Independent Aluminum-oriented Carbon Enterprises Whose Annual Capacity Is Less Than 100000 Tons Will Be Weeded Out In 2020

Henan is a big province major in energy raw material industry. In order to accelerate the transformation and upgrading of traditional industry and realize high-quality development in Henan, Provincial General Office successively released documents of, which indicates the first solid step for economic transformation. Aluminum is playing an important role in Henan industry system. Aluminum processing capacity ranked the top nationwide and capacity of electrolytic and aluminum oxide ranked the third nationwide in 2017. With the deepening of supply-side structural reform, Henan has raised new development plan for aluminum industry: from aluminum ingot manufacturing to aluminum material manufacturing; from primary processing to fine and deep processing; from low-end product to high-end product.

According to the requirement of Action Plan on Transformational Development of Henan Aluminum Industry, by 2020, stable annual capacity of aluminum of 2.5 million tons, stable annual capacity of aluminum processing of over 12 million tons, added value of per-ton advantageous product of over RMB 10000, having cultivated 5 aluminum processing enterprises with 10-billion-yuan-level market value, having cultivated 2-3 industrial clusters with 100-billion-yuan-level market value. Finally, the goal of Henan Province is to build itself into an internationally strong aluminum province.

According to the data by Zhongshang Carbon Research Institute, as for now, Henan annual capacity of aluminum is 3.838 million tons/year. Current capacity is 2.875 million tons/year when halted production and capacity replacement is excluded. Therefore, capacity of 275000 tons can be compressed in 2019 without adding capacity.

Not only aluminum industry scale, Henan is also a big province in aluminum-oriented carbon export. Action Plan on Transformational Development of Henan Aluminum Industry also raises requirement for aluminum-oriented carbon: By the end of 2019, eligible aluminum-oriented carbon enterprises province-wide should accomplish ultra-low emission reconstruction; to forbid the increase of aluminum-oriented carbon capacity for any reason; to eliminate independent aluminum-oriented carbon enterprises with the annual capacity of below 100000 tons and to withdraw independent carbon enterprises that don’t meet environment and safety standards.

According to Tansuo Website, there are 29 aluminum-oriented carbon enterprises in production in Henan, with total capacity of 3.258 million tons/year. Among them, 11 enterprises have a capacity less than 100000 tons/year, and their total capacity is 638000 tons/year.

Henan Province strictly follows the transformation direction of “volume reduction, chain extension, quality improvement”; it focuses on how to transform the industry into a green, high-end, cluster and top-quality one; it promotes the transformation and upgrading on the basis of technology innovation, organization innovation and policy innovation. In the future two years, aluminum industry and aluminum-oriented carbon industry will be faced with big changes. Related enterprises have to make according adjustment or they will be weeded out very soon.
