Copper Industry Develops in Yingtan

For the past few years, Yingtan has been making efforts in deepening supply-side reform. With quality improvement and benefit increase as its core, with technology progress and collaborative innovation as its driving force, Yingtan has been actively improving an “eight in one” copper industry covering copper raw material, copper smelting, copper processing, copper trading, copper R&D, copper examination, copper culture and copper products. Yingtan has been constructing an industry chain and innovation chain that feature organic connection and efficient collaboration of upstream and downstream, so as to promote high-quality and intensive development of copper industry, which has significantly helped to raise its primacy ratio of “International copper center”. At present, there are 145 copper companies in total in Yingtan and the capacity of electrolytic copper is 1.3 million metric tons and copper processing capacity is over 4 million metric tons. In 2017, Yingtan’s prime operating revenue of copper industry was RMB 337.016 billion and its profit was RMB 7.155 billion, respectively accounting for 74.3%和63% of Jiangxi copper industry. The production of electrolytic copper is 1.1381 million metric tons and the production of copper material is 2.787 million metric tons, respectively accounting for 13% and 15% in China. The above numbers are indicating that Yingtan has become China’s biggest base for copper smelting and processing and the most important copper consumption region.

As a copper-driven city, for the past years, Yingtan has been unswervingly putting copper manufacturing industry in the first place by working out at high starting point “Yingtan Development Plan As An International Copper Center”, bringing about the idea of “constructing an excellent copper center, smart copper center and green copper center,” and building an comprehensively improved and internationally influential “international copper center”. Yingtan has studied and released policies such as “Opinions On Further Development of Refined Copper Industry and Accelerating The Construction of ‘International Copper Center’” and “Notice On Building A Mechanism to Vigorously Promote The Construction of ‘International Copper Center’”. Yingtan is comprehensively implementing all work to promote copper industry development via efficient mechanism and strong measures. First of all, to be further professional at copper products. In 2017, Yingtan enjoyed a spot copper trade volume of 688000 metric tons and a spot value of RMB 30.6 billion, with business covering the whole Jiangxi province and Zhenjiang, Fujian, Anhui, Hubei, Hunan, Guangdong and surrounding provinces. Yingtan has gradually been successful in connecting production and trading, futures and spot goods, thus having built an influential regional copper trade market in China.

According to the adjustment of import policies of scrap copper raw material and based on the strengths of Yingtan copper dismantling processing zone, we have been making great efforts in building domestic scrap copper collection network to recycle secondary copper raw material in multi channels, thus significantly improving regional self-sufficiency rate.

The fifth is to enhance copper R&D. We have been making great efforts to implement copper industry technology innovation ability improving engineering and have deployed innovation chain centering on industry chain. Based on present scientific research platforms, we have collaborated with Beijing General Research Institute for Nonferrous Metals to build a collaborative and innovative demonstration base integrating policies, industries, studying and research. What’s more, we have worked with Jiangxi University of Science and Technology to deepen research work in respect to key technologies and generic technologies in copper industry. Painstaking efforts have been made to establish copper industry postdoctoral scientific workstations and postdoctoral innovative practice base. In Yingtan, copper companies have been authorized with over 2000 patents, always ranking the first in this industry in China for over 10 years. In recent years, over 100 products have been categorized as above-provincial-level key new products and independent innovative products.

The sixth is to be more professional at copper smelting. We strictly follow and implement state policies and specifications and conditions with regard to copper smelting. Based on the concept of intensivism and standardization, we develop copper smelting industry in a proper way. Facing the present challenge of over capacity in primary copper processing products and shortage of high-end products, we have worked out an integral policy portfolio, namely, to foster chain supplement projects, to reduce company cost, to encourage technology innovation and to eliminate backward production capacity. Through this, supply-side reform is getting deepened. The accumulative eliminated backward production capacity from 2011 is 968000 metric tons and advanced production capacity has been introduced instead, which significantly improved copper processing technologies. We have been greatly supporting the smart reform pilot project and green plant construction of Guixi Smelting Plant, Jiangdong Group, in the hope of building a large copper smelting company that is the biggest, enjoys the lowest production cost and the highest degrees of intelligence in the world.

