一个以钱塘江杭州段为轴线,以杭州市的上城、江干、西湖、滨江、萧山、富阳等6个沿江分布的主城区为核心,并向上游和下游区域延伸拓展的之江文化产业带正横空出世,未来将成为辐射带动浙江省文化产业发展的核心区域和国内外知名的文化产业集聚地。
之江文化产业带的建设规划具体是什么?又将如何在时间与空间上步步落实?后续还将推出哪些政策?6月26日,《之江文化产业带建设规划》发布暨文化产业项目签约活动在杭州艺创小镇举行,笔者前往一探究竟。
之江文化产业带,规划范围以钱塘江杭州段为轴线,以上城、江干、西湖、滨江、萧山、富阳等6个沿江分布的主城区为核心。该区域自然人文要素荟萃、文化产业基础雄厚、区位交通条件优越、创新创业氛围浓厚,集聚了一大批高水平文化教育科研机构、高端文化服务机构和文化行业领军企业,形成了一系列富有特色和核心竞争力的文化产业集群,是我省文化产业发展的前沿阵地。
根据《规划》,这里将按照“串珠式”布局模式,串联起区域内的产业基地(组团)、文化企业、文化金融机构、文化服务发展平台、文化教育艺术单位及各类文化设施,建设集文化长廊、生态长廊、旅游长廊等为一体的之江文化产业带,构建拥江发展格局。
据了解,以后将以区域内四大优势文化产业为重点,着力构建数字文化产业基地、影视產业基地、艺术创作产业基地和动漫游戏产业基地。
其中,数字文化产业方面旨在通过建设之江数字文化产业园、推进国家数字出版基地建设、打造数字传媒全国高地、创建国家音乐产业示范基地,拓展数字文化产业发展新领域;影视文化产业方面,将打造世界级影视娱乐内容创意中心、建设之江国际影视产业集聚区,并高起点谋划建设电影学院;艺术创作产业方面,将筑强国内艺术教育重地、创建全国创意设计集聚地、培育区域性艺术品交易中心、打响国际文化演艺品牌和构建世界级文化休闲旅游线路;动漫游戏产业方面,重点是实施动漫游戏产业提升专项行动、高标准推进动漫节和动漫博物馆“一节一馆”建设和加大浙产动漫国际市场开拓力度。
据悉,之江文化产业带将围绕重点发展的四大产业,近期重点实施32个重大文化产业项目,计划总投资超过1000亿元。
据介绍,《规划》将按照“五年基本建成、八年提升能级、远景繁荣可持续”的建设要求,优化文化产业布局、全面提升产业能级,把之江文化产业带建设成为我省文化产业发展的主引擎地带、全国文化产业发展的重要增长带,树立文化产业强势崛起和文化驱动产业转型的国际典范。
这一目标将分近期、中期和远期三个时间节点,实现“三步走”:
近期(2018-2022年),力争到2022年,之江文化产业带文化产业增加值达到800亿元左右,占全省文化产业增加值的比重达到13%以上;中期(2023-2025年),到2025年,增加值达到1400亿元左右,占全省比重突破15%;远景展望到2035年,区域文化产业综合实力位居国内前列,成为辐射、带动全省文化产业发展的核心区域和国内外知名的文化产业集聚地。
关于空间布局,之江文化产业带将按照“串珠成链、核心引领、节点支撑、组团发展”开发导向,总体构建“一带一核五极多组团”的空间开发格局。
“一带”,即之江文化产业带;“一核”,即之江发展核。
之江文化产业带的核心——之江发展核,包括之江转塘及紧邻的富阳银湖区块,将聚力打造高能级的数字文化产业平台,加快集聚文化产业龙头企业,大力发展数字内容、影视文化、演艺娱乐、艺术创作等产业,使之成为之江文化产业带的核心引擎和抢占全球数字文化产业发展制高点的重大平台。
杭州市西湖区相关负责人介绍,该区域将结合之江文化中心、中国美术学院、浙江音乐学院以及西湖艺创小镇、云栖小镇、龙坞茶镇等创新要素资源,重点谋划建成之江数字文化产业园。未来它将成为三大数字文化产业组团中心:全球“互联网+”数字文化产业中心、全球影视产业集聚中心和全球演艺娱乐中心。依托阿里巴巴、西湖高等研究院等企业科研机构,之江发展核将建立以“文化+科技”为特色的全省数字文化产业公共技术服务平台,并筹划建立电影学院和电子竞技产业园区。
“五极”,即滨江(白马湖)、奥体(湘湖)、上城、九乔、富春五大发展极,是之江文化产业带沿江扩展的重要支撑点和发展增长极。同时,还将整合沿江重大平台和重大项目,串点成面,围绕四大基地建设,谋划建设具有全国乃至国际影响力的11个特色文化产业组团,其中包括之江数字文化产业组团、世纪城数字音乐产业组团、之江—西溪国际影视产业组团、转塘艺创小镇产业组团、馒头山影视产业组团、白马湖—湘湖动漫游戏产业组团、之江演艺娱乐产业组团等。
建设之江文化产业带,“大好高”的项目落地是基础和关键所在。发布会现场,之江国际影视产业集聚区、世欣万豪文化创意项目、数字孪生技术暨智能制造数字设计中心、大丰数艺项目、浙江国家音乐产业基地萧山园区、春江花月夜文创街区等之江文化产业带内部分重点文化产业项目完成签约,总金额约180.5亿元。
《规划》提出的“四大支撑、三大突破”,吸引了这些“大好高”项目落地,全方位支持之江文化产业带高质量发展。
四大支撑,即《规划》提出完善文化金融、文化科技、文化人才、文化贸易四大支撑体系。其中,文化金融体系的重点是加快推进省文化产业投资集团建设,积极创建国家文化与金融合作示范区;文化科技体系的重点是着力搭建以企业为主体、产学研用联合的数字文化产业创新中心;文化人才体系的重点是着力开辟高层次文化创意人才引进的绿色通道,建设国家级文化人才培训基地;文化贸易体系则是要研究制定之江文化产业带文化出口重点企业和重点项目评价办法,争创国家级对外文化贸易基地(示范区)。
三大突破,即《規划》提出的从财政、税收、土地等政策方面力求突破,为之江文化产业带建设营造有利的政策环境。
On June 26, 2018, Hangzhou released a blueprint for the future development of the cultural industry in the six urban districts along the citys section of the Qiantang River. For more than a thousand years, Hangzhou sat side by side with the West Lake. In the 20th century, the city grew to hug the picturesque lake. Now, the city has ushered in a new era which will see more growth along the new urbanized districts along the River.
The blueprint covers the six districts of Hangzhou that hug the Hangzhou section of Qiantang River on both banks. The districts have long since been home to a galaxy of higher-education institutions, cultural enterprises, and high-end cultural service providers. They combine to function as a large part of the cultural industry. The region is considered the new frontier for the future development.
