|Editorial note|The August 2006 uncovering of Shanghai social security fraud shocked the nation, not only because of the sheer number of violators found guilty, but also because it involved high-ranking officials. How did these wrongdoings go unnoticed for so long and what is behind them? This paper intends to analyze the institutional deficiencies inherent in Chinas social security system and offer pertinent thoughts of reform based on a dissection of various social security fund violation cases in China.
