From March 11th to March 12th, China National Textile and Apparel Council (CNTAC) Intellectual Property Rights (IPRs) Alliance Founding Inaugural Meeting Preparatory Session and the Textile Technological Innovation Seminar together with the CNTAC IPRs Alliance Launching Ceremony was held in Shanghai. It was reported that establishment of the CNTAC IPRs Alliance was initiated by Shanghai Textile Academy Co., Ltd. under the advocacy and support of the CNTAC. Shanghai Textile Academy Institute Co., Ltd. gathered relevant institutions of higher learning, scientific research institutes, and enterprises to make the founding of the CNTAC IPRs Alliance possible. The Alliance members cover middle-stream and downstream enterprises, scientific research institutes, and service institutions of the textile industrial chain(including cotton textile, wool textile, linen textile, silk, real silk, filament weaving, dyeing & printing, home textile, textile for industrial use, apparel, chemical fiber and textile machine), as well as social organizations. Its purpose is to integrate full-industrial-chain resources to build Chinas own textile IPRs organization with the global influence.
On the conference, the Alliances articles of associations were deliberated and passed. Shanghai Textile Academy Co., Ltd. was elected as the director member of the first Alliance; 20 members, including the CNTAC Technological Development Department, were selected as the vice-director members; 76 members were elected as the council members. Feng Li, Director of the Technological Innovation Office of the CNTAC Technological Development Department, was elected as the Secretary of the Alliance. Meanwhile, 25 experts, including academicians of the Chinese Acade-my of Engineering — Zhou Xiang, Sun Jinliang, Jiang Shicheng, and Yu Jianyong — and scientific research institutes, formed the expert committee for the Alliance, with Li Lingshen as the Committee Director and Peng Yanli as the Vice-Director.
Peng Yanli introduced the technological innovation of the industry as well as the task distribution of the Technological Planning Office, Technological Innovation Office, Technological Promotion Office, and Standards Office CNTAC Technological Development Department. She pointed out the Technology Development department would revolve around key industrial sectors and industrial development demands in innovation system and capability construction projects(including “Textile Industry Key Lab” and “Textile Technological Innovation Center”), work closely with relevant members to organize “Technological Innovation Exchange” and “Key Technology and Key Achievement Promotion Assembly,” enhance online publicity, seek partnership with the engineering advanced training classes for national textile compound talent development, and assist in key labs and technological innovation centers to expand markets, improve influence, innovation capability and capability of technological achievement commercialization.
On the Launching Ceremony, Li Linsheng pointed out that establishment of the Alliance is for the pur- pose of building a platform for exchange and innovation of intellectual property rights, giving full play to advantages of intellectual property rights, intensifying creations and applications of intellectual property rights, promoting in-depth integration between intellectual property rights and industries, and improving the proprietary innovation capability and core competence of Chinas textile industry.
Wang Huaping, Deputy Dean of the Donghua University Research Institute, gave a speech entitled “Analysis of Fiber New Material Development Trends and Patents”, and Professor Xu Weilin from Wuhan Textile University deeply analyzed “Patents and Technological Development Trends of Domestic Textile Industry”.
Zhou Xiang, proceeding from a global all-sector development perspective, pointed out a growing number of applications for intellectual property rights, and thought that establishment of the Alliance could coordinate the relationship between patent owners and users, materialize a closer combination between innovation subjects and markets, and promote in-depth integration between intellectual property rights and industries.
Yu Jianyong expressed three expectations of the Alliance — hoping the Alliance can become a platform of joint development, further strengthen original innovations, and promote technological advances of the textile industry; hoping the Alliance can act as a platform creating an atmosphere of protecting intellectual property rights; hoping the Alliance can get rid of development bottlenecks of intellectual property rights to strengthen resource sharing and development of the textile industry.
