“这是我第四次来重庆,第一次是1986年,这次来发现重庆的变化太大了!”新任加拿大驻华大使赵朴用流利的中文对记者说。12月3日,加拿大驻重庆总领馆举办“加在西南十五周年”、加拿大在中国西南地区成立领馆15周年庆祝会,会上赵朴为重庆发展建设的速度感到吃惊。

据了解,加拿大驻重庆领事馆成立于1997年,这也是重庆第一个外国领事馆。今年2月,加拿大总理哈珀访渝,宣布将加拿大驻重庆领事馆升级为总领馆,以拓展加拿大企业对重庆的出口。
为庆祝加拿大驻重庆总领馆成立15周年,上月才刚刚上任的加拿大新任驻华大使赵朴特别从北京赶到了重庆出席这次的庆祝酒会。在谈到对重庆的印象时,他提到最早是在1986年,随多伦多代表团来渝考察,上一次是1999年,带着家人到重庆乘船游览三峡。谈到重庆这些年的发展变化,赵朴风趣地说:“以前来重庆,解放碑的那块碑就是最高的建筑了,现在已经成了这座城市最矮的建筑了,除了长江没变,其他都变得我认不出了”。
回顾加拿大在重庆设立领事馆的15个年头,赵朴表示,重庆在1997年成为中国第四个中央直辖市,加拿大在同年率先在重庆设立领事机构,表明加拿大始终看好包括重庆在内的中国西部地区的发展潜力。15年来,加拿大驻重庆总领馆与重庆这个中国最年轻直辖市共同成长,一起往前走,共同见证重庆的发展和加拿大领事馆的升级;两地在经贸、人文、社会等多方面交流合作不断加深。在未来的发展中,他希望两地能进一步深化各方面的交流合作,寻找更多契合点,共同发展。
今年2月,加拿大总理哈珀访问重庆期间,中加双方签订了租借大熊猫的有关协议。按照双方协议,重庆动物园的大熊猫“二顺”和四川成都大熊猫繁育研究基地的一只大熊猫将被租借到加拿大,两只大熊猫将先后分别在加拿大多伦多动物园和卡尔加里动物园各安家五年,中加有关方面还将开展合作,共同保护和繁育大熊猫。这也是上世纪80年代后,第一次去加拿大的大熊猫。赵朴也透露,预计在明年3月或4月,这只可爱的大熊猫就可以到加拿大做客了。
加拿大驻重庆总领事馆总领事欧阳飞也在活动现场接受了记者采访。他说,1997年,加拿大就在重庆设立了领事馆,这充分说明了加拿大政府对重庆、对西南地区的重视和关注。“加拿大政府一直都看好重庆的发展潜力,并愿意与重庆一直往前走,继续更好地发展。过去十五年,加拿大与西南地区在经贸、教育、人文等多个领域展开了良好合作,越来越多的加拿大人被西南地区吸引,越来越多的中国西南人民也选择去加拿大留学和工作。
在谈到未来重庆和加拿大重点合作的方向时,欧阳飞表示,绿色节能、高科技、自然资源、教育以及旅游等五大领域空间很大。“除了吸引更多加拿大企业来渝投资外,我们也鼓励重庆企业走出去,到加拿大寻找商机。”欧阳飞指出,现在,国内企业到加拿大投资,可以办理十年多次往返签证,十分便利。对于重庆企业走出去投资加拿大,欧阳飞认为,农业、教育、建筑、能源等领域会是一个不错的选择。“等重庆的大熊猫去加拿大以后,相信也会增强两地旅游的合作机会,加拿大的市民也可以通过熊猫来更多地了解重庆,同时促进中国的游客去加拿大旅游观光。”欧阳飞对未来两地的合作前景充满了信心,“今年,加拿大驻重庆领事馆升级成总领馆,也再次证明了加拿大重视与西南,特别是与重庆合作的决心和承诺。”

On December 3, the Canadian Consulate General in Chongqing held a dinner party to celebrate 15th Anniversary of Canadian Consulate in the Southwest China. Vice Mayor of Chongqing Chen Heping, Consul General of Canada in Chongqing Philippe Rheault, participated the party.
It is understood that Canada Consulate in Chongqing was established in 1997,it is also the first foreign consulate in Chongqing. This February, Canada Prime Minister Harper visited Chongqing and announced that Canada Consulate in Chongqing upgraded to a Consulate General to expand export of Canadian enterprises to Chongqing.
In celebration of 15 years’anniversary of the Canadian Consulate General in Chongqing, Canada's new Ambassador to China ,Mr. Guy Saint-Jacques, who just took office last month arrived in Chongqing from Beijing to attend the reception.
When recalling the 15 years that Canada established consulate in Chongqing,Mr. Guy Saint-Jacques said, Canadian Consulate General in Chongqing is grow and walking together with Chongqing, one of China's youngest municipality and witness the development of Chongqing and Canada Consulate upgrades; the Co-operation in economic and trade,cultural, social and so on deepening exchanges and cooperation. In the development in the future, he hoped that both sides would further deepen exchanges and cooperation in all aspects, find more meeting point for common development.
In this February, Canada Prime Minister Harper visited Chongqing,and signed a lend-lease giant pandas in the relevant agreements. Mr. Guy Saint-Jacques also revealed that in next March or April, this cute Panda will visit Canada.
The Consul General of Canada in Chongqing Philippe Rheault said that in 1997, Canada set up a consulate in Chongqing, which fully described the Canada Government attention and concern to Chongqing and Southwest China. More and more Canadian people are attracted to the Southwest China and more and more people in Southwest China choose to go to Canada to study and work.
When mentioned about the priority directions of cooperation between future Chongqing and Canada,Philippe Rheault said the green energy, hi-tech, natural resources,education and tourism, fi ve main areas have huge potentials. “In addition to attract more Canadian enterprises to invest in Chongqing, we also encourage enterprises in Chongqing to go to Canada to look for business opportunities. Right now for domestic enterprises invest in Canada can get ten-year multiple entry visa which is very convenient. After the Giant Panda from Chongqing went to Canada,we believe that will enhance tourism cooperation opportunities between the two sides, Canadian people can learn more about Chongqing through panda while also promoting Chinese visitors to travel to Canada. This year, Canada upgraded Consulate to Consulate General Chongqing to prove once again that Canada’s attention to the Southwest, especially the determination and commitment to cooperation with Chongqing.”
