s subjectivity,the innovative inheritance and development of the people’s subjectivity of generations of CPC central collective leaderships,the continuous exploration and reflection of the practice of anti-poverty at the basic level,as well as the systematic summary and refinement of the experience of targeted poverty alleviation. The core viewpoints of Xi Jinping’s discourse about the subjective status of the poor on poverty alleviation,which include stimulating the subjective awareness of the poor and enhancing their confidence and determination,strengthening the subjective status of the poor and giving play to their active role of poverty alleviation and getting moderately rich,as well as improving the quality of the poor and enhancing their potential to thrive,provide a fundamental principle for the timely and comprehensive victory in the fight against poverty and the overall construction of a moderately prosperous society.

AbstractThis paper attempts to explore the role of the DLZ project in eliminating and transferring risks and improving its capabilities from the perspective of risk distribution justice and capacity justice using distribution justice as a methodology. This paper uses a quasi-experimental method to compare the differences between the experimental group and the control group in dealing with the risks. Finally,the two are unified in a theoretical sense,and a “risk-capacity coupling” strategy and framework are constructed. This framework plays a significant role in avoiding the vicious circle of poverty and achieving a virtuous circle of risk transfer and capacity enhancement. In the critical stage of Targeted Poverty Alleviation,confronting the “hardest nut to crack”,the “risk-capacity coupling” poverty alleviation strategy will become an effective approach to this difficulty.

AbstractSince the Eighteenth National Congress of the Communist Party of China,China has made the best achievements in the history of poverty alleviation,and the innovation of the poverty alleviation system plays a key role. At present,the legislation on poverty alleviation at the national level is characterized by fragmentation and multi-value integration. Therefore,in the whole process of poverty alleviation,local legislation on poverty alleviation has become important institutional support. Based on the texts of local legislation,connecting the experience of theoretical and empirical,deconstructing the ideological basis of the current local legislation,critically examining the sociality and logicality of the current legal norms for poverty alleviation,it is found that the legislation on poverty alleviation in various regions tend to be convergent,policy-oriented,and generally principle-oriented. In the future,legislation on poverty alleviation shall strengthen the protection of the rights of vulnerable groups,attach importance to regional differences and experience in the act,and promote the convergence between the legal system of poverty alleviation and other legal norms.

AbstractBased on constructing a mathematical model to study the integration of agriculture and tourism to alleviate rural poverty,and matching the CFPS micro-database and national leisure agriculture with data of rural tourism demonstration county,this paper calculates the income poverty and multi-dimensional poverty,and further adopts the Probit and Tobit,interaction effect and mediation effect included,to verify the impacts of integration of agriculture and tourism on rural poverty,the regulation of economic development levels and its intrinsic transmission mechanisms from the perspectives of income poverty and multi-dimensional poverty. The results show that the integration of agriculture and tourism can alleviate rural income poverty,but its effect on rural multi-dimensional poverty is not significant; the level of economic development is positively regulating the integration of agriculture and tourism to alleviate rural income poverty,but its regulating effect on the integration of agriculture and tourism to slow rural multi-dimensional poverty is not so obvious; rural residents’ wage level and per capita capital play an important role of transmission mechanisms to mitigate rural income poverty,but an unnoticeable role to mitigate rural multi-dimensional poverty. Therefore, while further developing the integration of agriculture and tourism, “Strategies for special situation” and “multiple measures” can effectively alleviate rural income poverty and multi-dimensional poverty.

AbstractAgricultural products from Australia are relatively competitive in international market. The Sino-Australia FTA,which has newly been taken into effect,will deeply affect China’s agricultural products processing sectors. Modifying the standard GTAP model and designing a detailed policy background based on the latest trade data and the official tariff schedule,this paper distinguished the sector of agricultural raw materials and the sector of agricultural products processing from the perspective of industray chain,to support the simulations of how this FTA would influence China in 1 year,3 years and 5 years respectively. The research found that the FTA would benefit China from the macroeconomic perspective,resulting the development of consumption,investment and trade. Most agricultural products processing sectors would benefit while most raw agricultural sectors would lose. Large amount of processed agricultural products would flood in from Australia due to the tarrif cut,which may strike the production and trade in sectors like wool,dairy products and livestock in China. Therefore,China should promote the structural upgrading,release sectoral supporting policies to improve the competitiveness of domestic agricultural processing sectors.