The blueprint gives top priority to the development of four special subsectors of the cultural industry: there will be a digitalized cultural industrial base, a film and television industrial base, an art and creative industrial base, and a game and animation industrial zone. The total investment into the four sectors is scheduled to top 100 billion yuan. There will be 32 key projects.
Specifically, measure will be taken to promote the development of a national digital publishing base where digital media sector will lead the nation and where the music industry will flourish. Measures will be taken to build a world-class showbiz center where film and television businesses will gravitate and measures will also be taken to set up a high-end film academy. Measures will be taken to turn an existing art education base into a national powerhouse for art education; a regional center for art transactions will be built; and a national design center will be set up; measures will be taken to highlight international showbiz brands and create a tourism itinerary for tourists focused on culture and leisure. To promote games and animation films, special projects will be carried out to update the game and animation industry, upgrade the China International Cartoon & Animation Festival which Hangzhou has hosted annually since its inception in 2005.
The blueprint also announces a timeline for the planned development: the whole industry will be essentially completed in five years and will be further boosted in eight years and will ensure a sustainable long-term growth.
The six riverside districts will have different focuses.
Take West Lake District for example. It is now home to Zhijiang Cultural Center, China Academy of Art, Zhejiang Conservatory of Music, West Lake Creative Art Town, Yunxi Town, and Dragon Valley Tea Town. The district also boasts high-tech resources such as Alibaba (the driving force behind Yunxi Town whose future lies in Alibabas cloud computing) and West Lake Institute of Advanced Studies, a research institution backed by elite educators and Alibaba. A digital service platform based in the district will provide technical support for the province-wide culture industry and serve the general public.
The blueprint provides a series of supporting policies to facilitate the designed growth. Preferential policies in land, finance, and taxation will be in place to ensure the smooth growth of the cultural industry. Measures will be taken to improve four major systems so that the industry can bring in more talents, capital, technology, and boost trade at home and abroad.
A ceremony was held on June 28, 2018 to release the blueprint. After the blueprint releasing, agreements were signed to launch six major projects with a total investment of 18.05 billion yuan.
