Hunan Province Set the Tone of Non-ferrous Industry

To further promote the structural reform of the non-ferrous metal industry supply side, to speed up the development of non-ferrous metal industry in Hunan Province and to achieve the target of “700 billion yuan revenue in non-ferrous metal industry by 2020”, the following policies and measures are developed:

1. Speed up the elimination of backward production capacity. Strictly implement laws and regulations and industrial policies on environmental protection, energy consumption, quality and safety, etc. and shut down those capacities that cannot meet the requirements. Immediately shut down and exit from those processes, technologies and equipment to be eliminated as specified in the NDRC Guidance on Industrial Structure Adjustment (2011) (revised). Take strict control over new capacity projects to aluminum and other excess products.

2. Encourage merger and reorganization. Support the merger and reorganization in non-ferrous metals industry and encourage combination of competitive enterprises. During 2017-2020, Hunan Province will give priority support with special funds to those projects of non-ferrous metal businesses that complete merger and reorganization according to policy.

3. Promote the intensive development of industrial clusters. Guide enterprises of non-ferrous metal industry to gather towards professional parks, and actively adjust and optimize the layout of non-ferrous metal smelting enterprises. Encourage transformation and conversion of enterprises that do not conform to the urban development plan and do not have the relocation value and conditions. Those converted to productive services or industries encouraged by the state are entitled to use the land per the original use and land rights; those enterprises provided with the relocation conditions are encouraged to retrieve to a park area or move after environmental renovation.

4. Support the development of characteristic park area. Accelerate the development of Changzhutan Nonferrous Metal Deep Processing Industrial Park, Yongxing and Miluo Renewable Resources Industrial Bases, Changde Chuanyuan Regeneration Industrial Park and Anhua Gaoming Circular Economy Industrial Park, and promote the recycling of historical mining waste rock, mineral tailings and smelting waste residue in areas such as Qingshuitang, Zhuzhou, Shuikou Mountain, Hengyang, 36 Bay, Chenzhou, Tin Mountain, Loudi, etc., extend the renewable metal recycling industry chain and accelerate the development of recycling industry.

5. Enhance the level of industrial development. Vigorously develop large-size titanium and titanium alloy castings and their tapes, precision electronic copper, high-performance aluminum foil, ultra-high purity rare metals and targets, high-performance power battery materials, high-performance rare earth functional materials, high-end carbide cutting tools, passenger car aluminum alloy plate, building aluminum formwork, zinc-based strip hot-dip alloy, lead-based battery grid alloy and other key base materials to enhance the level of intensive processing. Provincial-level special funds are granted to those compliant non-ferrous metal deep processing projects.

6. Promote technological innovation. Deploy an innovation chain around the industrial chain, promote the establishment of enterprise-led collaborative innovation system, give full play to the role of existing technology innovation platform, strengthen the R&D of industry key common technology, and promote the conversion of major technological innovations.

7. Increase financial support. Support emerging industry investment funds in Hunan and set up new materials industry sub-funds, stick to market-oriented operation, and guide social funds and financial capital to support non-ferrous metal new material industry development. Implement a financial policy with support and control, guide financial institutions to strengthen credit support for the non-ferrous metal industry, and give priority to those backbone enterprises conforming to industrial and environmental standards, showing continued compliance to safety production, with good market prospects and operating efficiency. Support qualified non-ferrous metal enterprises to carry out multi-channel financing through restructuring and listing, issuing bonds, introducing strategic investors, etc.

8. Increase project introduction. Actively introduce the central enterprises and multinational companies to Hunan Province to set up non-ferrous metal headquarters; implement the One Project One Discussion support policy for those non-ferrous metal industry intensive processing projects with an investment of more than 500 million yuan and in line with industrial policy.

9. Reduce business costs. Strictly implement Hunan Province’s requirements of reducing the electricity prices of heavy industry and supporting the development of real economy. Support qualified non-ferrous metal enterprises to sign a long-term direct trade contract with power generation enterprise and strive to reduce the electricity prices of heavy industry.

10. Strengthen industrial services. Organize sharing meetings within non-ferrous metal industry, and enhance the docking of demands between the non-ferrous metal industry and new energy vehicles, rail transportation, aerospace, ship and marine engineering, new-generation information and technology and other areas.

11. Strengthen organization and leadership. Establish a joint meeting system joined by non-ferrous metal industry supply side structural reform departments in Hunan, led by Hunan Commission of Economy and Information Technology; co-ordinate the major issues of non-ferrous metal industry development within the province. Members of the joint meeting system shall strengthen coordination to ensure that relevant policies are implemented in time. Relevant municipal and prefectural government shall establish a leadership and coordination mechanism, define the functional units and see to proper communication.
