The ‘Development Plan of National Strategic Emerging Industries Promotes Breakthrough Development of High-end Equipment and New Material Industry
The State Council recently printed and distributed the Notice on the ‘Development Plan of National Strategic Emerging Industries for the “Thirteenth Five Year Plan”’ (The Plan), which made overall deployment and arrangement for development target, key tasks, and policy measures of China’s strategic emerging industries during the “Thirteenth Five Year Plan” period. The Plan pointed out that, it is necessary to promote breakthrough development of high-end equipment and new material industry, guide new leap forward of China’s manufacture industry. Conforming to the intelligent, eco-friendly, service-oriented, globalized development trends in the manufacture industry, revolving around the implementation of “Made in China 2025” strategy, it is necessary to quicken the pace to make breakthroughs in key technologies and core components, propel engineering application and industrialization of key equipment and systems, promote coordinated development of industrial chains. By 2020, strive to ensure output value of high-end equipment and new material industry to top 12 trillion yuan.
The Plan pointed out that, it is required to create additive manufacturing (AM) industrial chain. Make breakthroughs in AM dedicated materials including titanium alloy, high strength alloy steel, high temperature alloy, high temperature resistant and high strength engineering plastics etc. Vigorously propel technology application for AM in air and space, medical equipment, transport equipment, cultural creativity, and individualized manufacture fields, quicken the pace to develop AM service industry. In process manufacture fields such as petroleum and chemical, iron and steel, nonferrous metals, building material, textile, food, and pharmaceutics, carry out integrated innovation and application demonstration of Smart Factory, improve enterprises’ intelligent standard in resource allocation, process optimization, and process control aspects.
Fulfill new breakthroughs in air transport industry. Improve independent manufacture standard of aerospace material and basic components, grasp processing manufacture core technology for aluminum lithium alloy, compound material etc. By 2020, airworthiness certification and delivery of civilian large passenger aircraft, and new branch aircraft should be completed, research and development of aero-engine should make key breakthroughs, industrial support and demonstration operation system should basically be established.
Reinforce leading position of railway transport equipment. Propel railway transport equipment industry to develop toward intelligent, eco-friendly, light weight, serial, standardized, and platform-based trends, accelerate the application of new technologies, new processes, and new materials, research and develop advanced and reliable serial products, improve relevant technology standard system, construct modern railway transport equipment industry innovation system, create whole industrial chain deployment covering trunk railway, intercity railway, citywide (suburban) railway, and urban railway transport.
The Plan pointed out that, it is required to improve new material basic support ability, by 2020, strive to enable several new material varieties to enter global supply chain, self supply rate of major key materials must reach 70% above, initially accomplish strategic transformation to change China from a big country of materials to a material power.
Propel quality improvement and efficiency increase in new material industry. Catering to development needs of air and space, railway transport, electric and electronic, and new energy vehicle industries, expand large-scale application scope of high strength light alloy, high performance fiber, special special alloy, advanced inorganic non-metal material, high quality special steel, new display material, power battery material, green printing material etc, progressively enter global high-end manufacture industry purchase system. Propel advantageous new material enterprises to “Walk out”, strengthen collaboration in supply chain with domestic and overseas well-known high-end manufacture enterprises, carry out all-round cooperation in R&D design, production and trade, standard compilation aspects. Establish new material technology maturity evaluation system, study to establish insurance compensation mechanism for first-batch application of new materials. Organize new material performance test and evaluation center. Refine and improve statistical classification for new material products.
Guided by application, construct new material standard system. Revolving around the needs of new generation information technology, high-end equipment manufacture, energy conservation and environmental protection industries, strengthen connection and docking between new material product standards and design norms of downstream industries, quicken the pace to compile key new material standards, propel the amendment of old and out-dated standards, reinforce popularization and application of existing standards, strengthen early-stage research of frontline new material standards, deploy a batch of core standards in advance. Speed up the globalization progress of new material standard system, promote domestic standards to transform toward international standards.
Promote sustainable development of featured resource new materials. Propel high quality utilization of featured resources such as rare earth, tungsten & molybdenum, vanadium & titanium, lithium, graphite etc, strengthen R&D in special process and technology, propel balanced utilization of intergrowth and associated ore resource, support establishment of recycling utilization base for specialized featured resource new materials, and manufacture base for mineral functional materials. At stages of featured resource new material exploitation, smelting and separation, and deep processing, promote and apply intelligent, green production equipment and processes. Develop new materials such as marine organism sourced medical tissue engineering material, bio environment material etc.
Make breakthroughs in graphene’s industrialized application technology, expand application scope of nano material in photoelectronic, new energy, bio-pharmaceutics fields, develop intelligent materials, bionic materials, meta materials, low cost AM materials and new super conducting materials, intensify efforts to develop materials needed by extreme environment such as air and space, deep sea, deep earth etc.
Strengthen the docking between new green building material standards and public building energy conservation standards, quicken the pace to compile standards of gear steel for railway transport equipment, carbon / carbon compound structural materials for air and space industry, high temperature alloy, special glass, improve supporting standards of functional film materials for energy conservation and environmental protection use, marine corrosion resistance materials, properly prepare deployment of standards for AM materials, rare earth functional materials, and graphene materials, promote quality enhancement of new material products. Strengthen upstream & downstream collaboration and cooperation in new material industry, carry out pilot demonstration of collaborative application in space aluminum products, carbon fiber compound materials, steel for nuclear power fields, and construct platform for collaborative application.
