重庆市召开外国驻渝总领事馆座谈会十国驻渝总领事:重庆越来越国际化了

“近年来重庆的快速发展令人惊讶,基础建设方面尤其迅速,重庆人民的生活越来越好,渝新欧铁路的开通也为当地带来更多的合作机会,保税港的设立为国际进出口贸易提供了平台,重庆变得越来越国际化,外国驻渝总领事馆也越来越多,我们也希望积极参与到重庆的建设中来。”9月26日,重庆市召开外国驻渝总领事馆座谈会,匈牙利驻渝总领事海博在会上首先发言,对重庆的发展提出了自己的意见和建议。
来自加拿大、日本、英国、丹麦、柬埔寨、菲律宾、匈牙利、埃塞俄比亚、荷兰、意大利等10个国家驻渝总领事馆负责人及代表就促进双方发展、进一步加深合作等主题畅所欲言。
副市长刘强、市政府副秘书长艾扬、市政府外侨办主任朱晞颜等参加了座谈会。
海博说,2014年是中华人民共和国建国65周年,匈牙利作为第一批与中国建交的国家之一,今年也是两国建交65周年纪念日。在他的4年任期里,见证了匈牙利与重庆在物流、环保、食品加工等方面的合作,如今双方在汽车摩托车技术研发等方面已有具体的合作项目。
但同时他也提到,重庆作为中国西南地区的经济中心,在国外的宣传力度还有所欠缺,建议重庆应加强宣传,建立交流平台,例如在国外设立重庆代表处,多多推广重庆,也可以帮助当地政府了解重庆,他认为,在欧洲建立一个关于重庆的区域性平台是有必要的。“匈牙利愿与重庆在各个领域展开交流,希望能在重庆建立一个欧洲中小企业的孵化园,为欧洲企业建立一个长期服务贸易平台,为双方带来更多益处。”海博说。
除了在城市发展上给出了有力的建议,海博还提出,为了吸引更多的外籍人才来到重庆,希望能建立更多的国际学校和更完善的医疗服务,这对长期居住在重庆的外国人来说将是一个极大的便利,也是吸引投资的方式之一。
刚来重庆工作一年的丹麦驻渝总领事安雅也表达了来到这座生机勃勃的城市的兴奋之情,她也表示,中国与丹麦的外交联系一直以来都非常强。今年下半年领事馆将与重庆市教委在学前教育上进行会谈,签订一系列谅解备忘录,并与企业、机构等展开合作,推进两地教育往来。她还透露,将和九龙坡区一所幼儿园进行洽谈合作。“也许因为我是一名女性,所以在幼儿学前教育这一领域比较重视。当然我们也会在环境保护上开展合作,比如污水处理、土地修复等。”安雅说,丹麦在养殖加工方面一直有很良好的技术,如今也正将这些技术引入重庆,并与荣昌县在生猪育种方面展开合作。
“春秋航空今年开通了重庆至大阪的直航,更加方便了两国人员往来。”日本驻渝总领事光冈英行则提出,重庆与日本的经贸交流正处在快速增长的阶段,目前在渝的日资企业已达140家。政府的支持配合,以及两国的友城交流,也是两国关系的重要组成部分。“我们应继续加强地方间交流,并希望能在明年初开通重庆至东京的直航。”光冈英行认为,重庆有非常好的旅游资源,拥有许多国家级5A景区,像武隆、四面山、黑山谷都有很美丽的景色。重庆还有优质的温泉,而日本人民却对这座城市知之甚少,希望两地政府与民众能共同努力,多多宣传重庆,吸引更多的日本人民来重庆观光。
刚从成都回来就直接来参加座谈会的加拿大驻渝总领事欧阳飞也积极发言,表示对刚刚结束不久的重庆市长经济顾问团年会印象深刻。他表示,重庆与加拿大之间的交流一向活跃,加拿大的冰酒在重庆一直深受欢迎,重庆企业“走出去”也已成为一种趋势,希望双方在绿色建筑、农业产品等加强合作。“今年底,加拿大安大略省将在渝设立办事处,多伦多与重庆也是姐妹城市,我们希望重庆也能在加拿大设立办事处,促进双方经贸交流。”
意大利驻渝总领事馆领事随员德拉萨拉发言,表示为了提升重庆这座城市品牌,应该从其地理、历史、文化等方面加以强调,这些都是重庆独一无二的特色。意大利也期望与重庆在经济、科学、文化等领域展开合作,同时也积极在重庆举办更多活动来共同服务重庆的国际化发展需求。“除了在重庆建立更多的国际学校,重庆还应该推动除英语以外的外国语言,增强人们的国际化程度,提升重庆文化品位和人民的文化开放程度,我们也会从意大利带来更多的古典、爵士等音乐演出,让重庆的人民精神生活更丰富。我们也希望重庆可以多多举办一些盛事来吸引更多的意大利人民来此旅游。”德拉萨拉兴致勃勃地讲道。
菲律宾驻重庆代理总领事苏子说,重庆一直在努力发展成为一座智慧城市,菲律宾也与重庆在机械、矿业等方面开展合作。苏子还得意地表示,自己很喜欢重庆的解放碑,为此还给自己的女儿取了一个中文名叫“苏解放”,以表达对重庆的喜爱。
此后,英国驻重庆总领事馆双边关系领事罗逸城也用一口流利的中文发表了自己的看法,表示支持在重庆建立欧洲中小企业服务区的建议;柬埔寨驻重庆代理总领事娄西伦、埃塞俄比亚驻重庆总领事吉尔马·泰莫斯艮也陆续发言,表示将与重庆在未来展开更多的合作。
Government Held Talks with Foreign Consulates-General in Chongqing Consular of fi cers of ten countries in Chongqing: Chongqing is becoming more and more international

On September 26, Chongqing government held talks with foreign Consulate-General in Chongqing. Representatives of 10 countries of the Consulates General in Chongqing, such as Canada, Japan, the United Kingdom, Denmark, Cambodia, the Philippines, Hungary, Ethiopia, the Netherlands, and Italy put forward their views and suggestions on the development of Chongqing, promoting mutual development and deepening cooperation.