AbstractBased on the survey data of 2 704 households in nine provinces of China,we use logit regression model to analyze the impact of the stability of farmland property rights on farmers’ purchase of agricultural machinery services. The results show that the instability of the right in land contract significantly inhibits the farmers from purchasing agricultural machinery and promotes the purchase of agricultural machinery services. Moreover,the instability of the right in land contract has more influence on the purchase of agricultural machinery services than the land resource endowment. In addition,to meet the demand of capital technology in the production process,farmers would rather purchase agricultural machinery services than purchase agricultural machinery,because the right of management has not been effectively protected by law. The policy implications are as follows:in order to encourage farmers’ investment and develop capital,the new driving force of agricultural transformation and upgrading,we need to further stabilize the right in farmland contract and attach importance to the protection of the management right of farmland.

AbstractThrough integrating three technology adoption theory models,including TRA,TTF and TOE,this paper builds the influence factors model of the adoption of e-commerce of agricultural products,which are provided by new type of agricultural operator. SEM is utilized to examine the model according to the questionnaire data of 589 new type of agricultural operators in Hubei Province. Moreover,multi-group SEM is formulated to conduct contrastive analysis on influence factors in the adoption of e-commerce agricultural products for different types of new type of agricultural operator. The empirical results indicate that:e-commerce talents,logistic conditions,capital adequacy and policy support,have the most significant influence on the willingness of a new type of agricultural operator to adopt the e-commerce of agricultural products. E-commerce talents and policy support are critical influence factors in willingness of family farms and large and specialized agricultural family operations to adopt e-commerce of agricultural products. In comparison,farming cooperatives pay greater attention to effects and capital adequacy. It is suggested that family farms and large and specialized agricultural family operations should be encouraged a wider adoption of agricultural products e-commerce,and farming cooperatives should highlight its leading role,focusing on developing the depth of agricultural e-commerce adoption.

AbstractThis paper establishes a two-way fixed effect model,and discusses the impact and transmission mechanisms of agricultural machinery technology and Internet technology progress on rural internal trust in China based on panel data from China Family Panel Studies from 2014 to 2018. The research results show that the advancement of agricultural machinery technology and internet technology has significantly increased rural internal trust. On the one hand,agricultural machinery technology progress has weakened the production collaboration among farmers. On the other hand,it has provided opportunities for the coordination of unified mechanical farming among farmers in the same area,strengthening the limited and generalized trust in rural areas. Internet technology progress has shortened the psychological distance between rural and urban areas,breaking the seclusion of traditional villages and strengthening the generalized trust in the countryside by broadening the social interaction and social network of the villagers.

AbstractBased on the S-O-R (stimulus-organism-response) model,this paper constructs a model of relationship between brand authenticity of agricultural products and brand evangelism,and conducts an empirical test by using 433 vegetable consumers in Wuhan as samples. It is found that brand authenticity of agricultural products has a significant positive effect on brand affect and brand evangelism; “real emotion” and “assumed emotion” both have a significant positive impact on brand evangelism; “real emotion” and “assumed emotion” play a partially intermediary role in between brand authenticity of agricultural products and brand evangelism; brand sensitivity plays a negative moderating role between brand authenticity of agricultural products and “real emotion”.

AbstractThis paper studies the differential effects of agricultural price support policies on cotton futures market and spot market correlation from two aspects of spillover effect and dynamic correlation through VAR-BEKK-MVGARCH-DUMMY-T model. The results show that different price support policies have different effects on the relationship between cotton futures market and spot market. The implementation of the temporary purchase and storage policy significantly reduced the correlation degree between the cotton futures market and spot market,but the correlation between the two markets increased gradually after the implementation of the target price policy. The policy of temporary purchase and storage and target price policy have weakened the price guiding role of cotton futures market to the spot market,and reduced the transmission of price volatility between the two markets. The effect of target price policy on price guidance and volatility transmission between the cotton futures market and spot market was less than that of temporary purchase and storage policy. The policy of temporary purchase and storage reduced the correlation degree of fluctuations between the cotton futures market and spot market,but the target price policy improved the correlation degree of fluctuations between the cotton futures market and spot market. Therefore,the reform and improvement of agricultural price support policy should adhere to the direction of marketization and give full play to the function of futures market of agricultural products.

AbstractChina is a big country of producing and consuming shell eggs. Shell-egg is an important food variety in the diet of inhabitants. Research on supply chain of shell-egg products is of great significance to strengthen food safety and improve the supply chain of shell-egg products. This paper focuses on the problems such as the inconsistency of the domestic standard shell-egg products,wide price fluctuation and the unreasonable supply chain income allocation of shell-egg products. The multi-party fuzzy cooperation game model of shell egg product supply chain is constructed and an improved fuzzy Shapley value method is designed to solve the model. Then numerical calculation is carried out according to the data of the actual research and those issured by Ministry of Agriculture and Rural Affairs of the People’s Republic of China. Some good results are got. Finally,based on the model and calculation example,a series of policy recommendations are given for the development of shell egg industry,such as government should establish and improve the system to monitor the price and quality of shell-egg industry,and shell-egg industry organizations should encourage or support the development of farming.

