A people-centered Approach to Development
The people are the creators of history. Their contribution determines the future of our Party and our country. The peoplecentered approach is incorporated in all theories and practices of the Party and the state.
Our people-centered philosophy is key to the Partys political thinking. It is a creative application of the principle of ensuring the peoples principal status in our development theory. It is refl ected in all our economic and social development initiatives, attesting to the centrality of the wellbeing of the people on the Partys agenda.
Further reform and innovation are critical to addressing quality and efficiency concerns in our development efforts, so as to produce more quality products to satisfy the peoples growing material and cultural needs. It is essential to create an environment that encourages creativity and innovation, and helps individuals, including workers, entrepreneurs, innovators, and offi cials at all levels, realize their full potential. It is imperative to continue to strengthen and improve our basic socialist economic and distribution system, especially income redistribution mechanisms, including by rationalizing the taxation regime, strengthening social security, and increasing government transfer payments. These and other related measures aim to better ensure social equity and justice, narrow the existing income gap and more broadly and equitably share development gains.
Socialism with Chinese Characteristics Has Entered a New Era

This is what socialism with Chinese characteristics entering a new era means: The Chinese nation, which since modern times began had endured so much for so long, has achieved a tremendous transformation: It has stood up, grown rich, and is becoming strong; it has come to embrace the brilliant prospects of rejuvenation. It means that scientific socialism is full of vitality in 21st-century China, and that the banner of socialism with Chinese characteristics is now flying high and proud for all to see. It means that the path, the theory, the system, and the culture of socialism with Chinese characteristics have kept developing, blazing a new trail for developing countries to achieve modernization. This new era will be an era of building on past successes to further advance our cause, and of continuing in a new historical context to strive for the success of socialism with Chinese characteristics. It will be an era of securing a decisive victory in building a moderately prosperous society in all respects, and of moving on to all-out efforts to build a great modern socialist country. It will be an era for the Chinese people of all ethnic groups to work together and work hard to create a better life for themselves and ultimately achieve common prosperity for everyone. It will be an era for all of us, the sons and daughters of the Chinese nation, to strive with one heart to realize the Chinese Dream of national rejuvenation. It will be an era that sees China moving closer to center stage and making greater contributions to humanity.
The CPCs Mission in a New Era
The ultimate goal of the Communist Party of China (CPC) since its founding over 90 years ago has always been the realization of communism. The CPC remains fully committed to Chinas national renewal. In his report to the 19th CPC National Congress, Xi Jinping reaffi rmed the Partys mission in a new era to continue to pursue the Chinese Dream of national renewal. Such a focus is crucial for enhancing understanding among all Party members of what this mission entails and what is required of them to score a decisive victory in developing socialism with Chinese characteristics in a new era. Realizing the great Chinese Dream of national rejuvenation is no easy task. It calls for unrelenting commitment from all Party members. It requires steadfastness that responds to contemporary realities in our struggle, and in our efforts to develop the Party and advance our cause of socialism with Chinese characteristics. These efforts are mutually complementary. Our dream can become a reality only when it is pursued in tandem with other efforts.
