历史研究推动中英关系发展“英国驻重庆使领馆变迁研究成果汇报暨二战时期中英关系研讨会”举行

2014年3月13日,“英国驻重庆使领馆变迁研究成果汇报暨二战时期中英关系研讨会”在重庆市外侨办举行。此次研讨会由英国文化协会和重庆市外侨办共同主办。来自英国驻重庆总领事馆、重庆市外侨办、重庆与世界杂志社以及四川外国语大学国际关系学院等单位的近70位代表参加了本次研讨会。
英国驻重庆总领事馆领事米博娜、四川外国语大学副校长乐勇、四川外国语大学国际关系学院院长肖肃等出席开幕式并致辞。
米博娜表示,中国与英国的联系最早始于18世纪末,英国在重庆设立领事馆,这是外国在重庆设立的第一个领事机构,两国地区的人民在科学、文化等领域展开了交往,也经历了诸多变迁,也正因为领事馆的设立,让更多的英国人来到中国内陆地区,了解重庆。在中国最受爱戴和尊敬的外国科学家之一—李约瑟博士也广为人知。
来自四川外国语大学国际关系学院的四位专家分别就其研究的中英交往时间段做了精彩的陈述。宋国华副院长指出,19世纪晚期,英国为巩固其在中国的优势地位,重点发展和巩固了其在长江流域的势力范围。英国驻重庆总领事馆的设立,对重庆乃至西南地区的对外开放和近代化进程产生了巨大的影响。
接着,陈广猛副教授指出,二战时期,随着国际形势的发展,中英关系和英国驻渝使领馆都经历了较大变化。太平洋战争的爆发使得英国对华政策出现重要转变,英国成为了中国反法西斯统一战线的盟友。英国驻华大使馆于1937年随国民政府撤离南京,最终迁往重庆。
谌华侨副教授提到,新中国成立后,因受外部环境的影响,英国陆续撤关停多处在华使领馆,重庆与英国的官方联系逐步中断。直到1993年英国莱斯特市与重庆市结为友好城市,重庆与英国的联系才重新开始日益密切。
朱天祥副教授指出,在2000年3月1日,英国在重庆设立新的总领事馆,总领馆先后在五位总领事的带领下,为促进英国与重庆之间各层次交往与各领域合作做出了突出贡献。“通过对英国驻渝使领馆变迁历史的研究,必将有助于英国与重庆的友好合作关系,促进未来中英关系的顺利发展。”
此次研讨会上,来自英国的作家艾玛(Emma Oxford)女士也追寻着父母的足迹,来到重庆,介绍了她的小说《至少我们活了下来》,并通过讲述书中她父母的亲身经历,反映了二战期间重庆与英国的特殊关系。
英国领事馆在重庆的变迁历史是中英关系史上的重要资源,对重庆的外事工作与领事工作有着深刻的影响,对加强发展重庆与英国的关系很有意义。开展这样的研讨会,对重庆“走出去”也产生了积极作用,拉近了重庆与英国之间的关系,吸引双方注意,为未来双方在人文、经贸等各方面联系打下基础。
据了解,2015年是世界反法西斯战争胜利及中国人民抗日战争胜利70周年。二战期间,中英两国是反法西斯统一战线的盟友。研讨会的召开,对这段特殊历史时期的回顾和研究,必将有利于两国友好关系的长远发展。
Historical Study on Promoting the Development of Sino-British Relations
Workshop on the changes of British consulate and embassy in Chongqing & China-UK relationship during WWⅡwas held on March13th.This workshop was co-sponsored by British Council and Chongqing Foerign and Overseas Chinese Affairs Office.70 representatives who are from British Consulate General, Chongqing Foerign and Overseas Chinese Affairs Of fi ce,the World and Chognqing magazine,Sichuan International Studies University Institute of international relations participated in the workshop.
Paula Mary Middleton, the British Consul said, the relationship between China and the United Kingdom fi rstly started in the late18th century,UK established consulate in Chongqing, which is the first foreign country established consulate in Chongqing.People from the two countries started communication in the fi elds of science and culture, and have gone through many changes. Many British people came to the inland China, and understand Chongqing because of the establishment of consulate. Such as Dr.Joseph Needham,who is widely known as the most revered and respected foreign scientist in China.
Four experts from Sichuan International Studies University Institute of international relations made wonderful statements at the workshop.
The author from United Kingdom Emma Oxford also followed the footsteps of her parents to Chongqing to introduce about her novel, At Least We Lived, which reflected the special relationship between Chongqing and UK during the war by telling her parents' personal experiences in this book.
The changing history of British Consulate in Chongqing is an important resource in the history of Sino-British relations,it has a profound impact on Chongqing foreign affairs and consular work and strengthening development of relationship between Chongqing and UK.This workshop has a positive effect on Chongqing to ”go out",linking relationship between Chongqing and UK, attract attention, lay the foundation in the humanities, economic and trade in the future.
It is understood that2015 is the70 years’victory of the world anti-fascist war and the Chinese people's victory.During the second world war, both China and Britain were allies in the United Front against fascism.this workshop to review and study the particular historical period will be conducive to the long-term development of friendly relations between the two countries.