The seventh is to be more powerful in copper processing. We have been deeply carrying out major-project-led strategies and focusing on “introducing big and strong projects and integrating all parts”. We have also worked out related “2+5” documents on enhancing “big and strong projects introduction” and industry cluster acceleration and built 9+3 professional investment attracting teams, which put more emphasis on urgent crucial technologies and supporting complementary chains in five sub-sectors of electronic information, wire and cable, bathroom equipment, home appliances and transportation. These policies and teams have been making plans on industry investment attracting and have been actively connecting global top 500 companies, domestic top 500 companies and industrial leading companies, exerting themselves to introduce quality projects that are at the terminal of industry chain and the higher end of value chain. Chain effect of copper processing industry is getting deepened. There are 145 copper processing companies in Yingtan, with an annual capacity of 4 million metric tons. Wherein, 98 companies are above designated scale. Copper processing products are mainly for 9 major fields: electronic circuit, electric power, energy and chemical industry, transportation, mechanical metallurgy, light industry, medicine, construction and high technology. Recycling utilization of copper and copper alloy has been approved as a brand construction pilot project in national industrial cluster area. Copper alloy new material industry has been recognized not only as one of the first strategic emerging industry bases in the whole province but also one of the 20 industrial demonstration industry clusters in the whole province. Yingtan was awarded the title of “national new-type industrialized (copper industry) demonstration base”, “national copper new material industry demonstration base” and “national innovation base of reinvigorating trade by science and by new material”.

On the basis of optimized and enhanced copper industry, we further focus on higher end of the industry, put more emphasis on innovation-oriented development, steadily promote industrial structure transformation and upgrading and consolidate supporting point for innovation. We have been vigorously implementing innovation-driven “5511” engineering and technology-innovation “4 ones” engineering to strengthen innovation mechanism construction of copper industry. Great achievements have been made such as 69 above-provincial-level copper industry technology innovation platforms including 4 national-level scientific research platforms and 3 workstations for academicians and post-doctors;16 provincial-level engineering and technological research centers and enterprise technology centers,6 scientific and technological collaborative innovation institutions, 4 post-doctoral innovative practice bases; 36 high and new copper companies and 36.7% of them are above designated scale. “Yingtan Talent Program” is being implemented in a deep-going way. Yingtan is attracting and organizing high-level innovative talents via multiple means of “recruiting, introducing and training”. Now the city enjoys over 1000 science and technology talents in copper companies, including 5 academicians and more than 30 top-level talents including national-863-program chief scientists and those experts introduced via The Recruitment Program of Global Experts .

According to the “four in one” model of “government building platforms, companies working as main body, colleges and universities providing support and the whole society getting engaged”, Yingtan has carried out long term strategic partnership with BUAA, CAICT, Beijing General Research Institute for Nonferrous Metals, Jiangxi University of Science and Technology and Jiangxi Copper Group to extensively carry out collaboration involving industry, study and research, finally to co-build efficient collaborative innovation gain and industry chain. For the past three years, we have invested accumulatively RMB 7.5 billion in scientific research and have undertaken over 80 above-provincial-and-ministerial-level projects. Copper industry has been authorized with over 2000 patents, taking the lead for years in our country. In recent years, with the support of scientific research institutions, a group of key copper companies have been putting emphasis on market segmentation fields and have developed alloy IC wire bonder, CuCrZr alloy, high precision electronic copper strips, superfine tinning copper wire, FPC Microcrystalline phosphorus copper ball, ULO heat pipe and other new high performance copper materials. Relying on so much achievements, many companies have grown into “Singles Champion” with strong competitiveness. Highly processing and deep processing of copper accounts for over 43% in Yingtan, 27 percentage points higher than the end of “12th Five-Year Plan”.

To cultivate strategic growth point. At present, Yingtan has 25 smart workshops and has applied over 240 sets of smart equipment including industrial robots, high-end CNC machines and automatic product line. Companies such as Jiangtong Guixi Smelting plant, Jiangnan Copper Company, Kaishun Technology, Guangxin New Material have been selected as national and provincial-level smart manufacturing pilot demonstration. Guixi Smelting Plant, following the step-by-step construction idea of smart product line, digital workshop and smart plant, is gradually constructing world class advanced smart manufacturing plant. Kaishun Technology creates the model of “Internet + IoT + Smart equipment” to carry out smart transformation of copper processing equipment. It also established remote equipment operating and running cloud platform, which indicates it has grown into a equipment platform service provider from traditional machine manufacturer. Its IoT-based global smart control platform of copper and aluminum processing industry won the second place of 2017 Maker China Mobile IoT Innovation and Entrepreneurship Contest.
