MIIT and MOF Jointly Issued an Document To Break the Fragmented Situation and Build A Sharing Platform for New Material Industry

Recently, Ministry of Industry and Information Technology and Ministry of Finance jointly issued the National New Material Industry Resource Sharing Platform Construction Program (“the Program”), aiming to fully improve the resource sharing service level, management level and public service supply capacity of the Chinese new material industry.

As one of the core development fields of the strategic emerging industry, new materials are the foundation of the transformation and upgrading of the entire manufacturing industry. Presently, grapheme, nanometer, superconductivity and other new materials are leading a new wave of scientific and technical revolution and industrial transformation worldwide. The new material industry is characterized by diversity, a great number of production and consumption enterprises, extensive regional distribution and complex supply-demand relationship between the upstream and downstream industry. After years’ rapid development, the industry has accumulated massive resources, but there are many urgent problems to be solved, including fragmented distribution, closed and asymmetric information, idle resources, resources waste, difficult trade circulation, inefficient value utilization and poor resources sharing.

To this end, the Program required to build a vertical professional resource sharing platform using Internet, big data and artificial intelligence and other technologies, and provide resource sharing services for aspects as technical equipment, R&D and design, manufacturing, business management, purchase and sales in an online + offline mode. According to head of Raw Material Industry Department of MIIT, the industry should take the national strategy and development requirements of new material industry as the orientation, and establish and improve the resource sharing mechanism in the new material sector, in order to promote the intelligent decision and deep optimization in terms of product design, R&D and production as well as operations management, realize the online connectivity of key instruments and facilities and service sharing, promote the collaborative innovation and improve trade efficiency.

Strengthening achievement transfer and eliminating platform construction defects

As public services as water, electricity and gas are the basic guarantee for the normal urban operation, basic services as resources integration, project matching and trade service are exactly the fountainhead for promoting the efficient operation of the resource sharing platform of the new material industry. According to the Program, based on the major requirements of the manufacturing power strategy and development requirements of the new material industry, we should strengthen the weak part of the industry chain and eliminate the defects of resources opening and sharing. The Program defined six system modules for the system resources construction of the platform, including governmental information service, industry knowledge service, instruments and facilities sharing, technical achievement transfer, supply and demand matching service and other resources service.