AbstractThe rural public space is not only the space for the public activities of the peasants,but also the place for the interaction and performance of the village community and state power. Taking the zhu’s ancestral temple of S village in northwest Zhejiang as an observation object,the article trys to explore the modern transformation of the ancestral temple as a traditional rural public space and its survival and development logic. The research finds that the inhabitants are not the passive respondents in the traditional public space encountering Chinese modern revolution and political movements,but are adept at incorporating political discourse into the decoration of the traditional public space. Therefore,the legitimacy of the existence of the space is continuously restored through meaning reconstruction. Public space filled with political symbols becomes a bearing field including articulation politics and cohesive identification. It strengthens the attributes of the space’s ideological tools and reproduces the legitimacy of political power. The case shows that traditional social symbols and modern political symbols can coexist and interact positively. Traditional things should be given a modern meaning rather than being abandoned. The three-dimensional components produced in space are not completely split but organically blended. The physical form and value of space have been transformed,but the latter far exceeds the former.

AbstractThe application and popularization of mobile Internet in rural society gives birth to the transformation and upgrading of rural governance model,and also expands the public space of rural society. The case analysis shows that the WeChat group of the cadres and the masses is actually the realistic mapping of the public communication space and the public governance space in the rural society,and the interaction,convenience and transparency of the Internet expand the breadth and depth of this dual space. The virtual community created by WeChat Group provides an opportunity and platform for villagers to interact and help each other. Rural publicity reunites in “micro-communication”. Meanwhile,the “micro-self governance”,mainly characterized by the “micro-management,micro-supervision,micro-decision and micro-service”,strengthens the subjectivity of the peasants in the rural governance field. At the same time,the dual role of village cadres is also substantiated in the virtual space shaped by WeChat group,which makes the “national presence” and “rural autonomy” tangible in the space,thus strengthening the complexity of rural social public space.

AbstractVillage has the vast space for technology empowerment. Technology empowerment for village is to empower agriculture,rural area and peasant and thus the rural revitalization can be achieved. “Technology empowerment” for village is the development pattern combining internal and external forces,which achieves the transfer from the exogenous development mode of “technology-modernity” to the neo-endogenous development mode of “technology-ability”. The proposition of “technology empowerment for village” arises from the huge ability gap between city and village. Technology can improve the abilities of economy development,public service,governance and the knowledge capacity of peasants,which are the crucial variables of rural revitalization. The prerequisites of the “technology empowerment for village” are the spreading of technology to villages,the agreement of technology with village field and the feature matching of technology and village. In implementing this policy,it is of great signifcance that people should be put first,technology and humanity should be connected in village,and technology should be prevented from turning into “control” rather than “empowerment”.

AbstractThe rapid advancement of urbanization has drawn attention to how to deal with the collective income distribution rights of migrant farmers. This research conducts an empirical analysis of the effects of farmer differentiation and rural dependence on the collective income distribution rights of migrant farmers,using the 716 farmer household data collected from 3 rural reform pilot areas. The results show that farmer differentiation does not have positive effect on their willingness of withdrawal of the collective income distribution rights. And farmer groups with higher level of differentiation show greater tendency of holding their rights. With regard to other rights of rural collective members,withdrawal of land contracting right and the right to the use of curtilage shows no significant effect. However,withdrawal of these rights has significant negative effect on farmers’ pschological rural dependence,which plays a more important role than realistic dependence in the collective income distribution rights withdrawal. Therefore,patience and respect for farmers’ rural complex are as vital as the sense of urgency in guiding eligible farmers through the withdrawal of the collective income distribution rights.

AbstractBased on the micro perspective,using the data of China Family Finance Survey (CHFS) in 2015,this paper discusses whether the land registration can release the De Soto effect of farmland assets and ease rural formal credit rationing. The IV-Probit model was used to test the heterogeneous effect of the land registration on the supply-and-demand dual credit rationing,and the interactive term of land registration and farmland management scale was introduced to further investigate the scale preference characteristics. Finally,the propensity score matching method was used to verify the robustness of the results. The results show that it is hard to get the the De Soto effect of farmland property fully released via the land registration under the constraint of China’s relevant legal systems and supporting measures. The mitigation effect of land registration on the supply-based credit rationing is limited to the scale farmers who have the advantage of borrowing,which shows the characteristic of scale preference. But the land registration has a full mitigating impact on demand-based credit rationing,and this is strengthened with the expansion of the scale of agricultural land management,which also shows the characteristic of scale preference.