Vice Mayor of Chongqing Mr.Liu Qiang, Deputy Secretary-General of Chongqing Government Mr. Ai Yang, Director of Chongqing Foreign and Overseas Chinese Affairs Of fi ce Mr. Zhu Xiyan attended the meeting.
Consul General of Hungary in Chongqing, Mr. Hajba Tamos said, 2014 is the 65th anniversary of Hungary as one of the fi rst country establishing diplomatic tie with China. During his 4-year stay he witnessed cooperation between Hungary and Chongqing in logistics, environmental protection, food processing and other aspects, right now there has been a long-term cooperation project for both sides in car and motorcycle technology research and development.
But he also mentioned that as an economic center in Southwest China, Chongqing lacks of publicity abroad,he recommended that Chongqing should promote itself more, setting up a communication platform, such as establishing a Chongqing representative of fi ce abroad, which can also help local governments understand Chongqing.In his view, it is necessary to establish a regional platform about Chongqing in Europe.“Hungary is willing to interact with Chongqing in all fi elds, hoping to build an incubator for small and medium European enterprises in Chongqing, building a trading platform for long-term services for European companies in order to bring more bene fi ts to both sides.”Hajba said.
Besides the advice on urban development, Hajba also suggested that in order to attract more foreign talent to Chongqing, Chongqing should build more international schools and better health care services for foreigners residing permanently in Chongqing, which would be a great convenience and also a way of attracting foreign investment.
Anja Villefrance,the Consul General of Denmark in Chongqing, who has just been worked in Chongqing for one year expressed her excitement of this vibrant city.She also said that the foreign relations between China and Denmark has always been very strong. The consulate will have talks with Chongqing Board of education on pre-primary education in the second half of this year and signed a series of memorandums and cooperation with enterprises, institutions, promoting educational exchanges between the two sides. She also disclosed that they are discussing cooperation with a kindergarten in Jiulongpo District. “Maybe it's because I'm a woman, so I care more in the field of pre-school education, of course we are also working together on environmental protection, such as waste water treatment, soil remediation and so on.” Anja said, Denmark has very good technology in farming and processing, it’s now being introduced to Chongqing and they started co-operation with Rongchang Country in breeding pigs
"The Spring Airlines launched direct fl ight from Chongqing to Osaka this year, which made the communication easier for people of the two countries.”The Consul General of Japan in Chongqing,Mr. Mitsuoka Hideyuki said, the economic trade exchanges between Chongqing and Japan are in a fast-growing momentum, there are 140 Japanese-funded enterprises in Chongqing now. Government support, as well as sister city Exchange, is also an important part of bilateral relations.“We should continue to strengthen the local exchange, and hopefully open direct flight from Chongqing to Tokyo early next year.” Mr.Hideyuki thinks Chongqing has very good tourism resources, many scenic spots of national level of 5A are in Chongqing, like Wulong, Simian mountain, and black mountain Valley all have beautiful views, also good quality of Spas, but Japanese people know less about it, he hopes the government and people of two sides make great efforts to promote Chongqing and attract more Japanese people to travel here.
The Canadian Consul General in Chongqing, Mr. Philippe Rheault who just back from Chengdu to directly take part in this meeting and spoke positively that the annual meeting of the Chongqing Mayors International Economic Advisory Council was impressive, exchanges between Chongqing and Canada has been active. and the Canadian ice wine has been popular in Chongqing, Chongqing enterprises "going out" has become a trend, and he hoped that the two sides will strengthen cooperation on green building, agriculture products and others. “Canada will set up an Ontario of fi ce in Chongqing end of this year, we hope that Chongqing can set up an of fi ce in Canada to promote bilateral economic and trade exchanges since Chongqing and Toronto are sister cities.”
Mr.Robert Della Sala, the Consular Attaché of Consulate General of Italy in Chongqing said, in order to enhance the city brand, Chongqing should promote its geography, history and culture of which are unique features. Italy also expects to expand cooperation in economy, science, culture and other fields with Chongqing, as well as actively organizing more activities in Chongqing to serve the needs of international development of Chongqing. “In addition to build more international schools in Chongqing, it should also promote other foreign languages besides English to increases the level of internationalization and promote the taste and cultural openness of Chongqing people. we’d like to bring more classical music, jazz and other music performances to enrich Chongqing people's spiritual life. We also hope that Chongqing can attract more Italian people here by hosting more events.”
Mr. Neov Sinoeun, the Deputy Consul-General of Cambodia Consulate General in Chongqing said, Chongqing has been trying to become a smart city; Cambodia also has cooperation with Chongqing in machinery, mining and so on. He hopes that Phnom Penh in Cambodia can establish a sister city relationship with Chongqing, promoting economic development and cultural exchanges between the people of the two places. Mr. Sinoeun said exultingly that he loves the Jiefangbei in Chongqing; he even got his daughter a Chinese name called "Lou Jiefang" as an expression of love for Chongqing.
Meanwhile, the Vice Consul of Consulate General of Philippines in Chongqing, Mr. Duke A. Villanueva, Consul-General of Ethiopia in Chongqing, Mr. Girma Temesgen also addressed in turn, hoping to start more cooperation with Chongqing in the future.
